Well, with the black Cerebrum picking up steam again, I feel its time that target nations need to be selected. Attacks on your nation maybe as small as a cyber-lockdown of your transportation grid, or as large as a WMD attack. Depending on the severity of the attacks and the willingness of nations who are willing to participate I am making this as simple as possible.
