Government considers possibility of wolfen slaves
In a recent news story in the USS, it has been revealed that any citizen of the USS can legally enslave wolfens as a cheap source of labour and work. Seeing this discussion, the government has recently decided to discuss wether reducing the amount of wolfen rights down to the level of slavery. Opposition Leader Johans Derrik says on this matter:

Slavery is not where we want to go. I am shocked, appalled and disgusted how Saef and his pack of cheese eating monkey supporters could agree to this. If we want to go to war against the UWR, a war that would surely kill millions, than the passing of this edict is the way to go.

A vote is currently being carried out in Parliment on this issue. The votes are currently close and the decision rests on having the Human Vvardeni Party and the Centrist Party persuade the smaller parties.

Just recently it was announced that the Vvardeni Soccer Championships have started, bringing prestige and happiness to many soccer loving Vvardeni. All the districts except South Wulinga and East Newport have had their own teams made. The first match will be taking place in three days with Derrinn Jets and Arel Pride competing against one another.

War On Terror Broadens; Forces Deployed to Itharion
The Shen Administration, with the approval of the Legislative has ordered the mobilisation of the 8th and 9th Jituanjun as well as the 1st Haijun Tiantang and 17th Dadui to Itharion to more directly prosecute the War on Terror. The order comes following substantial reports from the Joint Intelligence Services that indicate that terror cells are using Itharion as a transit hub, training location and safe haven for their activities.

Renewable Energy Solutions Working on New Generation of Solar Cells
April 17, 2661

Casparia - A revolutionary technique developed by a team at the University of Casparia could boost the efficiency of solar cells and accelerate the switch to renewable sources around Enkon. The technique “could smash the solar efficiency ceiling,” according to Renewable Energy Solutions scientists working in partnership with the UofC.

The new method lays the groundwork for building a new generation of solar cells made of both organic and inorganic material. So far, most solar cells are fully made of inorganic semiconductors, usually silicon-based, but these materials are as energy efficient as organic semiconductors, like pentacene.

In silicon solar cells, every single part ice of light can excite one electron, but using pentacene, a material naturally present in green leaves, the same quantity of light releases not one but two electrons, doubling the energy capacity of the semiconductor.

This improves the energy-efficiency ratio to up to 95%, a figure impossible to reach with conventional, inorganic semiconductors. The process clears the way for hybrid solar cells which could far surpass current efficiency limits. Solar power has faced strong competition from water and wind powers across the globe, accounting for a small but substantial portion of energy production. For example, in 2660 the UFA produced 24.1% of its electricity from solar power while the rest of Enkon was 6.3% on average.

ANN reported that the whole solar production sector more than quadrupled in Enkon since 2655, mainly from the dedication from Onza and UFA pro-green companies.

Following news that the Vvardeni Parliament will be considering the legal status of Wolfen in that country, the Vvardeni Ambassador Edwim Amaldovar has been summoned by the Consul. The Consul met with the ambassador for about an hour. At a press conference held later, the Consul said he expressed Foibenia’s concern about the upcoming vote.
“Across Enkon nations are considering the question of Wolfen rights. In Vvarden this question will soon be decided. I impressed upon the ambassador that any attempt to deny Wolfen their rights would be considered an offense to this government, and would result in a cooling of currently friendly diplomatic relations.”

After making preliminary gestures to the Christian communities in New Santiago, the Church States of Wicko, and New Toola, the Pope has set a date for an ecumenical council three weeks from now. The council will focus on common Christian goals. For the Catholics in New Santiago, and possibly Wicko, the option of unification will definitely be on the table.

Type-2 Diabetes Stopped With One Injection

While obesity and diabetes have not been an issue in the UFA for centuries, there are a growing number of nations on Enkon that are experiencing a crisis. The University of Berr and the Berr Research Institute, one of the largest medical research facilities in the UFA, have recently taken a tremendous step towards finding a cure.

The team found that a single injection of the protein FGF3 is enough to restore blood sugar levels to a health range for more than two days. Scientists found that sustained treatment with the protein doesn't merely keep blood sugar under control, but also reverses insulin insensitivity, the physiological cause of diabetes. Equally exciting, the newly developed treatment doesn't result in common side effects found in today's treatments.

Current drugs on the market aim to boost insulin levels and reverse insulin resistance by changing the levels of genes to lower glucose levels in the blood. Nixtil, the top-grossing diabetes drug, increases the body's production of insulin but can also cause glucose levels to dip too low and lead to life-threatening hypoglycemia, as well as other side effects.

"Controlling glucose is a dominant problem in many impoverished nations," says Johann L Frazman, director of the Berr Gene Laboratory within the University of Berr and Author of the paper. "And FGF3 offers a new method to control glucose in a powerful and unexpected way."

President Ulbricht Maps Out Central Armed Federal Forces Shake Up

April 17, New Hope - In a move to cut taxes and secure funds for future space defense, President Ulbricht mapped out his strategy to disband the massive Central Armed Federal Forces.

Over the next five years the Defense Council will release a significant amount of CAFF members from their contracts and return them to civilian life.

The Maritime Protection Agency will now become part of the UFA Navy. The MPA used 40 divisions and nearly 500,000 members, 1,200 cutters, 10,000 boats, and 1,000 aircraft to enforce UFA law in one of Enkon’s largest exclusive economic zone.

The Defense Council said that transferring the MPA’s duties to the Navy Coastal Command will save the Federal taxpayers A$69 billion a year as early as next year based on changes in health services, pay scale and the lack of multiple infrastructure assets.

The National Security Guards and Special Protection Group will be disbanded completely within the next year, moving those priorities to the UFA Army Intelligence & Security Command. The NSA and SPG used nearly 30 divisions in total. The Defense Council expects to save Federal taxpayers A$32 billion in total.

The majority of CAFF resources are earmarked for the Central Reserve Police Force. The CRPF contains nearly 200 divisions and was once considered the backbone of the UFA, but over the past two decades the Force has become a growing place for corruption, high-paid contracts and aged UFA equipment.

Over the next ten years, according to the Defense Council, the CPRF will shrink its 23 million man organization annually by 10%. In addition to the disbandment of the Force, the UFA plans to sell any and all CRPF equipment to State and Local UFA organizations as well as foreign nations.

While the move to disband the CPFR has stunned social conservatives, the implications of tax savings has kept the complaints to a moderate roar. The CPFR was nearly 50% of the Federation’s $A12.16 Trillion dollar budget.

The move brings concerns to the local populace within the UFA. With the removal of the Reserve Force and a loss of 23 million jobs, what will the Federation do to combat violence and crime. The Defense Council has confirmed the change in structure has cut the size of the police force to 390 per 100,000 persons, which is still 30% above the median of 300 officers per 100,000 inhabitants worldwide. The implementation of cameras have improved the safety and security of the Ajerri people and additional cameras will be established to improve quality of life.

The Defense Council has confirmed the change in CPFR’s structure will save the Federal Taxpayers A$600 billion a year every year for the next decade. In addition, the sale of the CPFR assets look to bring in another A$3-$A4 trillion in capital.

In total, the Defense Council has estimated a total of A$3.9 Trillion in savings this year and A$660 billion in savings for years two through ten to the Federal taxpayer.

In a recent press conference between high level cabinet officials and military personnel, the Newwaldian government would not partake in the "War on Terror." Minister of Defense and Peace Reginald Poyd had this to say:

This official government statement was well-recieved by most of Newwald including families of the eleven bombing victims, however a few right wing pro-war rallies have sprung up in more "backwater" provinces.

Qatanari seeking political asylum

Teraci Bin Schufu, a woman from the infamous country of Qatanar recently appealed to the Foreign Affairs Court for the government to grant her asylum in Newwald. She was granted asylum and now lives in Taloska in northern Newwald. We recently interviewed her on life in Qatanar.

Stephen- "What was it like on a daily basis?"

Teraci- "Well Stephen, when I lived in Korachi (Qatanar's capital) You would generally go to work at the various processing plants. These parts that we made in factories were for some foreign appliances, we had no idea what they were. It was all just cheaply outsourced Nedean buisness. I would say you got payed around 0,06 in Håves, so the labour was very cheap."

Stephen- "And what of the militias, any violence?"

Teraci- "When I was there, and I think they still do this. They... Um they would burn people at the stake. They always gave some obscure reason as to why they did it. Teraci- "The people in Qatanar don't need an intervention. The current system in Qatanar, including the regime. Is a highly unstable system. In time the Qatanari people are bound to revolt, as they've heard of the outside world."

Nation name changes
Last week, the King officially changes the Kingdom's name from The United Wolfish Kingdom to The United Wolfen Realm. Some say that this is because of the legal name change from Wolfish to Wolfen but the King had said something else to say with subject of the protests regarding a request of religious beliefs.

Sometimes we must change the name of our nation and sometimes we should just leave it. I haven't forgotten my human population. No, they are my top priority but since you want to have the religion, our religion divided, I must take into consideration the name of our nation. Before, Unibearia was known as the UWK, the United Wolfish Kingdom, that stated that the entire nation was Wolfen. That is not the case. I have taken the decision to change the name of Unibearia to the UWR, the United Wolfen Realm. Unibearia is your home and it will always be and if you want to have a part of the Bearian religion made and reformed for pro human worshippers, then you are free to do so as long as you do not disturb the peace and that there shall be no protests. This is your home just as it is mine, just as it is the home of Wolfen and human. I also ask that the holy council come up with a solution to this matter rather then fighting and arguing.

The Kings statement didn't really cover why he changed the nations name but rather it touched the hearts of the Wolfen and Human population alike. 2 weeks ago, human and Wolfen protesters clashed into riots. Human vs Wolfen. Local police arrested 35 individuals and many more are being located. Trials are to be scheduled next week.

Military starts trials for new military equipment
It has been months since the Unibearian military has been requesting trials for new military equipment and infantry armour but the King never responded to the requests until today. In his response, he made it clear that all X.D. YTY Mk-1 Heavy Tank's be decommissioned, scraped, recycled and that the production of parts for the tanks be stopped. Just this will cost millions to do but it will also save the Nation countless more because of the tank's habit of breaking down and the hydraulic suspension would fail to operate in most cases.

Many companies such as X.D arms and Unibearian arms company are submitting hundreds of designs and prototypes to be tested and hopefully get a contract to produce and equip the military with it. The trials are to last up to 8 months to a year. The trials are to test small arms, body armours, armoured vehicles and heavy armoured vehicles such as tanks and tank destroyers.

UWR joins war against terror?
Since the recent terror attacks in New Toola and NewWald, the UWR has been rather sceptical on whether or not it should send help to New Toola and also send a force to help with the deed. But after a rather long wait for a statement from the king, here is what he has said earlier this morning

I give my greatest sympathies to the people of New Toola whom have suffered from terror attacks. I know our relationship isn't that great at the moment but I plan on increasing it with Chief Elder Simmons hopefully soon. As for his request for a global coalition against Qatanar, I condemn the use of terror attacks on civilians, that is an act of war and an act that the UWR does not accept. I officially enact political and economical sanctions on the Rogue nation of Qatanar and to start, an embargo will be put in place. I reserve 4 destroyers, 3 cruisers and 3 divisions of Royal Wolf-Guard to be used in the war against terror. I will have General Korrostat communicate with New Toola and find ways for the UWR to help in this war.

Many citizens were outraged when the King made his decision and demanded that he pull-out of this war because it does not concern the UWR.

With one game left to play between the 46566 and wavy teams, the silvan team is eliminated from the tournament. The 46566 national team can win by scoring 3 more goals then the wavy team. If the wavy team a least ties or loses by less then 3 they win the USS championships. the wavy team plays 46566 team tomorrow in Midgar stars stadium.

USS backs human worshipers in UWR
Midgar,46566- The USS government has issued a statement supporting the reformers within the UWR Church. The released statement is as follows:

" While the USS government finds such sway by a religious organization over it's people like in the UWR. The USS believes that while religion is best kept to ones self.The USS sees that the bearish religion while good intended has been perverted by the current regime in charge and they have stated that they should change themselves into what is called Wolfens. The USS believes that this perversion of the religion should stop and thus formally support the reformers of the religion. While we will not be willing to send military help, we will be willing to help the reformers in other ways. We would be willing to offer them a safe haven. We may may help economically if the need arises."

At this time there is no formal statement on what support actually means.At this time it is only seen as a blank verbal support for reforms within the bearish religion.

He was addressing Casten Pirenne, head of the Pirenne family. Also present was Helen Trevize, the three of them representing the three most powerful patrician families in Foibenia. The Devers-Pirenne-Trevize alliance had stabilized the government after the creation of the Constitution of 2647. As the three richest families, they had used their influence to bring a majority of patrician families, and other… interested parties, into line.

During over a decade of control they had occupied the highest offices of state, either directly or through proxies, switching often enough to give the appearance of democracy. Now, however, they were being challenged. Somehow a Pope had been elected without their support, and was challenging their rule. Some combination of internal rivalries in the College of Cardinals and a lack of attention on their part was undoubtedly responsible, not divine interference as had been erroneously suggested by the popular media.

“There must be something we can do to shut him up. Every man has his price after all” said Pirenne.

“I’m not sure,” said Trevize, “he seems, unfortunately, to be a man of conviction. Just today he personally visited some of those disgusting plebeian districts.”

Devers thought for a moment. “In the end, what is there to fear really? None of the current parties will align themselves with him and risk their own independence, and the NLP has history on its side. I think the Pope will fizzle out, if given time.”

The other two patricians looked unconvinced, but the Consul had other places to be, so the meeting ended.

Pope John XXV looked out over the crowd of plebeians. This was one of the poorest districts in Foibenia, and many of the people were clearly suffering from starvation, and easily curable diseases. He had spent the day touring the poorest parts of the city, bringing along with him many domestic and international reporters, hoping to get the word out about conditions in Foibenia. He had even managed to bring along the ambassadors from the UTR, UWK, Ajerrin, New Santiago, and Caisus.

Now he was standing on a platform, overlooking a square filled to the brim with the poor, many of them at least nominally Catholics. He took a deep breath, preparing for the political hurricane he would undoubtedly cause with this speech.

“My fellow children of God, thank you for inviting me into your homes, for sharing with me all that you have, especially your stories. It is for this purpose, for sharing my love and the love of our Savior, that I was chosen to be Pope.

I hope to show the world the suffering that Foibenia’s patrician oligarchs are forcing upon you. However, international pressure will not be enough. We must take it upon ourselves to change things in this city. This change, this revolution, can only be done in the loving spirit of our religion. It must be nonviolent, but not passive.

We must actively press for our God-given rights. For this reason, we have founded the Catholic People’s Party, to contest the upcoming House of Commons elections, and to lead our nonviolent campaign. "My fellow New Toolans, we live in a dangerous time in our world's history. While some may think of us in a negative way for announcing a global War on Terror, I am here to reiterate what Chief Elder Simmons said as well as how this should be handled. Terrorism is the use of intimidation and violence in the use of political gains. That doesn't sound great at all, but yet the majority of nations haven't even condemned what Qatanar has done to both Newwald and New Toola. Terrorism is wrong and we all know that but yet some are skeptical of our campaign. I personally thank the United Wolfish Realm of Unibearia for its assistance but yet I have also heard that many of its citizens do not want to help New Toola because it doesn't concern them. Terrorism should be a concern to every man, woman, and child on this world. When we have nations not wanting to act because it doesn't concern them, we are giving terror cells the green light to do what they want. This campaign is meant to make the world safer by stopping this threat now. When we are reluctant to act, we have basically signed a paper for these terror groups that we will let the next generation deal with it. New Toola is here to say that we will not do such a thing. We will take the fight to these monsters and we will have justice for their crimes against humanity."

Just now, foreign minister Roven Tomakka has demanded that Vvarden let all Wolfen refugees safe passage to the UWR. Even though the SCG charter prevents any act of aggression towards a fellow SCG member, the fact that Vvarden is considering Wolfen slavery to be legal has brought rising tension between the two nations.

This is her statement:

By the request of the King, the National council, the Royal council and the population of the UWR, I ask that you allow safe passage of ALL Wolfen to be able to exit Vvarden without notice. The fact that you are considering Wolfen Slavery has brought The King and countless others on the edge of their seats. I must say that we do not want war but if you legalise Wolfen slavery, the vary fact that there ARE Wolfen in Vvarden, will cause great hostilities between our nations. I hope you make the right decision. Thank you.

With the news finally in the UWR about the USS' decision to upgrade Wolfen rights from NONE to basic animal rights has not sparked much outrage at all in the UWR. Infact, many are happy that a Nation that has had NO rights for Wolfen and has upgraded it to animal rights is seen by some as a step in the right direction. Though this is extreme optimism, it is still good that the King hasn't gone overboard and declared war like the last time. There is still a possibility that the USS will enact major Anti-Wolfen laws and bills, it seems unlikely.

The King responds to USS' statement

The news quickly entered the UWR when the USS stated they supported the reformers. From our sources, this has given hope to all the reformers of the Bearian religion and a minor spike in riots between Wolfen protesters and Human protesters is appearing. Some say that a 'civil-war' might be brewing and that foreign interference may insight it. This is what the King had to say:

I will say this now, Back Off. Your nation has NO concern in our religion because if I get the facts, the USS isn't religious in any way except the very few who do worship a religion. Your statement has triggered outrage and violence inside the UWR and I request you stay out of it. This is not a threat but a demand to prevent more blood shed that is necessary. For the record, I must say this now, I have very little power in the Holy council. They serve the Gods directly and if they divide then so be it. It is THEIR decision, not mine.

Midgar,46566- Southern wavy is going to expand again. While seen by some as a move to further a possible future invasion of the UWR the USS president has stared on several occasions it isn't/The president released the following statement:

" the expansion is to further cement our claim a bigger share of the southern oil sheet and to expand our influence in the south. While the issues in the UWR are unsettling we believe that there religious problems are there own, we will allow settlement in the new hex to humans involved in the bearish religion and will grant them citizenship. All we ask is that they ban the practice of Turing themselves into Wolfen. The USS will stay out of UWR politics and religious debates unless the humans are persecuted within their borders. At this moment i understand that some of the talk has been the question of Wolfen slavery within the country. Atthis time i will issue a executive order to amend the Wolfen bill to state that Wolfen slavery will become outlawed within the realm. Any Wolfen within the USS is still not considered full citizens as they cannot vote, hold office, or join the armed forces."

EXPORT RESTRICTIONS IMPOSED ON UWR

MARIA - The High Council of the United Realms has issued a series of strict export restrictions on the United Wolfen Realm after its government rejected calls from the UTR for significant reforms within the unstable regime.

Effective immediately, all exports to the UWR will be limited to products with SciAdv ratings not more than 1% greater than the UWR's current SciAdv rating. Meaning any future technology transfers are effectively forbidden, preventing the UWR from claiming any benefit from trading with the UTR. The High Council also prohibited the export of any defense-related goods or services to the UWR, and issued blanket bans on any joint research projects aimed at improving the UWR's defense or scientific advancement.

HRASTTISZ, Athretvari - Officers and senior NCOs from the Ajerri Armed Forces undergoing training at the Gothamlokia Space Forces Base in southern Athretvari will conduct a joint mission with the Athretvar 1st Planetary Guard (ATH-XP1) currently stationed at the APG’s Hrast Station ATH-XP1 in geostationary orbit around Enkon above Athretvari.

The mission will be co-commanded and executed by the division-compliment of Ajerri military personnel, a top-to-bottom line of officers and non-commissioned officers whom shall serve as a principle corps of trainers for Ajerrin’s future space forces, aboard six of the ATH-XP1’s thirty-five capital ships.

The Ajerri military personnel are rumored to include a complete chain-of-command of officers from a fleet admiral and several captains to tactical officers, all the way down to boatswains and fire crews. A majority come from the Ajerri Air Force, Navy, and submariner divisions, where combat and living conditions are most similar to those they’ll encounter in space.

“These [Ajerri] officers are already expert warriors in the air and under the sea. The concepts of warfare in space are very similar to both environments, except with much longer ranges, faster action, and a much stronger life-or-death respect for 4-dimensional situational awareness. We’re doing nothing more than assisting them in adapting their existing combat skills to the micro-gravity theatre.” said Lt Cmdr Sonya Balaria, press secretary for the Athretvar Ministry of Defense.

Lt Cmdr Sonya Balaria addressed the rumors that at least one Ajerri admiral and two captains were members of the training group, ”I won’t get into specific numbers or details. But by training a full chain-of-command, the Ajerri personnel can incorporate this training with the native military culture already developed in the Ajerri Armed Forces as opposed to having an entirely fresh class of officers and personnel whom would have been indoctrinated and trained in the Athretvar military culture trying to be incorporated into the Ajerri military structure.”

“Further more, the Ajerri space force will be able to field an entire division (approx. 5-6 capital ships) with competent and experienced crews immediately upon completion of the mission.”

The mission will reportedly involve traveling to Juno to conduct a number of scientific observations of the enigmatic planet and its relationship with the asteroid belt. They will then perform a series of combat simulation exercises before taking a six-month trip around the entire asteroid belt, mapping the positions and general characteristics of asteroids larger than ten kilometers in diameter.

Unnamed sources close to the Ministry say that the mission may also include the placement of at least five long-range interstellar sensor arrays within or near the boundaries of the asteroid belt. The purpose of which will be to intercept interstellar communications and conduct both active and passive tracking of all space traffic within a one light-year radius of each sensor array.

The Ministry refused to comment on the sensor arrays.

Ithaqua, New Toola - Today, Elder Henry Crane came to the podium in the Council Chamber to go into more detail about why New Toola has started the War on Terror. This is what he had to say...

"My fellow New Toolans, we live in a dangerous time in our world's history. While some may think of us in a negative way for announcing a global War on Terror, I am here to reiterate what Chief Elder Simmons said as well as how this should be handled. Terrorism is the use of intimidation and violence in the use of political gains. That doesn't sound great at all, but yet the majority of nations haven't even condemned what Qatanar has done to both Newwald and New Toola. Terrorism is wrong and we all know that but yet some are skeptical of our campaign. I personally thank the United Wolfish Realm of Unibearia for its assistance but yet I have also heard that many of its citizens do not want to help New Toola because it doesn't concern them. Terrorism should be a concern to every man, woman, and child on this world. When we have nations not wanting to act because it doesn't concern them, we are giving terror cells the green light to do what they want. This campaign is meant to make the world safer by stopping this threat now. When we are reluctant to act, we have basically signed a paper for these terror groups that we will let the next generation deal with it. New Toola is here to say that we will not do such a thing. We will take the fight to these monsters and we will have justice for their crimes against humanity."

"I would like to make several remarks that the Council of Elders has voted on. I would like to say firstly that New Toola will send medical supplies as well as light weaponry to the Kingdom of Zambellian. While New Toola does believe in a democracy over a monarchy, these pro democracy rebels have taken the worst direction in making their point known. Our sympathies go out to all those who have lost their lives in the fighting and these rebels will pay for their crimes. These rebels are terrorists and will be added to The List. Secondly, I would like to address the nation of Vvarden. While New Toola has had issues with Unibearia in the past, the idea of slavery is too far. Our nation condemns the idea of this even being put to a vote. Thirdly, I would like to thank the nations Prometheus Prime, Unibearia, and Thalmath for their commitment to world peace by joining the War on Terror."

The sun shone brightly through the Windows of the high office, giving enough natural light in the room to not warrant the use of other forms of lighting. The Arbiter smiled as he watched the bustling city below him. Since the first success in cloning almost two months ago, the R&D department had diverted most of its assets into the cloning project, converting the dormant cryogenic pods into cloning stations, and beginning the reclamation of the Old Empire's Core World Population. Among the 72 million souls reclaimed so far were 12 of the rarest souls imaginable, save for the Emperor himself.

Imperial Nobles.

Each noble had the characteristic white hair and red eyes that all Imperials held, but there was more to these people; strange black tattoos stood prominent upon each of their faces, each tattoo different from the others as well as in different places. 6 men and 6 women in all were present, each representing a noble house, and eventually each one would preside over a satellite city once they were in place.

All 12 were presently within the Arbiter's Office, some sitting, some standing, all silently intent on the man who had been until now the highest ranking person within the Empire. The Arbiter turned around, and the nobles who were sitting stood up out of respect for the common man who was, in effect, their equal.

"Welcome, O Noble Lords and Ladies, to the last Bastion of the Empire, the City of Zaphiron." The Arbiter spread his arm to include the City outside the Windows, the four additions to the main city, and the parts of the City built upon the peninsula's flatlands. "Of our immense empire, one city currently remains. Out of 57 trillion people, only 172 million survive. Our Emperor is dead. We are forced to rely on others for our resources. We have a small industry, generous allies, and minimal impact in international politics. We rely on a foreign currency to sustain ourselves. We are, in a word, weak."

The Arbiter watched the nobles as they reacted with various results. Four just nodded matter-of-factly, calm as could be; three dipped their heads in thought, and three others scowled while doing the same. One man shrugged in response, and one woman laughed in a "what does that matter" tone. They all, however, remained silent.

"This has to change," the Arbiter continued. "If we continue to have such a small part of world affairs, then we will inevitably be a viable target for invasion. We cannot afford to be stagnant at a time like this. Our ally, the UWR as they call themselves now, has been attacked by terrorists, yet Zaphiron has been too busy focusing on internal affairs of late. Coincidentally, this was by your individual orders. I'd like to know what each of you have been up to. So, if it pleases you, would you would begin my debriefing, Lord Sol?"

The man to whom the Arbiter referred sat back down into the chair he'd been occupying. His designation came from his tattoo, a black Sun rising over an imaginary horizon. His deep voice was easily audible throughout the office.

"I see no cause for concern, Arbiter," Sol said, as he positioned himself better in the chair. "Each of us has been reclaiming our assets, as well as charting out our future domains."

"However, you didn't consult me first," replied the Arbiter. "As you should well know, it's stated in the Imperial Edicts that the Colonial Arbiter takes the place of the Emperor in his absence, and that the Triumvirate and the Arbiter as a unit speak the will of the Emperor. Were he and I the same man, you would not have hesitated in coming to me first. However, since I am but a commoner, you saw fit to act out on your own, not bothering to check whether I had already accounted for each and every one of your assets in advance of your separate arrivals."

Lord Sol's face, along with several of the others', grew slightly red in embarrassment. "A fact we were made well aware of by the amount of paperwork that was presented to us at the Reclamation Office." The Arbiter laughed, and the tension in the room melted away as a few others laughed along with the Arbiter. After a few minutes of relieving laughter, the Arbiter continued.

"As to your domains, I have already taken care of those as well. We currently have four town-ships waiting for departure to several possible sites; four of you shall make residence in those, while the rest shall make temporary residence here, in Zaphiron. Considering your social statuses, I decided to leave this discussion to you, but note that the government is still centralized here, in Zaphiron. That means you are beholden to not only myself, but the Triumvirate as well, and you know well how the Triumvirate doesn't tolerate side deals with other nations. For that matter, I don't tolerate those either, especially not with the Emperor's Revival incoming."

"When is he to be revived," Lord Sol asked, curiosity lining his face as well as most of the other nobles' faces. When he finished, the Arbiter just smiled and shook his head.

"Some things, even I don't have knowledge of. The Head of R&D is overseeing that, and I'm afraid that she doesn't allow non-scientists or anyone not newly resurrected within the pods. So in that regard I have no idea."

"Oh," Sol said as he sunk back in his chair, disappointment prominent in his body language.

Chuckling, the Arbiter patted the noble gently on the arm, then turned back to the rest of the assembled nobles. "Now, about your personal 'armies' that you had before the Extermination, I'm afraid the Empire can't allow that sort of thing anymore..."

Midgar,46566-the Wavy international team won the USS cup with a 0-0 tie with the 46566 national team. This give them a total of 4 points out of a possible 6. Silva finishes second and 46566 finishes last. After the game the international football organization IFFE released the first ever IFFE rankings. With only 3 teams within the organization the rankings are the same as the finishing positions in the tournament. The hopes are that more nations will join this federation as time goes on.

Dillows lay on a table in Ursus' encampment in the Divide, at the mercy of Ursus' tortures, some of which involved breaking legs repeatedly and smashing Dillows skull with a hammer, but wrapping newspaper onto the part of the skull about to be hit, so it causes pain, not death.
"You know, that explosion caused a metre long piece of shrapnel to fly into my eye." Ursus said while picking up a silver knife that was lying on an end table nearby.
Ursus held the knife blade over the fire, soon turning a red colour.
"Do you know what it is like, seeing your own eyeball lying right next to you? True justice in this world is necessary. The Ancient Terran Babylonians had a way of true justice."
Dillows struggled desperately as Ursus leaned in closer with the heated blade.
"Hannaburai's laws, wasn't it? A foot for a foot, hand for a hand, eye...for an eye."
Just as Ursus was about to stab the knife, the ground shook with a resounding boom. Ursus looked around. Another boom. Then another. Enraged, Ursus jabbed the knife into Dillows leg at once and sped out of the tent. Dillows screamed in agony for what seemed like ages. Then suddenly he saw out the corner of his eyes a large furry humanoid burst into the tent and started to untie Dillows from the table.
At first, he didn't know what he should make of it. He had never seen something like this and here it was freeing Dillows.
After freeing him, they set off slowly out of the tent.
Outside, it was a scene of carnage and Dillows saw hundreds of North Vvardeni fighting against South Vvardeni and Promethian troops in melee and ranged combat. He also saw what seemed to be Ursus fighting a South Vvardeni and a Promethian.
Then the wolfen, Kris, according to his name tag, gave Dillows a gentle pat on the shoulder and a confident smile, and sped off to join the Promethian and the South Vvardeni. Dillows looked around more at the scene of carnage outside.
He saw a Promethian strangle a North Vvardeni with his bare, bloody hands which seemed to be missing some fingers. He saw a North Vvardeni stab a South Vvardeni in the ribs and watch the sword come out the other end red. He saw a South Vvardeni and a Promethian engaging a North Vvardeni. The South Vvardeni was slashing him with his sword while the Promethian shot him clean in the head with what seemed to be a Plasma pistol.
He looked back at Ursus just in time to see the Wolfen lose his left hand, making him presumably, Kris the One-Handed
Ursus' long copper coloured blade pulled right through his wrist, then angled to deflect a murderous head blow from the Promethian.
Kris stumbled back and tripped over the South Vvardeni, who seemed to be trying to stand, besides the wounds to his knees and chest.
The Promethian jumped back and continued to retreat.
Dillows didn't blame her, this wasn't a man, it was some demon conjured up from the darkness beyond the world, a fiend.
Ursus then picked up the pace, half running towards the Promethian, and then suddenly bounding forwards.
The Promethian planted herself and then danced nimbly aside as Ursus' blade soughed by her and her own weapon came two-handed between the juncture in his neck and his shoulder. He caught her blade with an off weapon hand and Dillows saw the Promethian close her eyes, and then Ursus' copper coloured blade went in through the pit of her left arm so deeply the point came out of her ribs on the other side. He withdrew his blade and stalked towards Kris, who was holding the bleeding stump of his wrist. Whatever Kris was, he wasn't a coward, and he hurled the massive weight of his body at his attacker, slashing at him with his clawed hand.
The South Vvardeni was crawling away on his belly. Kris fell and Ursus turned on the Vvardeni, whose head was off by then.
And then Ursus saw him.
Dillows snapped out of his paralysis and grabbed for his sword, but when he had it, he saw Ursus was distracted by another Promethian.
Without warning, an explosion sounded at the gates and Dillows saw a Promethian tank pour in, firing at North Vvardeni buildings, while the Promethian and Vvardeni troops made it to the Slave Pen, where they were set free and hurried out of the fort.
Whatever Ursus was, he could see the battle was won and ran out of the fort, followed by a few soldiers and their slaves, into the Divide, with Dillows hoping they would die in horrible ways.

Civil War Over!

After a victorious attack upon North Vvarden's center of operations, North Vvarden has surrendered, finally ending a long and hard war

Celebrations are underway!

People are seen celebrating in the streets as the 2nd Vvardeni Civil War reached its end. Carnivals are participating in a week long festival of celebration, with many anxious for the safe return of many Vvardeni troops stationed on the Divide.
As President Saef said on the matter of celebration:

I am very, very proud of our soldiers. I am proud of our generals. But who must be truly thanked for the victory? Not Promethius, not me, but you, the Vvardeni people, the citizens working as accountants and lawyers in our society. But now we need to focus. Now is the time of darkness. Now, we need you. The Howling Pox draws near as the tribals attack us for something we would never commit. We are far from perfect, and with my guidance and you as loyal, inquisitive, advising people, we can make this world perfect. We shall rid ourselves of Wolfens and those who oppose us. We shall be a safe, prosperous, defensive nation, and I must say, I am proud of you all.

Thank you, citizens of Vvarden, thank you all!

But for some, the news has come too late. Many people living near the Divide have been slaughtered as a result of North Vvardeni attacks and many more have become slaves. But just recently, an attack onto the central "Slave Pens" has resulted into the freeing of hundreds of ex-slaves, many of whom are now eking out lives in Vvarden. And with several thousand soldiers returning from the Divide, it is mostly unknown what they shall be doing next. But for some Vvardeni, some soldiers will never return home.

Mrs. Agathai Derini is a 51 year old Vvardeni who quite recently lost her son, Edwardo Deniri, in the Divide Campaign.
"He was kind and good natured. He never hurt anybody. And he always preferred peaceful options to fighting." Mrs. Derini says about her son, showing a picture of him.
"He just recently told me he met someone. Now I wonder if she will ever know he loved her."

Vvarden joins war on terror!

After much celebration and thousands of returning troops, Vvarden is joining the war on terror.
As Minister for Foreign Affairs, Helena Urego states:

Terror is an effective weapon. And this weapon is in the hands of evil men. We shall not let them use terror against others. We shall not let them kill innocents in the name of God. So we shall fight against them, stop this terrorist nation of Quatanar, and help those who have been shocked by them, mentally and physically.

It was an improvised nuke built from stolen parts. They had worked copiously for months. It was smuggled out of a Nedean refinery and the man who managed to do it was martyred. It was just enough to wipe out the area of a small town. She looked at it from the pilot seat of the small two passenger plane. He was holding the bomb in his hands. They were very close to New Toolan airspace. "This is New Toolan Radio control, please confirm authorization." They ignored the signal. "This is New Toolan Radio control, please confirm authorization, confirm or due to new anti-terror protocol we must intervene!" They ignored the message and the next two pleas from the radio operator. Suddenly the woman saw a bright object heading towards the plane at a breakneck speed. "A missile." He said. "I guess we have no choice but to detonate now."

People on the North Coast of New Toola could see the plume of fire. "Thank god they didn't get close enough."

After Careful Deliberation, The Colonial Empire Joins the War On Terror
The Triumvirate, after many weeks spent in deliberation over the Rogue State of Quatanar and it's actions concerning the other nations of Enkon as well as the growing threat they are becoming to the Empire itself, has decided to join the United front against the terrorists. A formal condemnation of Quatanar was released half an hour ago, when the Triumvirate emerged from their chamber.

Imperial Nobility Restored, Is The Emperor Next?
Last week, celebrations were rampant throughout the Empire as 12 imperial noblemen and women were resurrected; the Houses of Sol, Aeros, Cord, Xao, Seph, Luna, Weyr, Caim, Eth, Terro, Quin, and Pammis were known to be the Emperor's core supporters in the last days of the Empire. Scientists have discovered a special genetic code belonging to an unidentified individual with no identifier on the main listings, and rumors abound that this code is in fact the Emperor himself. Scientists were putting this code into the wait line as of noon today.

Anchor Cindy Grey who is co anchor with Brandon Wallace throughout the day spoke during a segment on Newwald's reaction to the War on Terror about how naive the the Qatanari being interviewed was. This was the discussion...

Brandon Wallace - Next on this segment today is the interview with a Qatanari refugee that was done by Newwald. My fellow anchor, Cindy Grey has a few words that she wanted to speak about on the matter.

Cindy Grey - Thank you Brandon, I want to start off by saying just how naive the Qatanari woman they interviewed was. While I do believe she made the right decision leaving Qatanar, her response to the final question makes no sense.

Brandon Wallace - Why do you say that Cindy?

Cindy Grey - This woman speaks of all the horrible things going on in Qatanar and yet she doesn't believe that foreign aid is necessary. I mean come on, she isn't making any sense about the people revolting against the government. It seems to the eyes of the world as well as from what she said, that these people are being kept under an iron rule and the idea of a successful revolt, especially now, is absurd.

Brandon Wallace Now before we continue with this discussion, I want to read the response to a question of what life is like in Qatanar. "When I was there, and I think they still do this. They... Um they would burn people at the stake. They always gave some obscure reason as to why they did it. It was to scare people into obeying the officials. The army was very disorganized, internal violence, gangs. People would starve in the streets if they couldn't work. I once saw two children fight over a corn kernel one had found in a pile of trash."

Cindy Grey - This doesn't sound like a group of people who have the strength to revolt against a oppressive government, let alone win. I find this description to be disgusting enough and we need to take down the leadership as soon as possible but it won't be the people who do it.

Brandon Wallace - Do you have any final remark to the government of Newwald?

Cindy Grey - I think they should detain this woman and make sure that she wasn't sent to Newwald to commit another terror attack against them.
