Yeah, I just meant that the Prince Imperials conquest still happened so I would need some territory that would be almost if not directly bordering Vortukia.
Also 25k Is rather large for a two Fleet force. A standard Imperial Mobile Fleet (Fleets not tied to a Segmentum/Sector/Sub-sector) is between 30-50 Star ships.
A Sub-sector Fleet would only have a few Hundred and a Sector would be a few thousand (obviously war torn areas would have higher allocations).
So either the ships are tiny or shoddy.
Fleets are often for me constantly changing depending on the situation, a patrol may just be a small group of ships.
A scout may be 20-25 ships.
A regular fleet jumps to around 170,
a Border fleet is around 150 but with bigger and badder ships.
A citadel, and main fleet could be around 400 ships, all very big and bad.
Mainly those only are around the Citadel or at First contacts.
