Alright, I think your expansion to the Milky Way would be the perfect segway for my end of the conflict, we have project TITAN (expansion to new systems inside the Milky Way, and aiming to get a system or two in one of the satellite galaxies), and the as of yet unrevealed project LONGSHOT (Hint: Its not just a new ship) to serve as potential meeting setup/conflict creators, among other things.

Alright, you have been selected out of the pool of volunteers. Perhaps you could send in a civilian cartographer ship to finally map out the empty space there, maybe even colonise some planets, only to come across thousands of dead bodies and wrecked ships floating in space, the remnants of the most recent attempt to scout out the area. And then the ships in grey and blue show up...

If we're looking there, we're probably looking for new planets to colonize, so its going to be 10-20 ships, not counting the cartographer. No doubt I'd lose, but lone civilian ships themselves are very rare, let alone unarmed.
