The Commonwealth of Bentus officially withdraws its submission for its role providing the water supply. We feel that the United Dominion would be far more capable at providing the required resources at a far more practical and reasonable cost than we ourselves are capable of doing so.

As such, we would like to offer to help manage the Customs structure on board the station. Given that a large number of CDA soldiers are already serving within the GESO Response Force, we are in a prime position to ensure that the required structure and systems for this objective are put in place as quickly and as efficiently as possible. Furthermore, the CDA's experience operating with other GESO members and species ensures that the personnel are already trained and experienced dealing with our friends and allies within the alliance. This prior experience will also help the CDA to liaise with both the GRF and other members when conducting pan-Station operations with regards to the necessities of Customs operations. The Commonwealth operates and maintains strict and effective border control within its own territories as well. Due to the volatility of contact with foreign states and the dissemination of unlicensed good and technologies within Bentusi society, this is a necessity. However, as a multi-state entity, the Commonwealth must also help to maintain and ensure suitable movement of goods and services between its members - an essential requirement for this venture to be successful.

If we are accepted to undertake this role, the CDA will create a special task group with the mandate to ensure the security and legality of goods and services entering and leaving the station premises. We will maintain checks and crossings at the docks and other entrance points and install the latest and most advanced security screening techniques, but will create and independent committee to vet each method as to whether it infringes on any of the rights' of GESO members. However, the CDA mandate will also strictly impose limits on the jurisdiction of the task group. It will not manage any borders between different members' sections on the station and will promote as free movement as possible, but will be available to assist any member should it be required. The task group will also not be a military organization, and will defer command of any defence of the station to the member in charge of the defencive systems, and defer to them should heavy military force be required in the line of their responsibilites as a Customs organization.

The Hegemony sees no reason to object to the Bentusi delegation's request and puts forth the notion of support to their request, so long as they are versed in the various laws of both the organization and more importantly, the sovereign member-states therein.

We, the CNA, would like to offer to supply the artificial gravity generators and titanium for the super structure of the starbase. Our AGGs have served us well on our orbital drydock where we have been developing new spacecraft for use in mining and planetary defence. Our titanium is also of the highest quality and would serve the base well for either the reinforcement and supporting structures, or for the base as a whole.

The Commonwealth supports the CNA's offer, believing that the AGG systems for the station should be one component the alliance would be unwise to overlook. Given the CNA's expertise in this matter, and the many commercial benefits of having a single gravitational system operating throughout the station, Bentus believes that their proposal is the best course forward with regards to the matter.

Also, in response to the legitimate concerns regarding the organization and management of the Customs group for the Station, we would like to assure all those involved that they would not take on the role of police force, nor defenders. Rather, the goal of the Commonwealth is to have this proposed group help monitor and - according to alliance-wide regulations - control the influx and out-flow of goods, material and labour. This would be to help ensure the security of the station and the management of illegal criminal elements that may seek to gain influence within it. Furthermore, the group would be able to help any of the member-nations with security or policing in their section should they request it, and will form a reserve of able-bodied and well-trained manpower should it ever need to be called upon in times of emergency.

The Terran Alliance puts forth a motion to finalize the station proposal and begin initial planning for its construction. We would also like to put forth a motion to the floor to locate this station with in the confines of the alpha quadrant, and that such location be chosen by the Talonians.

Considering the overwhelming vote to finalise the proposal for the GESO Starbase

The Galactic Economic and Security Organization,

Desiring further co-operation and contact with non-alliance state actors,
Recognising the need for neutral GESO territory where all the member-states are on equal footing,
Noting the safety record and potential economic benefits of orbiting deep-space structures,

1. Authorizes the construction of a GESO Starbase with funds garnered from member-states,
a. To be assembled on the boundary of Gaian Ascendencey space;
b. To be designed and engineered by a committee formed of experts selected by the alliance members;


. States that,
a. GESO member-states subsidised private commercial activities within the Starbase, so as to encourage further co-operation between their private sectors;
b. The Starbase be used as deployment and staging area for the GESO Response Force;
c. All necessary measures be put in place to ensure that the Starbase can defend itself against any and all potential attacks with hostile intent;
d. The Starbase be open to all member-states for the purposes of scientific research and commercial development;


3. Declares that an independent arm of the GRF shall be created to act as a policing force for the Starbase with the following jurisdiction,
a. The maintaining of peace and order within the confines of the station and its immediate vicinity;
b. The enforcement of customs checks and the imposing of travel restrictions to and from the structure;
c. The investigating of criminal activities within the station and its immediate vicinity;
d. The trial and punishment of criminals who commit their crimes within the station and its immediate vicinity;
e. The granting of visas to any and all visitors or residents of the station and its vicinity;
f. NOT the creation of laws and/or separate legal systems to those of GESO;
g. NOT the pursuit of criminals beyond the station’s confines or its immediate vicinity;


4. Insistes that this independent arm is primarily staffed with V.I drones, with sentient A.I and organics in the upper echelons,
a)But must maintain an organic presence so as to better relate to species and factions with less experience interacting with synthetics.


5. Noting the following contributions:
-Security (i.e. customs, weaponry, etc): United Terran Alliance ** Garmillas
-Shielding: United Terran Alliance, Batheran Republic
-Customs: The Commonwealth of Bentus

Proposal on GESO response to the Crucible situation

The increasing rhetoric and military build up occurring in the Crucible system has not gone unnoticed by GESO members, and we feel strongly that it is the alliance's responsibility - both as a galactic forum and to its members - to make a statement with regards to it. Whilst as of yet the system remains largely peaceful, the sudden and large-scale deployment of military forces by many galactic entities with competing territorial claims is sufficient cause for concern. As such, we propose the following resolution:

On the Crucible situation


The Galactic Economic and Security Organization,
Recognising that there is a possibility of wider conflict and bloodshed resulting from the confrontations currently occurring in the Crucible system,

Noting article 1 of the GESO treaty which states that ‘Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom’,

Stating that as the situation directly involves GESO members it is deserving of the alliance’s immediate attention,

Aware that the alliance must, however, still respect the sovereignty of those involved,



1. Calls for all the parties currently active in the Crucible system to come to the negotiating table and resolve their competing claims peacefully and diplomatically;

2. Informs those involved that GESO is now enforcing neutral zones around the UTA gate and the Talon stations, enforceable by military strength should the need arise;

3. Cautions against the further deployment of troops and fleets to the Crucible system, lest it spark a wider conflict.

The Alliance votes Yea for the measure, we are simply in that system for exploratory and economic reasons, we do not seek to impose on any world or claims, nor seek conflict. We implore that all diplomatic approaches be attempted at this juncture, conflict should be a last resort.

The Empire abstains from voting as it has no interest in the system and is currently occupied with internal expansion, reeducation of rogue elements, pacification of domestic terrorists and military buildup in compliance with Imperial national service regulations.

While the Consortium feels it has little interest in the Crucible system, however we will stand behind the Terran Alliance and the Technocracy and we will vote "Aye" for the measure.

Yalos votes against. It is clear that the Terrans are attempting to use their sway over fellow alliance members and procedures as puppets to further their own militant, expansionist agenda. This bill cannot afford to pass lest it bring our peoples into the shackles of servitude to the interests of the human imperialist and doom us all to ruin.

Even though the votes were tallied we would like to make it know that should the situztion escalate that we would not be able to provide any signifigant assisstance as we are not fully equiped for inter-galactic warfare. We would be better suited to neutrality in this crisis should it escalate.

OOC: edited Batheran Republic into the other things she requested, I'm thinking of deleting the food supply and the power supply as I'm thinking each nation will supply it's own food stores and the nation supplying the power core will maintain the fuel supply (Unless this supposed to refer to something else), please input any suggestions on this

The Matriarchy will provide the station an improved Internal transit system and a set of four Artificial Gravity generators if GESO approves of how it should be implemented along with installation methods
