Rovstad, Unibearia- After a rather lengthy conference meeting with the Royal council, his excellence (King Yuri) has officially declared war on Terrilium. An extra 4 divisions, 3 air wings and 6 naval squadrons have been mobilized and are being sent to join the UWR in it's joint operation with nations fighting the war on terror. All trade with Terrilum has been cut and political sanctions have been but inplace by the UWR.

Forces in Qatanar have made some progress fighting to get into the Capital city and most resistance has been eliminated by military means. Some 4,000 POWs have been captured and are being sent to New Toola.


In other news, the UWR has officially demanded that New Toola give up all knowledge, research data and information gotten from the experiments of Lab 14 as that information will help the world wide understanding of Wolven biology. The UWR has over 5000 scientists dedicated in Wolven biology department of R&D. Think of this has a method for the UWR to forgive New Toola for it's sins against the Wolven.

Chief Elder Kenneth Simmons calls on allies to take down Terrillum

Ithaqua, New Toola - After a savage and senseless terror attack in the town of Livli, Chief Elder Kenneth Simmons calls for worldwide condemnation as well as a immediate military effort in taking down the Rogue nation of Terrillum. After 22 New Toolan civilians were killed, New Toola has declared that Terrillum civilians will be taken in for questioning and sent to two detainee camps. Chief Elder Kenneth Simmons spoke both on terror and New Toola's next move. This is what he had to say...

"My fellow New Toolans, today our nation stands strong. Today, 22 of our citizens were brutally killed by a group of Terrillum soldiers. Their goal was to scare us, to make us back down but instead they have made 1.134 billion New Toolans very angry and very united. Ithaqua, New Toola - Earlier today, Elder Henry Crane of the Department of State announced the passing of the Patriot Act in New Toola. Thousands of security cameras have been placed throughout New Toola as well as more power has been given to the N.T.N.I.A. The Patriot Act passed with a 15-0 vote within the Council of Elders. The Patriot Act allows the government to monitor all surveillance cameras, search through internet web history, wiretapping, and investigation of suspected terrorists. The act does not allow for the government to tap into a citizen's bank accounts without good reason or forcing civilians to register their guns to the government. Elder Henry Crane spoke to the press on the matter. This is what he had to say...

"The Patriot Act is necessary in this time of terror. We cannot allow the events that transpired in Livli to happen again. We must not only be secured from threats militarily but also intelligence wise. We need to be able to stop terror before it happens and we will be able to achieve that with this law. We are not here to spy on every aspect of a citizen's life. Many parts of the Patriot Act will only be used when someone is suspected of terrorist activities or helping in terrorist activities. USS will support the War on terror
Midgar,46566-The USS will support the war on terror but will not send troops into the fight.The USS will allow the forces to use Djose as a base for the invasion of Terrillum. The allied forces cannot enter the hex that holds the capital of the USS though. The USS will allow troops to stagger in into djose to set up a attack. The USS asks for at least a 48 hour notice before the invasion army to get in the USS territory. The forces will have to pass through a prescribed channel any divergent from the path will be seen as a hostile act to the USS and the military will act accordingly.

Chief of Naval Operations Admiral Maurice Little announced two sets of Naval games this morning in the front lawn of the Naval Office.

The first set of naval preparations will be between the Republic of Newwald’s Naval Defense Unit and the UFA’s 11th Fleet, led by the UFS Higgensdotter. The games will be held in hex 3206, practicing a scenario that would involve fake New Toolan ships attempting to gain control of multiple Newwaldian sovereign islands. Halycon Arms has outfitted the Newaldian Naval Defense group with two Katar-Class Littorial Ships with Fixed Wing Carrier Modules and two Whitepoint-Class Destroyers with Guided Missile and Anti-Sub Warfare Modules, with options to buy. This is the second Naval training exercise between the two nations.

Admiral Little also announced a naval exercise between the McNernian Kingdom and the UFA. The Kingdom of McNernian’s First Sea Lord Admiral Sir David Ralton recently spent time reviewing the Federation’s Sturm-Class Amphibious Assault Megacarrier by Halcyon Arms. The UFS Johann Schuldt (LDCV) is the latest Federation megacarrier to be built by Halcyon and is the Flagship of the Third Fleet. The naval games will take place around 3309 and 3209.

Newwald's MDM is delighted to announce that yet another naval exercise between Ajerrin forces and the NN has taken place. The MDM purchased various new pieces of vital equipment from our allies the Ajerrins.

Tonight we cover the story of those whom live in the Upper Islands and who are ethnic Newwaldians. Anderji Albritch has been living in a small farmstead on the northwestern isle of Torpenia largely uninterrupted for the past decade. "We would like to be under the jurisdiction of a government because criminals have been coming up to our peaceful isles in order to escape persecution and this has made safety a large concern." Says Albritch. Florenia Turup age thirty also lives in the Upper Islands and she had this to say: "We need law and order up here, if Newwald is willing to give us that then they can colonize our islands and end their overcrowding issue. We feel unsafe having the Qatanarians and other lawless scum run amok, we demand some form of order." Of course many in Newwald do not believe that the government should formally recognize these requests, but many support the idea of splitting Newwald into two theoretical provinces. One being composed of the Upper Isles. MDM commander Ivanistan Rigarldo had this to comment: "We would be ready to seize land assets if requested and if necessary."

The Federal Council approved to expand the borders of Lahui today, creating Mahalo County in hex 2515. New Lahui’s President, Lahuna Ta stood with legendary Federal President Ali’iloa at the footsteps of Colam City Hall to make the announcement. “We proudly name Mahalo City the county seat of Mahalo, Lahui.“

Rumors of an expanding rail from Kefir to Mahalo City will be in the works to connect the county seat to Colam. The potential for the new rail system to be connected to Blacarian cities Arvid or Therin also have potential and are in negotiations, according to sources within the government.

Derrik's brain hurt as he was walking down the hallway. He had been getting headaches ever since he changed into a wolfen. He definitely, with all his heart and with each passing day, wanted to be human again. He had tried to think "Maybe it's for the best." a dozen times and that was no comfort. Derrik felt almost stretched, like butter scraped over too much bread. He needed a reverse-serum and urgently. But King Yuri didn't want to let his esteemed guest leave in fear of, well, who knows? One thing was sure, Yuri was trying to keep him there. But no longer.

Even as a kid, Derrik had snuck around, disobeying parents and hiding, a little more than normal children. But that had paid off big time. By fifteen he had over 200 "safehouses" of his where he stashed food and magazines inside of the SSS VVARDEN's air venting system. By seventeen he had the ability to travel from one end of the massive ship to the other without even being seen. That proved useful when having promiscuous "encounters" with other boys and girls.

But he was what, 39 by now? His skills had gotten rusty, very rusty indeed. But he just had to get out of here, go home, be somewhere familiar, maybe cuddle with someone special in a different country.

He turned and bolted towards the kitchen. Inside the kitchen was a door used for garbage disposal that led directly out of the palace and into a small alleyway where the dump trucks would come and take away food scraps. Then would be the hard part, travelling through the UWK all the way to the border, and then what? Well, he could do something about that.
Derrik entered the kitchen and then plastered himself against the wall when he spotted the three chefs. "Stupid man, Derrik. Stupid. Stupid!" How could he enter the kitchen and forget the fact that there would be chefs? These ones were cleaning anyway. But soon, many would come to begin the process of cooking dinner, and that would thwart his escape. He moved behind a steel counter, every now and then taking a peep at the chef who was scrubbing the table. The other two chefs moved out of the room through a side door, probably to start the ovens.

He moved slowly and then quickly, silent steps at a time. Then he ducked beneath another counter. He then moved along the sides of the counters, slowly as to make no noise. The door was in sight. Then, just as he was about to reach it, a large clang sounded. Derrik looked around and noticed a fallen soup spoon on the ground next to his tail. His tail must have knocked it over. The chef looked up and Derrik could see that he was moving. Instantly, he grabbed a spatula and tossed it, when the chef wasn't looking, at the counter nearby him. Now was his time, any second later and he'd be caught. He ran out the kitchen through the back door as quick as he could and ran out onto the grimy road. There were dustbins and dumpsters scattered round and he heard the chef open the door behind him. Without thinking, he jumped into a dumpster and closed the lid. When he was sure the chef had gone back inside, he opened the dumpster slowly and took a quick peek. The chef had gone. Climbing out the dumpster and then placing both his feet on the ground in the alley, he ran out into the main road in which the alley emptied into, his first time out of the palace in a long time.

A voice was heard from the main entrance of the Palace and it sounded like it was important. Yuri put his sleeping son in his crib and walked to his throne room. He had been disconnected from the World since his pups were born but he knows he needs to get his game up.

"He escaped!" The Guard said. "He escaped through the Kitchen, I got his sent fresh and I have 50 Guards tracking him."


Yuri sighs "It isn't a surprise he would of wanted to leave, we have been keeping him here for awhile but it's just, he won't survive out there, Unibearia is a dangerous place, it is very dangerous. I can tell he has been communicating with A Caisan from the internet history I have seen." He says "How did he manage to leave?"


"Chef Gusteu said he smelled him in his kitchen and outside the Service door."

"Wasn't there a Guard guarding that door? This is the ROYAL Palace, isn't security you main objective?" Yuri interrupts. Yuri is suddenly sad that his new friend decided to leave without permission, mostly because Yuri trusted him.

"Well, most of us were on break but I assure you we will fins him!" He bows

"Indeed you will, but when you do, do not hurt him, no he is my guest but do drug him, he is good with a sword and I wouldn't want you dead now would we?"

Today reinforcements arrived in Qatanar to aid in the assault, here is what Great leader Mark Rexis had to say.

"As of today troops have arrived in Qatanar but this is just the beginning, Terrillum has plans on the table and we will see them through."

In relation to that several squads of soldiers have been reported missing, the government has yet to comment on this issue.

Progress on the front

The last batch of reinforcement have arrived in Qatanar to support the Unibearian March for the Capital along with New Toola. An estimated 15 Land divisions, 5 Naval squadrons and 4 Air Wings are present in the War on Terror. The Mechanized Unibearia Military will prove it'' might when the battle for the capital starts and when the invasion of Terrilum begins.
The first artilery shells hit the Qatanarian Capital. Many UWR patrols have been ambushed but the Qatanarians have are badly equipped and their moral is disgraceful and so most have been dealt with. Logistics has been a problem but with New Toola's supply convoys and the UWR's air drops, central command has deemed it safe to continue marching inland.
Another 6000 Qatanarians soldiers have been captured and most are starving and or ill and medical teams are treating them and sending them to New Toolan medical centres to be interrogated and treated with proper medical equipment.


The Unibearian Mining sector collapses

During the transfer of ownership of X.D Mining to the UNMC (Unibearian National Mining Company), X.D Mining collapsed and went bankrupted and with it, most of the UWR's mining centres. But the UNMC has found a solution to the problem and the government has accepted it, a 4.8 trillion dollar deal between the UNMC and Nedea has been made.

-26 resource nodes (Resource dots on the map) worth of state-of-the-art mining facilities (400 Sci-Adv) will bring the Unibearian 1 mining index points to 5 mining index points and 5% of all Unibearian resources can be mined instead of 1%.

But almost all Nedean technology has been designed to get maximum efficiency but with the cost of lots of pollution and with it, the UWR has decided to lower Mining environmental regulations.

2 trillion is to be payed up front and 1 trillion per year after that.

The plane was just a regular Cargo-Unibearia trans-continental Cargo jet carrying the regular consumer goods to Thalmath, but in that plane there was a heavily secure safe with a bio-hazard symbol on it. A password was required to open it and it was made out of titanium so it was very difficult to crack. The Wolven man entered the password (45632488) and a woosh sound came and the safe opened. He counted the cases and than locked the door. "All 250 Units are here" He said. The Wolven man had black fur and wore a black business suit, he spoke with a German accent and a scare ran across his face. 25 Elite Wolf-Guards Protect him. The Thalmathian handed a case (filled with Nedean Kredits) "Here is the payment of 1.5 million Kredits, Count it if you want, we will wait" He said. "No Need, we already know you would never cheat the King of Unibearia. Enjoy your product" The Crew of the Jet started unloading the cargo out of the Plane into Thalmathian Cargo trucks. "The 250 Serum-235 briefcases all have a code, here is the list of the codes and the Briefcase numbers to which the codes go with" He handed the Thalmathian the codes. The Wolven man looked at his Crew load the Briefcases into an armoured truck. "It was nice doing business with you"

After all the Stuff was dropped off, Thalmathian goods were being loaded and the Plane refuelled. The jet took off and made the 15 hour flight to Unibearia as quick as it could.

After the plane landed, the Wolven man in the suit was escorted by armoured convoy to Bunker-26 were he dropped off the payment. His name was Agent Black.

As he sat down, his Hologram vibrated. He answered the call.

"Agent Black, you have another mission, you need to send 5000 Units of S-235 to OES Zaphiron tomorrow, so get ready. This mission is of the highest importance" The raspy voice said.

He sighed and accepted the mission.

The High Arbiter watched the video again. This video, sent from the Wetivillan government, depicting the refugees from Wetivilla the Empire had saved during the Comet's Passing. Sadly, these people had been arrested and held in prison under suspicion by a minor tyrant. They had less than half of their population due to the Plague, yet they had the luxury to do this to their own people? Lord Zaph clenched his fist as he watched the brutal guards push, shove, and slap the poor refugees into tiny prison cells, all the while the guards were laughing at their plight. He remembered how the Old Imperial Police dealt with criminals; he'd been falsely accused once, and treated in a similar manner, although he didn't make it through the third day before he was released.

They'd been there for 6 at least.

His console bleeped at him, shaking him out of his memory, and he tapped the screen, making the video pause. When he clicked on the icon, he saw an e-note with an attached video sitting in his inbox. Curious, he read the note first.

Sir, I have a report on the Wetivillan Situation.

There has been no word from the Wetivillan government on our overtures for the prisoners' release given to the general public, and in fact it seems that no one is reacting normally to the situation. I managed to locate the former holding facility in the South, and was successful in infiltration. Apparently, the government has little fear towards their populace, as there was little security around the facility and, indeed, very little civilians ever passed through the area. They're likely afraid of this "Leader" character. I recorded a video message from the former holding facility in Wetivilla. I attached it here for your perusal, but Arbiter... I won't sugar coat it; it's grisly.

Lord Zaph's eyebrows were drawn heavily downwards, and he was frowning enough to match them. There was a phrase in there that had caused him to feel cold at his stomach. Former holding facility... That could only mean that these people were no more. Despite his better judgement, the High Arbiter tapped on the link, and waited for the transmission to decrypt itself.

What he saw happening to the refugees for the next 5 minutes was enough to make anyone run for the bath module; and that was exactly what he did once the video was over.

Declaration of War Against Wetivilla
Zaphiron, NZE- A declaration of war was issued jointly by the Imperial Triumvirate, The Council of Nobles, and the High Arbiter today against the sovereign nation of Wetivilla. The details were not released publicly, but apparently several taunts made by the nameless "Leader" of Wetivilla against several high-ranking Imperial Officials, along with false public accusations of sending Wetivillan traitors and saboteurs into their country were the root of this. The 1st and 2nd Legions are mobilizing, along with the Imperial Air Force to bring down this hellish Leader of the Wetivillans and free the wrongly imprisoned refugees that have gone missing in the past 6 days. No word has been released on what happened to those poor souls...

UWR Demilitarizes

With the consent of the King and both Councils (Excluding the Caisan Council), the UWR shall begin demilitarizing and only a National Defence force shall act as the Military. an estimated 2 million military personnel will loose their jobs and billions of Unakoes worth of Military equipment are to be scrapped and recycled. This is part of a new national project called Project Rising Wolf where a smaller, more powerful and more advanced military will defend the nation instead of large, weak and organised military. All old military equipment is to be scrapped and recycled and new ultra-modern equipment will replace it. This also will mean that the UWR can finally start making cuts in it's military budget but still have lots to spare for projects.

The current budget for the UWR military went from 30% to 25% and the service demand has been brought down from 2% to 1%

A total of 1.97 million Unibearians now work in the military (Before it was around 4 million)


The main reason was to limit the power of the King himself, yes the King has 'demilitarized' to limit his own power. And also by the request of the Arcadian Commonwealth.


Constitutional Monarchy created

The King has officially signed a new Constitution that will turn the UWR from an Absolute Monarchy into a Constitutional Monarchy.

Government of the United Wolfen Realm of Unibearia

Overview

The politics of Unibearia takes place in a framework of a constitutional monarchy. The king is an executive monarch, serving as head of state and government. The current monarch is King Yuri I.

Executive

Executive authority is vested in the king and his cabinet. The king signs, executes, and signs or vetoes all laws. The king may also suspend parliament, and shorten or lengthen the term of session. A veto by the king may be overridden by a two-thirds vote of both houses of parliament at his discretion. He appoints and may dismiss all judges by decree, approves amendments to the constitution, declares war with the approval of 11/20 of both houses of parliament, and commands the armed forces. Cabinet decisions, court judgments, and the national currency are issued in his name. The Cabinet, led by a Prime Minister, Who is appointed by the King. The cabinet is responsible to the Chamber of Deputies, and can be forced to resign by a two-thirds vote of "no confidence" by that body.

Legislative

Legislative power rests in the bicameral National Assembly. The National Assembly has two chambers. The Chamber of Deputies has 180 members, elected for a four-year terms. While the Chamber of Deputies is elected by the people, its main legislative abilities are limited to approving, rejecting, or amending legislation with little power to initiate laws. The Assembly of Senators has 90 members appointed by the King for a four-year term.

Judicial

The judiciary is completely independent from the other two branches of the government. Courts consist of both civil and criminal varieties at the first level—First Instance Courts, second level—Appeals Courts, and the Supreme Court which is the highest judicial authority in the kingdom.

Administrative Divisions

Administratively, Unibearia is divided into 14 provinces, each headed by a governor appointed by the king. They are the sole authorities for all government departments and development projects in their resive areas.

This was rather unexpected from the King because he has talked mostly of having a reform after the first SCG meeting but yet again, the SCG has proven to be a lost cause because of the constant set backs and also because a lot of nations are not obeying the SCG charter. The Caisan council has been pushing the King to do this reform and so the King has. This constitution will be in action after the results of the first national election is done. The first is municipal, than it will be Provincial and after that the National elections will take place. The Constitution is also allowed to be modified with a 4/5 vote of approval of both houses but the King can veto it and his Veto can be overpowered by a 2/3 vote of approval of both houses.

This is a big step for Unibearia mostly because the last Constitutional monarchy that Unibearia had was full of corruption, most of the politicians were more concerned about their political power and how money they were getting than the actual people! But the King has set up the department of Quality control that will monitor the politicians and yearly diagnostics will be made to see if there is corruption. If there is, the political leader or figure must resign by default.

This reform was necessary in many cases because many nations have categorized the UWR has corrupt, a rogue nation, a nation that must be removed from the face of the World, but this is not true. I have to admit, I am unpredictable in some cases but I am predictable in the way that I will always have the needs of my people first before my own personal needs and desires. The UTR has embargoed us because they do not like me in power, because I am not a sensible person. This might be true in a way but giving an ultimatum that is unacceptable is pure cowardice on the behalf of the UTR, you knew I would never accept some of the terms on it and so you still gave went with it. But I am not a person that will do that, no I adapt, I change and now I am adapting, I am changing to suit the needs of my people and the stability of the South. I am changing to please the Arcadian Commonwealth, Caisus-Galgistan and the UTR. I am willing to change this nation for nations who have terrorized my people, for nations who have turned their backs on me, for nations who have forsaken the Great Nation of Unibearia. But we will not get angry, we will not go against them, no we will change to suit their needs, their desires, their Personal worries; and so now is the time where political parties can have their ads, their speeches and their parades, and then Unibearia will have a taste of Democracy and when we are used to it, we will step it up a notch until, I no longer have power and I am just a ceremonial Monarch.

Invasion Force strikes Kobesh

New Toolan airstrike destroys military headquarters in Kobesh

Kobesh, Qatanar - Earlier in the morning, key areas throughout the Qatanar capital of Kobesh were attacked by New Toolan airstrikes. General Fredrick Stuart's recommendation of using airstrikes were approved by Chief Elder Kenneth Simmons at 12:34 AM. At 5:46 Am, New Toola began to strike key areas within the capital. Allied forces are said to begin invading the actual city quite soon. Allied forces have blockaded the city and have stopped any person from leaving city. N.T.N.I.A officials have announced that the Qatanar leadership is within the city and their odds of escape are slim to none.

News has also surfaced that New Toolan forces have conducted airstrikes on Terrillum reinforcements and many now flee in terror. New Toolan and Allied forces have been trained to expect dirty bombs and other guerrilla tactics. Hundreds of Qatanari soldiers now reside in internment camps as well as leaders are being sent to New Toola for interrogation. General Fredrick Stuart spoke on this today...

"The Allied Coalition is gaining significant ground against the terror regime of Qatanar. Their regime draws close to an end and soon, we will have victory. These people who have committed these crimes in the name of the same god that New Toola stands with will be punished. We are never defeated unless we give up on god. Qatanar has stained the name of Christianity. This is not only about religion. These people have publicly murdered New Toolan civilians both innocents and soldiers. They recently murdered ten New Toolan soldiers in cold blood. I knew these men and woman and now I have to write letters to their families telling them that they were killed by extremists. We will have justice not only for the casualties of the terror attacks and casualties of this invasion but for all freedom loving people. "

"Terrilum better use these wisely." The man with slicked back hair between the ridges did not look friendly despite the smile. "Now the Kredits if you please," his orange eyes gleamed.
As the two Thalmathians came back with multiple crates Adam handed over the briefcase. He opened one of the metal boxes to find bottles of serum-235.
"Thoramond sends his regards," said the man, climbing back into the car. Soon the alley was dark again.

Rovstad, Unibearia- While the military is decreasing in numbers, the defence and the protection is still of top priority and so some 400 anti-missile systems capable of destroying ICBMs and nuclear warheads in a zone 500 Kms out of the UWR borders. These systems have been expected to be deployed sooner but the near conflict with the USS has caused a great delay in the instalment of these systems. It will also serve as a another line of defence for missiles and nuclear warheads.


With that, the UWR has finally closed its military and a wargames is to be scheduled for sometime next year. Land, Naval and air exercises will be performed in controlled and isolated environments. There is no specific date for the Wargames but next year is for sure. The wargames will last about 3 months. A date is still to be determined
