Exactly (i'm a She, just for clarification). Literally this only can possibly apply to Humans. Eldar, Emperians, and so on would be exempt because they did not originate from some Terran based philosophical standpoint or relation.

So this Universal Law, is either grossly misnamed, or its nonexistant in this sense.
