Thank you. We have voted on the chemical weapons vote that you have posted, and voted for the 'SOME' option. Specifically, we think that chemical weapons like defoliants, as well as tear gasses should be allowed, but lethal gasses like VX, Sarin etc should not be allowed. Defoliants could be used against drug crops that fuel insurgencies, but their use against rainforest etc should be limited. Tear gasses are also useful as a crowd control measure, as it causes no real long-term damage to the human body. Use of deadly chemical weapons by the alliance would only encourage others to use them against us in retaliation.

Unless there is an unexpected turn of tide by 12:00 tonight, the Alliance will allow the use of chemical weapons of all types.

-Also, we will begin nominating members for the head of the Defense council - the Defense Minister. The Defense Minister will control the Emergency Reaction force, as far as deployment and recall, however each individual nation can request their military forces not be used in the conflict regarding their relation with the hostile nation.However, only 5 nominees will be accepted and you may not nominate yourself.

-The Nominating will last until New Years eve. Hopefully the vote will take place on January 2nd 2010.
-Council Position Appointment will fall under the command of the Defense Minister, only 5 member nations will be allowed the position of council member, every 2 months we will vote for a new Defense Minister, and he will appoint a new Council

While La Habana does not necessarily agree with the use of chemical weapons, we must accept that the Alliance has decided in favour of their use. However, La Habana will strive to be a voice within The Vladivostok Alliance that asks nations to limit their use, and not to use them in situations where there are alternatives.

Also, we are now able to contribute military forces to The Alliance. There have been negotiations between Division 5 (Intelligence agency responsible for foreign intelligence) and Division 11 (Agency responsible for cyber security of La Habana), and the two intelligence agencies have agreed to have a force of 200,000 S9910 Cybernetic Assault Units ready to send to any conflicts.
