OOC: A little idea I had. Please keep this modern-tech only. It sort of ruins things when someone barges in with the Cure for All Diseases(tm). Otherwise basically all welcome - I know II is full of pristine, sparkling first-world nations so some hellholes are needed to give this any purpose.

The Global Initiative for Disease Control


Recognising the enormous human and economic toll infectious disease inflicts on peoples all around the world, and the lack of international coordination and cooperation with regards to the constant threat of infectious disease spread, the Federal Republic of Hamilay's newest initiative on the international stage is to found the Global Initiative for Disease Control (GIDC), with the objective of addressing these issues.

The Global Initiative for Disease Control's mission statement is to combat the spread of infectious disease through all populations of the world.

It will accomplish this through the following actions:

  • Establish and support programs to prevent and treat infectious disease
  • Coordinate nations on plans to monitor and combat the spread of infectious disease and pandemics
  • Support like-minded organisations in the mission of preventing infections disease
  • Support infectious disease research

Current priorities of the GIDC have been designated as alleviating the effects of malaria, polio and HIV in developing nations. In addition, it is also focused on efforts to coordinate national health authorities in the event of a pandemic of influenza or otherwise. Our campaign to eradicate poliomyelitis is continuing through oral vaccine and a target has been set for reducing the incidence of the disease to zero by 2025. The GIDC participates actively in malaria control through distribution of anti-malarial drugs and anti-mosquito control measures including distribution of mosquito netting, pesticide spraying and habitat reduction. HIV control programs currently participated in involve the distribution of anti-retroviral drugs, distribution of condoms, prevention of mother to child transmission measures and educational programs.

All nations, regardless of race, creed, or religion, are invited to join the GIDC. Member states should exhibit a commitment to the following measures;

  • Support the mission of the GIDC internationally with financial, material or personnel aid
  • Transparency on disease status within national borders
  • Willingness to cooperate with GIDC recommendations on border control and treatment measures in the event of a global infectious disease pandemic
  • Swift response to outbreaks of disease potentially at risk of causing a global pandemic
  • Eradication of infectious disease within national borders through vaccination, treatment, education or other programs

Note that lack of resources do not exclude a nation from joining the GIDC; indeed, the primary aim of the GIDC is to assist nations with limited resources with disease control. If a developing nation is willing to accept GIDC aid and funding and wishes to implement approved GIDC measures no more can be asked of them.

The GIDC will be headed by the office of the Director-General, with global operations supervised by regional headquarters. The Director-General will serve for a term of 2 years and will be chosen through vote of GIDC member states; each state has an equal voice in selection of the Director-General and is free to propose one candidate during each selection period. The current head of the GIDC, chosen by the Federal Republic of Hamilay as the founding member, is Dr. James Mendel, who has extensive experience in the public health field. Dr Mendel graduated with a bachelor's degree with honours in World History at the National University of Hamilay, going on to study a postgraduate degree in medicine at the Beferen Institute for Medical Education. Since his graduation he has served as a special policy adviser to the Federal Ministry of Health and head of the Republic Institute for Infectious Disease Research, which is proposed to be amalgamated into GIDC facilities.

The GIDC headquarters is currently located in Beferen, the second-largest city of the Federal Republic of Hamilay, at the Hamilayan regional GIDC branch, the only facility in operation at this time. As Beferen is the centre of scientific and medical research and education in the Federal Republic, as well as one of Hamilay's 'world cities', this was the obvious choice for its Hamilayan division to be based. However, in the spirit of equality between member states, we are currently accepting proposals from other nations to host the GIDC headquarters if compelling reasons can be given.

OOC: I like it, actually. I've been wanting to cancer and AIDS research for awhile, but I figured everyone and their mother would screw it up by going "lolol u still have those?!111". You know how some people can be.

A peaceful nation at heart, we are always searching for more opportunities to better positively affect the world. As such, it has been seen fit that we aid the GIDC in whatever ways we can. We offer our services and our dedication to your effort.

When our executive Council of Ten has been elected, they will have to confirm the Republic's decision that we have been given leave to make, but we are sure that there will be no reasons to withdraw from this. We have already had the blessings from several of the candidates.

The Santherese Humanitarian Society has also supported this goal and, independently of our government, has voiced their decision to be delivered through us that they would as well like to be considered partners in this effort, and would greatly appreciate being part of the practical arm, delivering aid and comfort to directly to those in need.

The Indian Soviet Commonwealth of Beddgelert (anglicised Beth Gellert) remains a land with varied climates and environments including many in which a range of serious diseases endure despite the extremely high education of the populace and sophistication of the health care system that has arisen only in the last twenty years. It is also a nation surrounded by under-developed states rife with tropical diseases, and is a society committed to the betterment of the human condition, a goal that can hardly be achieved while such scourges as HIV/AIDS lay waste to liberated populations just as to those still oppressed.

Accordingly, the Commonwealth forwards official notification of its significant support for the declared aims and impending initiatives of the GIDC. This shall include diplomatic measures to accommodate foreign GIDC agents in the Commonwealth as well as sharing of data on disease conditions in South and South East Asia in particular and the Indian Ocean rim generally, which is already collected and collated by a number of well-regarded universities in Beddgelert.

Sharing of research and technologies related to the study and neutralisation of particular diseases shall be considered on a case by case basis, a provision unlikely to be used against international freedom of information but included at the behest of GSIC (Beddgelert's principle security agency).

The Commonwealth is prepared to redirect a portion of its aid budget -traditionally substantial but reserved for formative Socialist economies- to funding of the GIDC. Specifics, unfortunately, can not be given at this time owing to serious civil disturbances likely to seriously alter economic conditions in the nation.

As you are a self-described state sponsor of biological terrorism, it would seem that your goals are at odds with this organisation. Furthermore, I am somewhat puzzled as to why you would feel the need to mention a poor safety record with regards to biohazard control and support of biological weapons development in a membership application for an organisation which is dedicated to eradicating infectious disease. I am pleased to see an international organisation that targets diseases and other medical problems. The Wolf Hold has a large medical research division as we have come into conflict with nations that would actively use biological weapons. So far we have made little gains in finding cures for such weapons however I am sure that joint collaboration we can help create cures to these weapons. Also I have no problems researching cures into other diseases as any cures we can create will be of great use to the world. So we request membership in the GIDC.

Also you ask us to be transparent about outbreaks of disease in our nation, so we shall. Within the last few days we have been forced to quarantine two villages and one small town due to a major outbreak of the Ebola virus. We have begun to make the infected comfortable and those who are still free from the virus to refugee camps in the surrounding area.

OOC: Sorry for the wait, everyone accepted except for DP, due to the IC reasons mentioned earlier and the fact that vaccines for smallpox and anthrax are not a particularly impressive achievement as they already exist. I'll make an acceptance post all nice-like tomorrow.

SUBJECT: Possible outbreak of mysterious virus in Muratonia

We wish to advice of a possible outbreak of a virus in the town of Pering, in The Kingdom of Muratonia. Reports are sketch but the symptoms reported by the Muratonian officials include "Cough, Sore throat, Nausea, Vomiting followed by Shaking and then Spitting Blood". We wish to enquire whether we should deploy some sort of GIDC field team to investigate this virus.

OOC: Yeah, I saw that and thought 'ooh something for us to do'. I've just been flying interstate all day though so I'm about to turn in for the night. I'll try to post tomorrow but NC feel free to have official GIDC sanction to respond if the thread moves too fast.
