It's just a game and let's be quite clear: NS is totally lacking the basis for roleplay.
I like roleplay in general but i never quite understood why people try to do it with NS accs.
Heck, the missing "core information" as one needs it in games like D&D isn't available at all here, making a "we have 2 million supersoldiers, ultra-mega trained, equal in skill and efficency to 50million soldiers of your country. we know because our spies got the information about your army." very easy.
Just accept NS as some trollcave instead of rp-place and you'll be fine :-)

If you don't want to, i strongly suggest starting to work on some rulebook to prevent "annoying" things just like that.

Rules do nothing except to stifle creativity and imagination.

Also, I would like to second Leis's note about stickies. There definetly has to be some way of making them "mandatory reading" for all nations coming on here for the first time.

I'm not sure about II being beyond dying, or even dying to be honest. Pardon my french, but amongst the sea of crap, there are still a fair number of decent RPs floating around. And, even if it's only 1 in every 10, a good new RPer emerges every now and then. The other 9 either get bored of being told they're wrong and fade away (or get DEATed) or they learn to adapt, and become good RPers.

But unfortunely, I am well aware of the differences between this and the old II, so i'm afraid this has to be done:

Doubtful. he's a DoS (as almost everyone knows) so a quick Mod sweep for the IP range he uses would eliminate any unwanted Youngian's.

Which is why i said scan, not ban. The Mods would individually identify the nations within Youngia's range that are controlled by him, and dole out swift DEAT-ations. Because, you know, we don't have any sort of rules or regulations already...

The problem is formalizing things too much. When you do that, then everyone is more concerned about making sure they have exactly the number of soldiers or tanks that they're 'allowed' to have, and the narrative element departs.

He's an annoying little pest that spams the forums, and lures new plarers into RP's where he wanks every rule, and forces newer players to accept it (because they're newbies they don't know better). I hate the little ass because he's made ludicrous claims about invading my nation, killing off my leader and her family multiple times, and i'm not going to take that shit from anyone. Now when I get wind of him I nuke his little backwater nation into a crater. It gives me a perverse pleasure, having him know that he's so hated by me.
