After looking at the course of Global affairs in the recent years, the politburo has made a monumental, but disheartening effort of transparency by releasing a document which reflects a troubling consensus within the Politburo.

through numerous observations and studies and the reactions and interactions between countries many high raking officials feels that the Cold War, at least for Russia is over or is in a "state of flux" where the USSR has reached a level of development exceeding that of the Western nations; allowing the USSR to sit out of many conflicts and not have to worry too much about any threats. but it also feels that with the "Alternative War", the conflict between the mass sale of Russian Hydrogen and Helium-3 resources and the "rigged" cheap gas prices of oil, more countries are surpassing the U.S. and are rising to a much higher level than expected, in fact re- arranging the players of the cold war.

The Politburo feels that the world is entering an era known as "globalization" at way too fast a pace. The Soviet marvels and successes of the Space Race Victory caused a massive Surge in technology such as robotics and ballistics and with the effective implementation of Anti- Ballistic missile Systems in the USSR, there is a new weapons race emerging, not one of "Who can I kill", but rather one of "What can I protect". Which could render them less menacing and make some countries more willing to use nukes.

Another troubling factor in the USSR political psyche is that because of advances in technology, social development, and the war to find the "ultimate" answer to oil, too many powers are rising at too fast a rate. The U.S., to many in the USSR is declining, the French are in a state of post- imperial Limbo, and Venezuela to many is on track to surpass and even challenge American global power, and with the planned reopening of the Middle East and the constant cry for "democracy" and "globalization", the USSR feels this will only increase the likely of potential future conflict.

We understand the USSRs hesitance to give the world the Internet and other methods of globalization, and hope that we can get this technology at a later date. As the LAAD continues to grow, we have purposefully stayed away from nuclear weapons, as we understand that as you are more able to defend, the more willing you are to go on the offensive. We have vowed to defend the forces in the LAAD and in other places throughout the world, but occasionally our defense of democracy and independence has fallen to a war on expansion. We of Venezuela, and on behalf of the LAAD, understand the fear that comes with our growing position on the world stage.

The realms of cyberspace as it was called were fascinating for the GKR scientists, and then... They found that they could corrupt memories, break into other people's info and steal their data files. They decided to call it "hacking" and started to experiment in these fields.

The LAAD has sent proposals to three member states to start moving into the production of iron and steel, while also going into mining of Iron and copper. Venezuelan contractors and Brazil have also started the construction of the Itaipu Dam on the Brazil-Paraguay border, and the creation of forty wind, solar, and hydro-electric power stations out of oil rigs throughout the Gulf of Mexico.

We magically invented them from our TV, its like seeing something then making a parody out of it, besides, we are making large efforts to perfect our computers. As for the hacking, we are seeing its effects, how if can be used offensively and defensively, as well as how bad it can be if the knowledge got into the wrong hands....
Currently the GKR is now near completion of its first rocket, after spending billions on a space program, the GKR is ready to send a man into space! We thank the soviets for this, and we hope we can be the 2nd nation to have a space station.

Venezuela along with funding by the LAAD, has started Project Leviathan, this project is headed by Nova Scientam, but also holds the technology and studies of forty laboratories across Latin America. There is an expected price tag of two hundred billion, but the project will be finished in three months at the current rate. It is unknown what Project Leviathan is at the current moment, but it will be revealed at its completion date.

Due to heightened security alerts, the Soviet Union will cease all technological and space trade with other nations.
Development on the Moon will also increase and to further protect Soviet Lunar interests the USSR will move a garrison of troops to defend USSR lunar production and habitation facilities.

All Soviet interests in South America will cease at once.

All non- essential South American citizens in the USSR, SER, and ASSR will be deported at once and all military and financial institutions with South America will cease immediately. The USSR is also embargoing all South American produced goods and banning the domestic purchase of South American ethanol. All LAAD embassies have been ordered to leave immediately!

The USSR has reason to believe that some "subversive elements" have taken root in the LAAD government and are planning to take "discreet" actions against the USSR and its interests.

The GKR asks if they can resume their space program to the soviets, as they need to get ready for the Korean New Year launch. Meanwhile, as that problem is being resolved, the GKR now had 260,000 citizens in GKR Antarctica, with one city over 50,000 people. The GKR has found uranium on Antarctica, and is preparing to create a nuclear weapon for self defense, as it sees many major nation with nuclear weapons. The GKR has also increased its influence over the years on Greenland and Iceland, which has permitted them research bases on their lands as well as allowing it a major foothold on their economies with the GKR's products of technology.

- USSR oil usage has dropped to 5% and Helium-3 and hydrogen now power over 60% of the USSR and the other two regional republics

- The Soviet Union opens a number of small settlements and resorts for "common Citizens". Now people can live, work, and inevitably die on the moon. So far 2,100 residents live on the moon.

- The USSR spends $160.8 BILLION dollars to clean up the Middle East and restart the oil industry. So far the USSR occupies the former nations of Iran, Kuwait, Iraq, and Afghanistan. The people are happy to see the USSR finally take interest in them.

- the First Black man is launched into space; an ex- American Guion Bulford, couldn't join NASA cause it was underfunded and the colour of his skin, but he joined the CCCP and is onboard the Space station

- The USSR finishes two more space stations and plans to create another larger "bio- stations"

- The USSR holds the first Olympic Games since the Third World War in "Neo- Moscow"

- The USSR finishes modernizing its Conventional and Military forces; including "Cyber- Warfare teams", "Unmanned Combat Drones", and "Advanced Combat Armour"

Great, and now the GKR launches its prototype rocket, the "Sejong" which has started liftoff, 4 years of work has all come down to this, with the help of the soviets and the GKR's ballistic missile success which they based their rocket off.....
Meanwhile the GKR seizes the initiative for its cyber market when they heard of the soviet's newest invention, as their slogan was "Observe and Follow the soviets every move" which has always worked. After nearly 1 year of hard work, the GKR scientist and developers understand how video games work, and have managed to create the first non-Soviet video game in the world, named Mac-Man, (parody of pacman).

B. I will accept that he was the first black man in space, but assuming this is 1975 those laws are now gone
C. You use Oil for plane and rocket engines, it would remain hovering at around eight percent

The GKR reports to the world that THEY HAVE SUCEEDED! THEIR ROCKET IS OFF AND INTO OUTER SPACE! The first every Korean into space and also the first outside a space vessel for a Korean is Lee Hyun Bak, who has successfully done a space walk! The GKR has also visited a soviet space station where they were greeted with kindness by the soviets! Now they shall return (3 days into mission) and...

Breaking news, GKR toilet malfunctioned due to overload from cosmonaut Kim Byueng Woo, the GKR rocket has somehow suffered massive errors from the toilet, and they cannot return until they fix it, until then, the GKR rocket and their crew of 3 are stuck at the soviet space station.

Zambia, Botswana and Zimbabwe have all sent formal requests to the administration in Brazzaville asking President Ngouabi to join the Union. While he accepted the requests for unification, he realizes that elections must be held. True democracy is a landmark and standard in the Central African Union.

The populace was too many to be ruled by one person. Elections are soon to be held in each member nation. This is to be followed by fully transparent elections for the new position of Head of State. Each member nation will have a representative leader, and this shall be named the Peoples Council. These leaders shall meet and discuss matters of national and regional discussion. The Head of State shall then make the final decisions and have executive administration duties. The whole process is put in place to ensure that the region is safe, pure, unified and completely democratic.

President Ngouabi is also curious as to the Venezuelan offer of a possible economic agreement-what does Caracas seek? The CAU looks forward to hearing back from an esteemed Venezuelan delegation.
