The Bombers sat down just outside of Hamburg and had a chat together and agreed, that they were going to blow all of themselves up when they reached the town-hall or when they get close. They began walking and they saw to town-hall was heavily guarded so 1 walked to the doors of the police station and blew him self up. An alarm started sounding, They sprinted to the town-hall 2 died from bullets from the guards, it was up to the 1 guy to kill the mayor. He saw the Mayor but he couldn't reach him in time because the Mayor went into a bunker. *WHACK* he has been knocked out and taken custody.

I had to assume that "he" (in the last line) is appositive to the Mayor, the closest antecedent.
