From that point, the Russians would probably engage with the Raw'hein government to coordinate their military effort and then proceed to smash things. The nature of Russian FTL means that important junctions for shipping can pop up just about anywhere, so it's entirely possible to say that there's significant trade traffic through the system in question.
If that doesn't work, then I can jump in during phase II, sort of like China during the Korean War to prevent the other side from getting totally swamped.
Of course, the Russians would be more interested in taking planets intact rather than murdering everybody. They are, sadly, quite honorable in matters like the treatment of civilians and POWs
Unfortunately, Hein did not have FTL when it was hit - another reason why the Raw'hein feel bullied and lash out. I'm actually imagining a conversation after initial talks, though:"They're on board."
"Great! Did you ask about sharing their technology?"
"...yes, but you won't like it."
"They said no?"
"They claimed to run their ships on coal and do all of their calculations by hand using armies of serfs."
"Wow. I'll put in a warning: "Very sarcastic when refusing something". What do they think we are, morons? "
Hmmm, well, I suppose the other alternatives would be a conveniently lost battleship or two. That sort of thing does happen from time to time. Or an exploration party popping into the system.
