The Constitution of Confederacy of Allied States
(Second Draft)
We in Confederacy of Allied States recognize that when the last incarnation of this Region occurred, many factors turned a thriving Region into an embarrassment and ultimate failure. We are committed to ensuring that this time; our failures will not be repeated. If they are, let this Region be the last attempt at the CAS.
Article I-The Founder’s Councils (Higher and Lower)
The Government of CAS will be based around the existence of a two Founder’s Councils. They shall be known as the Higher Council of CAS and the Lower Council of CAS. There will be 4 permanent members to the Higher Council. These nations are to be Leningrad (Scandinavian Unity), Unovia, Neo Rome Republic, and The United Motherland. There is also to be a rotational 5th seat that is to be selected from the Lower Council. The Lower Council will be multiple nations that the Higher Council must unanimously choose to have on the Council. The seats to the Lower Council are unlimited. The 5th Chair will be decided every 50 Days and does not have to be WA while on the Higher Council. Both the Higher and the Lower Council will work together to make all major Regional Decisions. In order for something to be added to the Region,A majority of the Lower Council must agree for implementation or removal before bringing the issue to the Higher Council as needed. The Higher Council must acknowledge the Lower Council and their decision when deciding theirs. In the Higher Council, 3 out of 5 members must agree for implementation or removal. The Higher Council will deal with removal of irresponsible WA Delegates, while the Lower Council will deal with the removal of Ministers.
Article II-The WA Delegate
The WA Delegate will be selected from the WA members of the Upper and Lower Councils, but are only elected by the Higher Council. To be considered for Delegate, nations from the Higher or Lower Council will send applications to members of the Higher Council to approve. Applications that are unanimously approved by the Higher Council are voted on in order on which their favorite to least favorite is. The preferences are to be confidential to all outside of the Higher Council. An approved outline is to be made later. If the Higher Council cannot chose one Delegate unanimously, the one with the most approvals wins. If only one applies, they become Delegate automatically. Application submissions will occur every 100 Days.
Article III-Powers of the Delegate
The Delegate has the following powers:
1. To Create a Flag, with the Higher Council voting on an acceptable Flag.
2. To Write the World Factbook Entry, with the Higher Council working together on the World Factbook Entry, putting it together to achieve the best World Factbook Entry possible.
3. To Create Regional Polls.
4. To Abolish Regional Polls.
5. To Create A Regional Password if needed.
6. To Found A Regional Paper. Higher Council Members are editors, censoring and allowing articles as needed. The paper is open submission to all nations.
7. To Create A Regional Telegram.
8. To Ban/Eject a nation if required. The Delegate can act without the approval of either Council when doing so.
9. To suppress posts if required. The Delegate can act without approval of either Council when doing so.
Article IV-Removal of the WA Delegate
The WA Delegate can be removed from office if found that they are abusing their power, such as overriding the vote of the Higher or Lower Councils, refusing to step down at the end of the term that they have been elected to, disregarding the vote of the people, or generally being disagreeable with the Region as a whole. Removal requires specific instances and evidence to be presented to the Higher Founder’s Council, who, given the evidence, will decide by a majority decision whether or not to remove him or her from office. If removed from office, said disgraced Delegate will be forced out of office, an emergency election will be called, and a new Delegate will be elected by standard procedure to serve out the remainder of the Term. The disgraced Delegate will be required to sit out for an entire cycle before they can be eligible again to hold the office.
Article V-Rights and Freedoms
All citizens that gained their citizenship in CAS have rights that cannot be interrupted or taken away. The rights are as follows:
I. The Freedom to do whatever they like to their nations, As long as it does not interfere with the Internal Security of the Region.
II. The Right to protest against their Government (As if Said Protests do not get out of hand)
III. The Right to post on the Regional Message Board.
IV. The Right to participate in Regional events.
V. The Right of Free Speech (But please, Keep cursing down)
VI. The Right to participate in the Regional News Network.
VII. The Right to suggest Role plays to the Region by posting it on the RMB.
VIII. The Right to vote on issues that affect the Region.
IIX. The Right to participate as much, or as little, as they like in the Region.
IX. The Right to leave the Region, if they so choose.
