A lot of nations are under control by someone else, I think Madagascar, South Africa, Mongolia, and the Maldives (though I am annexing them as we speak) are the four I can think of left. France has some protectorates in Africa you might be able to be as well. Also Mexico is me, Iberian peninsula is France.

You could be a communist vessel like the African Soviet Socialist Republic or the Middle East equivalent.
