The Tahar Joblissan delegation stirred. The first to speak was the brown-haired woman, with the more ordinary human complexion.
"A charter without provision for amendment cannot be amended by some signatories on behalf of others," Sarah said, a sharp edge of anger in her voice. "That is plainly apparent, and amounts to little more than the authoring of a new treaty between the subset of signatories approving of the amendment."
The tall man with greenish skin spoke, gray hair shifting in a manner that spoke of a minute head-shake. His tone was more conciliatory. "However, we could unanimously agree to amend the charter to permit amendments on the basis of some particular quorum. It would, perhaps, be easier to gain agreement on an amendment process than upon a specific amendment."
Sarah glared at the tall man, who patted his mechanical vest in nervous reflex.
The third delegate spoke, her voice high and soft, features hidden under the deep cowl of her cloak, which shimmered faintly. "I propose that a treaty to amend the charter with provision for amendment, as follows. Amendments requiring an approval greater than two-thirds of those voting in reasonable time upon that amendment, with a quorum of no less than two thirds of signatories. Further, that no amendment to ever be passed with less than an absolute majority of support from signatories. Reasonable time shall be adjudicated by the secretary general, but the passage of no amendment shall be delayed beyond the point at which more than an absolute supermajority of two thirds of signatories have approved of that amendment."
The other two delegates glared at each other. Sarah shook her head; the tall man shook his back, more fiercely, and then spoke. "The Tahar Joblissan delegation approves of this treaty and will offer our signature to it."
