Okay so I've wanted to try running a larger scale RP than usual for some time now, so it looks like its time to revisit the blasted remains of Heldur's surface and try to get some foreigners over here.

For those of you who know it, Heldur is inspired by the books and games, Metro 2033 and Metro Last Light.

Basically in this roleplay you may take the role of a foreign force coming to investigate the strange messages being transmitted on the island of Heldur, which has for decades believed to be a dead land, destroyed by a mass nuclear attack decades ago.

If you want you can even take on the role of whoever nuked Heldur coming to see if your nation truly did wipe out all the people in Heldur (I'll even change my factbook for you!)

Just keep in mind that Heldur is a very dangerous enviroment on the surface and mass deployments of soldiers will likely be a logistical nightmare (the air is toxic in most places on the surface, radiation hotspots dot the land and very deadly mutated animals that look as if they've come straight out of a nightmare walk the surface, not to mention the unexplained anomalies which occur in various places around Heldur (which may even be giving off the strange readings you pick up).

So your job is to:

1: Get in contact with whoever is still alive out there, protected in the subterranean Metro System (Much like Moscow's in that it was designed as a Fallout Shelter). There are 3 main factions underground vying for control and they all have different, interesting ideals and methods which you'll have to work around.
2: Figure out how you're going to react to what you find, will you try to intervene, provide aid, take over what little remains, enslave the remaining people of Heldur? Or will you try to set up a science station to study the anomalies and mutated creatures?
3: Execute your plans!

Quick summary of your nation: Orthella's one of the last remaining Catholic nations in the Protestant part of Europe, which makes Catholicism an important part of the Orthellan identity. There is however a sort of culture war going on between the traditional Catholics and the new revolutionary communists. Both factions however are big supporters of the military, although the military is absolutely controlled by the communists. In this RP, you'll meet the military side of Orthella.
National interest in Heldur: Scientific. The people leading the team are scientists purely interested in discovery. The government forces who sent them, however are interested in the military aspect of the discoveries.

Quick summary of your nation: Ontorisa is an old yet powerful nation in the Pacific region with an extremely strong military, economy and large population. National interest in Heldur: To investigate what actually happened on the island of Heldur and to study its unique creatures and environment. As well, Ontorisa also shows interest to try and establish a capable nation by uniting the Metro Stations into a single democratic nation. Doing so would allow Ontorisa access to Heldur to try and stabilize the island's radiation to allow Heldur to rebuild and a token of Heldur's natural minerals on the island.

Lolloh, you're accepted although I would prefer to keep it as just humans, you can of course use lots of dragonic symbolism with your uniforms if you want. But I'd rather no ponies and dragons running around.
Also just so you know, Heldur with its anomalies and mutated beasts is anything but a controlled environment.


Also some trivia for everyone, due to most of the living population having been raised underground, surviving amidst the dark glow of emergency lighting, camp fires and the occasional electrical light in richer areas (or emergency spotlights) the Helduri people don't go to the surface during the day as sunlight has a tendency to hurt and damage their eyes (and for some outright blind them). Darkness is their friend.
There are some exceptions to this rule, but in general most of our surface travelers are nocturnal.

The Greater Empire of Toishima, also known as the Empire of the Radiant Sun or Toishima, is an old and powerful nation in the northern Pacific. It is a constitutional monarchy governed by the National Administration. It is comprised of an archipelago of hundreds of islands. The eastern regions of this archipelago are occupied by the Socialist People's Republic of Kioshima, with the Divine Imperial Islands of Himiko are located to the south, and Solmakia to the north. Toishima has four Colonial Provinces abroad. Toishima has a fairly large population of 134 million people and a high GDP of 5.96 trillion. Its military is advanced with a majority of foreign equipments as well as some domestically-produced weapons and vehicles.

National interest in Heldur:
Under the guise of a scientific expedition, the Imperial Toishiman Army's Division 144 intends to secure the island and weaponise the dangerous local wildlife as well as subjugate the local populace in order to allow scientists to figure out how the people have managed to survive the radiation. They also intend to use Heldur as a nuclear testing site. After all, what better place to test the new H-4 series than on a place already destroyed?

Imperial Toishiman Army Division 144 will be deployed, a special operations unit trained in fighting in adverse conditions and equipped to deal with NBC threats, with the full arsenal of the Imperial Toishiman Army at their disposal. Their main goals are to weaponise the local wildlife and study the anomalies as well as the local populace in attempts to find a cure for radiation poisoning and to better understand the anomalies, possibly to weaponise it as well. Once their mission is over, the Imperial Toishiman Army will then detonate two H-4 nuclear weapons, ten times more powerful than the standard Toishiman H-3 weapons, both to test them and to remove all traces of the no doubt questionable work Division 144 will be doing. The Toishiman government will deny 144's existence completely, of course.

Also are you planning on deploying a large force to Heldur? In my opinion I think that would be quite the logistical nightmare as you'd have to not only provide them with safe shelter away from the toxic air, but with enough food and drink as well as gas masks and filters. Meanwhile any large presence of humans will undoubtedly attract the untold thousands of creatures on the surface, if not more.
Personally I'd advise getting a small team on Heldur to find a suitable staging ground (which you probably won't find right away as well).
But other than that I like your secretive motivations. Welcome aboard!

I intend to be the gas-masked, well-armed bad guys with secret intentions- a large, overwhelming force with helicopters and vehicles will be required for this role, though the majority of troops would be in a fortress-like staging ground, with only small patrols venturing into the rest of Heldur. I believe that once the staging ground is prepared and equipped with sealed environment structures, logistics will no longer be a problem, and resupply helicopters will still be able to fly in and out with impunity- I don't expect the creatures or Heldurians having much working AA out there (Neither does Division 144, so they would still do this even if there are AA creatures/weapons).

Nevertheless, I intend to begin the RP with a small squad of Imperial Army Commandos, sort of like Toishima's Delta Force. Only later on will Division 144 take over jurisdiction in a dramatic fashion, probably executing the surviving Commandos since they now know too much, then arrive in full force with their helicopters and habitat structures and whatnot. Sometime midway or near the end of the RP, the base would be overrun and they would set off the nuke in the midst of a frantic evacuation, hopefully after the horrible massacring of local civilians, the weaponisation of some types of creatures and the flamethrowering of some metro tunnels, because we're evil like that. :P

Nietzschean Clan, welcome! I think you've found a fantastic place to try and survive in, because I can guarantee it's not going to be easy.


As for Toishima, you're probably not the only villain in this story and you certainly won't be the only one wearing gas masks. Anyone who doesn't wear them at any stage is probably either an tunnel dwelling local or dead. haha

But even then building a staging ground will be absolutely insane, not just on a logistical level, constructing anything on the surface will attract all kinds of nasty things and like most of Heldur, an anomaly could materialise and knock the project off the rails at almost any time (they do various things like make everyone forget what they are doing and stare blankly off into the distance, to outright making groups of people disappear without a trace. So I'm not sure how well your efforts will go, especially since you'll probably have to air lift in everything, machinery included as the coast is largely radiation riddled swampland now.
But if you want to do it, that's fine, just remember it will be hard, the enviroment will turn your operations on their heads more than once and it's probably going to be a difficult task for whoever is planning things back home.

As for AA, there's nothing that could threaten a jet, aside from an anomaly making the pilot pass out, lose focus completely and crash or that kind of thing, but there are plenty of large, winged creatures which would probably attack helicopters, now they probably won't do too much to them, although I'd imagine they might be able to push them a little too close to a ruined building, but should they fly into your rotors, you'll be in trouble.

Haha, good luck with the flamethrowing, there's a reason the tunnels aren't flooded with mutants, but that sounds like a good endgame. Although I've kind of got to hope there'll be Heldur left to continue RPing later on afterwards :P

Welcome Saints Federations, are you simply here to investigate or is there a reason for you coming along?

Toishima, there's lot's of variations, since I basically based Heldur off of the Metro Series you can get a pretty good idea of what you'll be seeing from here: http://metrovideogame.wikia.com/wiki/Mutants although there may be slight variations and all that kind of thing.
I'm happy RP them as well, but I think it would be best if its a combined approach, so feel free to encounter problems with the wildlife whenever you feel like it, and I'll throw in the occasional attack as well.

Viralizk, I'm surprised I have posted the link before, but I may as well add it again. It's already begun but it's still very early days for the thread. :)

Ah, okay. Looking at some of them I can sort of grasp what kind of operation Div.144 will have to carry out. We'll attempt to capture some live specimens and shit, but that will be in Act Two of my involvement.
