UTR Commits to Assist Caisus Recover from Shattered Masquerade Conflict

The measures include a series of aid packages, interest free loan guarantees, and development grants aimed at boosting the nations’ vital transportation, water, and energy infrastructure.

Federal Secretary Zakarro outlines ж100 billion development and assistance package to Caisus and Galgistan at the Department of Foreign Affairs today.

Said Mr Zakarro, “The reconstruction efforts in Caisus and Galgistan will require a considerable focus on rebuilding much of the transportation, water, energy, and other essential infrastructure destroyed by the Shattered Mask in its rampage of violence.

To do this, the Caisus people need to acquire a strong domestic knowledge and industrial base in the petrochemical industry.”

The United Realms Institute of Petrochemical Research and the Alliance of Realms Petroleum and Natural Gas Industries have volunteered to build a Center for Petrochemical Sciences in Caisus in conjunction with local universities and industries. The center will foster the development of domestic expert knowledge in Caisus of all aspects of the petrochemical industrial cycle from exploration to extraction to refinement into such valued-added products as plastics and other synthetic materials.

“With the agreement of its government, a number of grants will be provided directly for the development of Caisus and its petrochemical sector including a ж5 billion grant toward the construction of four oil refineries throughout the country; another ж1.45 billion toward the construction of Liquid Natural Gas (LNG) marine terminal in Dolara; ж4.5 billion toward land-based and marine exploration and extraction equipment and services; ж1 billion for the purchase of oil and LNG transport pumps, pipelines, and vessels; ж4 billion toward water and transporatation infrastructure development; ж3.5 billion toward the development of local logistics and support industries; and ж550 million toward professional training of Caisus nationals in engineering, chemical, and marine transport sciences,” the secretary said.

The grants will be coupled with two ж40 billion interest free loan guarantees to the government of Caisus. The first of which the Caisus government can direct toward any domestic infrastructure projects. The second, much more controversial loan guarantee is for the purchase of military defense and security equipment from UTR defense contractors like Szukxoi HDI of Athretvari.

Mr Zakarro said of the defense related loan guarantee, “As Caisus develops its economic potential and interests, it will need to defend those interests from state and non-state actors alike. We wish to be a partner to Caisus today through immediate assistance and tomorrow by giving them the capital and hardware necessary to maintain their sovereignty and prosperity.”

Centurian Island, Ivstinian Kingdom - Today marks the opening of a controversial Solisian naval base in Centurian Island. The origins of this controversial naval base came when the Mare Solis Navy approached The Legion of Justinian, the military branch of the Ivstinian government, for approval of building a naval base in Ivstinian soil. Only the Ivstinian government could approve of a foreign nation building a military base in their soil, but instead the Justinian Legion approved it and stiff armed the government. Controversy soon spread that the Justinian Legion has more power than their government, and rumors started spreading that the Justinian Legion could perform a coup d'état if they wished.

On the other hand, many fingers are pointed at Mare Solis. Many Ivstinians believe that NB Serpiente will be a Solisian naval base, designed to support the Justinian Legion's coup d'état. Admiral Amora, Commander of Mare Solis Navy Enkon, has stated that, "Southeast Mare Titanus is a breeding place for terrorism. There are already two major terrorist groups in the Southeast Mare Titanus. The Mekka Shonna Group in the Sino-Creek Commonwealth & the Socialist Unification Party in Serton. The sole purpose of NB Serpiente is to patrol the southeast Mare Titanus, be a first responder to ships in need, & to strike down these terrorist groups with naval firepower". Admiral Amors vows that NB Serpiente is not aligned to the Justinian Legion's rumored coup d'état.

Inside a hidden bunker in North Vvarden, Montan Huerta stood hunched over a table map of Enkon.

"I know the perfect way to deal with South Vvarden once and for all." He says.
"How?" One of his generals replies.
Montan leans back and walks around the table.
"Vvarden's strength lies in their allies. Their allies are the reason we are failing. So what do we do?"
"Invade them?" Another general asks.
Montan throws a bunch of pencils at him.
"Of course not!" He screams. "Do we want to be destroyed?"
"No. What we do is this. We need to teach them not to mess with us. We send a nuclear missile at one of their cities. What this will do is infuriate them, and because South Vvarden wants our land not destroyed, they will try to stop them. This will lead to a break in alliance leaving South Vvarden for the taking."

After several minutes of choosing which cities to bomb, the final decisions are Aldercaster, Nova Pilsen and Yupo.

After several hours, the missiles are launched, but luckily, no-one dies in burning hellfire.

Within seconds of the order several small ABMs were launched from localised missile defence positions on the southern border of the Arcadian Mandate, the advanced system prepared failsafe launches just in case the first salvo failed to bring down the enemy ICBM. Under the present conditions it was highly likely that the incoming nuke would be obliterated before it even entered Arcadian borders, even so the nuclear contingency was put into effect, evacuating as much of the civilian population of the identified target as possible and relocating the rest to the underground defence facilities where they would be safe from the blast and radiation, at least until they surfaced again. Even as this was underway messages were being fired through the tac-net and a situaton map was rapidly generated at central command.

CMC differed from Central Command, where MCC was purely military and operational; overseeing operations and defence as well as monitoring the grid, CMC was the military leadership who gathered to make critical decisions in conjunction with the highest authority in the Mandate - the Oberbefehlshaber.

"Do we know yet who launched the missile?" Motako was dressed in a blue and white horizontally striped vest, the kind which was standard issue PT gear for all branches of the Arcadian military, her uniform combat trousers were worn and creased - not her usual pristine appearance, but understandable given that she had been pulled away from her daily exercise regimen to deal with the crisis in person.

The reply came from Generaloberst Kono Tanaka, head of the joint armed forces and the War Office - it made sense that she would know since it was her job to know all that was going on with the military at all times. "No; if we nuke them back we lose the moral high ground. Not only that we would lose respect and our mandate to respond." Motako's response came quickly, but her words were carefully chosen a slowly put across, indicating to everyone that she was thinking hard on what to do next. "We respond with vast and overwhelming shows of conventional military force. I want a further 5 Army Groups and 2 Naval Groups with full air support sent to Vvarden; order the VPF to advance from the south and we shall orchestrate landings from the north and wipe these rebels from the map. No rogue nation can be allowed to possess such weaponry as this. Then we flex our military muscle further by sending 2 further Army Groups into Administrative Hex 1127; put our entire military on standby - if this fresh deployment of troops does not sweep aside our enemies then we go all in."

Oberkommandant Abdul Al'Akulla was born on Aramatherius, an ancient colony world of the Arcadian Reich which had long since been fully integrated into it - Aramatherians were just another of the many myriad ethnicities which made up a core part of the Arcadian racial mix. Now he was here, an Oberkommandant in the colonial military of the Arcadian Mandate, a role he had volunteered for and took pride in; but since his deployment most of his work had been purely defensive and infrastructural - helping to set up the new colony and protect its citizens. Now though his forces were finally mobilising and he had been put in command of an expansion force moving east into administrative hex 1127 - the Mandate needed the resources found here but more importantly it needed to reassert its military dominance and reputation.

The missile is clearly seen above Aldercester, suspended in midair. A glowing yellow light radiates from the area around it. The missile is brought to the ground slowly, and lands with a dull thud.

"It would seem the PKB device disrupts the warhead's detenation mechanism. Well that is nice."

The man in the grey robes strode up to the missile, openning a latch on the side.

"Jury rigged. A horrid example of a missile. Oh, it looks like someone scribed something here for us. 'Die you faceless f***s.' Classy. Ahh good. The disassembly team is here. I am sure we can salvage some of this weapon."

We have managed to create a parasite that takes over the Host's body. Subject 68 has been the most successful so far. The Parasite has taken over his Body and has complete control. No aggressive behavior noted. The Parasite mimics the brain by memorizing the brains electric signals and has now started destroying the Subjects brain to assume control. Like the war above us. Symptoms include internal bleeding, Coughing blood, Vomiting, Puking and seizures. During his Transition he started to become insane. Then he blacked out for 45 minutes. After that he woke up but didn't remember anything. He forgot how to walk. The parasite has toke over Subject 68. I will be continuing experimentation's but I will need more Subjects to experiment this new Parasite on.

The reason for the sudden boom is in hopes of using ethanol fuel as a major export along with standard oil and gas. Also Olive O=oil and citrus sector have been growing around hexes 1222 and 1223.The reason for the expansion of the sectors is mainly because of it being non sectors is most other nations. Theses sectors tend to be the main agricultural exports of the USS. Most grain, potato or corn products are used within the USS itself.

Enkon, our home... we have seen the spaceships and the colonists make new nations and cities rise in the distance. We were always hidden in the shadows, afraid of these newcomers. Our once grand nation on Enkon has fallen, long before these colonists arrived. By the time we decided to pick up the fallen cities and make it new, the colonists arrived. We thought they were going to exterminate our kind, so we hid, too afraid to rebuild the cities now. But I must remind us all of how this great nation fell, I must tell the past before our future.

We were once very advanced, the greatest civilization in the world! But then the civil war began... I believe that it began when our government made slavery legal once again. Many people hated that, more than enough to declare war on the emperor. But they didn't declare war to end slavery, no, they wanted independence from the government. And so the war between New Romanis and East Romans began... it was a bloody and long war. Eventually the government had to put a stop to it, so Project: Nero began. The project was for a mass destruction device, The Gravity Device, which enhances the gravity to inhabitable levels. It raises the gravity so much, that if you stand in the radius, you could potentially get crushed. The scientists had a miscalculation, they made the radius too big. The radius covered both of the nations, people evacuated in fear. Only 32 million people survived of the 1 billion people in the golden age.

That was the end of our golden age, all the cities, forests, buildings, and mountains were leveled and destroyed. We are all gathered here today to finally rebuild the fallen city, our capital Constantinople, and we ask the colonists to help us with our new nation. We shall once again be a grand nation, Senatus Populusque Romanus! This new city, our new capital, shall once again be glorious!

Joint protectorate announced
Midgar,46566-The United Socialist States and the Arcadian Mandate have agreed to place the Carcipio Islands under a joint protectorate today.This will insure that the island country will remain in friendly hands to both countries.Also included was the ability to lower trade restrictions with the islands country to foster closer economic ties with Carcipio. It is also rumored that the NOC is in the process of creating oil wells within Carcipio to drill for more oil.

Refineries being built in Silva
Port Arthur,Silva1-Oil refinery's for the National Oil Company have started to be built around Silva.The hopes are that with the refinery's being built within Silva that it will help create more jobs within Silva and draw more of the silvan populace to move to the republic. The moves of creating more wells and refinery's for oil production are in hopes of being one of Enkons leading exporters of oil on Enkon. The government is also looking into expanding ethanol production to further it's production. Also being created are natural gas refineries and pipelines to the Grey sea for shipping.

Ithaqua, New Toola - A study has been conducted by the Department of Health and Human Services for sometime now and they have finally released the data to the public. The study commenced when the current Chief Elder was put in office. It was made to follow the growth of the nation overtime and record the results for the Council of Elders to analyze them. The results have pleased the Council greatly.

The fifteen year study has shown a massive increase in the population of New Toola. The average amount of children a couple has in New Toola is two and while that has not gone up, the amount of married couples have. Another cause of the boom in population is the low crime rate that the Council of Elders have been maintaining for awhile now. The murder rate has gone down greatly with the crime rate which has allowed more people to live.

What the study doesn't show is that some of the reasons for this growth are some things that may be considered wrong or upsetting by more left minded nations. Abortion in New Toola is illegal unless the child is endangering the mother, all other reasons for a woman to have a abortion is illegal. Another reason for the growth is the low number of same sex couples in New Toola. As New Toola is a conservative nation in most issues, same sex couples are generally frowned upon. While not illegal in New Toola to like the same sex, it is perceived as strange and for the religious fanatics it is considered wrong. The Council of Elders have passed legislation in the past to insure the safety of same sex couples and individuals but it still isn't considered the norm in the nation. On the upside though their numbers are low, adoption has been allowed for same sex couples.

Either way, the study has shown a great increase in the nation's population and doesn't look like its stopping anytime soon.

Dear Dmitri,

You are correct, I have been fortunate to find myself in many unusual places. Whether I have written my many books because of those travels, or get to travel because of my writing, is one of the great ponderables of my life.

If I understand you correctly, it sounds as if both the fossil records and the general geology of Enkon counter Tyvenia’s claims to anciency – not that there is any real doubt of that. I suppose the romantic side of me was just hoping that the claims were accurate. There remains, however, a few nagging questions that require answers.

I have my theories on them, so I’d like to hear any thoughts you might have. I know these don’t really fall within your expertise, but I’ve never known you to let a lack of general knowledge on any subject to stifle your opinions!

1) There is the conundrum of the book itself. It is clearly a single, extremely long account of Tyvenia. That most of it is in an unreadable, ancient dialect only adds to its mystery. However, the book could have been brought from somewhere else. I believe it to be authentic as far as a rough, estimable timeline, but it's not native.

2) It’s not just a single book, as it turns out. There are several encyclopedias written by different authors, all using similar scripts within certain time frames. One of these specializes in stories that describe the rise and falls of a few dynastic aristocracies, and claims that even further before that on Desolaas there were non-royal factions that formed distinct jurisdictions of oversight -- but very different from the forms we see in its oligarchy today.

3) Then there is the Grand Dominion of Earth Empire. Its foundations on Enkon are well-established, unlike Tyvenia’s, but not much older than Tyvenia’s claims. However, I am aware of zero references from Empire’s official records regarding Tyvenia. Near as I can ascertain the Empire never encountered an ancient Tyvenia. They are impossibly far from each other, however, as a sea-faring nation one would have thought that Empire would have landed on Tyvenia’s shores at some point. We also know that even as far back as the Empire goes, there is no reason to believe they are truly “native” either.

3a) As a side note to the above, there are rumors of a treaty taking some form between the two Dominions. Of what sort it could take, I don’t know. Especially, given the internal hostilities between Margrave Talon Armand and the Oligarchy of the Councils.

4) There are some remarkable similarities between Caisan culture and convention, other than the mask-phenomena, and Tyvenia’s underlying mythologies and “histories”. Even much of the historic and mythological names follow similar conventions, then there are the guild structures (also there are now rumors that the Aspect Councils will be ordering the institution of guilds -- though such protectionism is hardly seen in modern times!).

5) Finally, despite all of the agreement that Tyvenia is not truly native, there is absolutely no evidence that they developed even rockets, let alone a degree of technology that could possibly have resulted in their arrival here. They certainly have an impressive array of other technologies – mostly espionage related – there is a definite lack of space-faring tech. It’s almost as though extra-terrestrial exploration never even occurred to them.

Please let me know your thoughts. These are just some of the oddities I am encountering. The next few months seem extremely promising!

PS I have sent some intriguing samples from the heart of Tyvenia. Apparently – and this is unofficial information, if you catch my drift – the Tyvenian oligarchy eats drastically more interesting foods than the rest of the populace. For quite some time the upper-class here has sponsored and developed GMO that has endowed certain rare cattle with a natural supple creaminess by splicing actual scorpion genes into the beef. Tastes almost like lobsters really, while retaining the actual texture of beef. I’ve also sent along a bottle of sweet wine and a bottle of brandy. I’m told Tyvenia believes it’s famous for the spirits, but I’ve never heard of them. Reportedly, few Tyvenians drink it. It’s too sweet for the average Tyvenian, I guess. I know it’s not Jersey-cut or merlot, but it’ll have to suffice until I return to civilized lands!

Here is my idea, when North Vvarden is destroyed and it's leader, the scourge known as Montan Huerta, killed, I will give about half of North Vvarden to you as an official territory of the Arcadian Mandate in return for a full military alliance. The other half shall be under "South" Vvarden's rule and most industry produced shall be shipped over to Prometheus Prime as part of trade.

Another idea is that North Vvarden could be one single, seperate government ruled by both the Arcadian Mandate and the Republic of Vvarden by a government whose ideals reflect both of ours.

SOBEK, ONZA - After beginning research nearly a year ago, a group of researchers from the University of Akhmis who had been studying the effects of curving solar panels on their overall efficiency have announced that their product has advanced to the next stage of development.

While originally, the researchers were only able to curve the panels by damaging many photovoltaic cells, this damage has been minimized by the use of a new, flexible, special polycrystalline material which is layered on top of the cells to allow for more efficient curvature without sacrificing solar cells. This has made the panels even more efficient than before, but cost is still a concerning factor.

"Most of Onza is powered by solar energy," said OCNN Energy Correspondent Yasmine Hala. "I appreciate the researchers' efforts to improve efficiency, but our current panels get the job done affordably," she mentioned, going on to say that she "[doesn't] see them taking off in the Emirates."

Hala clarified later that she didn't mean to downplay the importance of such a technology's development, but she simply wished to question its practicality.

"The way that efficiency is improved by up to 25% is by simply curving the panel so that it arcs similarly to a satellite dish," said researcher Taj Fawzi. "The only thing that makes them more expensive is the polycrystalline coating."

The development comes when the nation is in the middle of a debate of the efficacy of renewable, clean energy. Polls from the last election indicated that many Onzaians weren't certain that the Emirates should continue using clean energy exclusively. Many are already opposed to more spending in the energy sector, which is what makes this development controversial.

"Ultimately, whoever prevails in this great energy debate will decide if our research was good or wasteful," said Fawzi. "It's unfortunate, but it's the reality of the situation."
