As a member of the International Coalition for Expansion, the Holy Empire of Port Charlotte does not condone the invasion of the Lollohian Vokolyia & Islands. We see them as a free and governing nation if they choose to do so. As of now the First International Security Division (F.I.S.D.) comprised of thousands of men and machines from the Guards Army, Royal Marine Corps., Royal Navy, and Imperial Air force. Any landing of your nation or your nations allies will be treated as a declaration of war. And will be dealt with such accordingly.

The Charter states

Charter of the International Coalition for Expansion

Preamble: Various nations of the world, in order to promote peace and prosperity, ensure protection and freedom, provide for common defense, and secure the blessings of liberty for all of society, hereby officially establish this Charter for the International Coalition for Expansion.

The International Coalition for Expansion:

APPALLED by the number of oppressive dictatorships across the globe as well as the systematic violation of human rights therein;

ABHORRED at the oppression of fellow men by those that see themselves superior, be it due to race, religion, wealth, or strength;

DISGUSTED that such oppression often includes one or more of various inhumane atrocities which violate international laws and customs;

CONDEMNING the practices of slavery and racial and/or religious persecution as well as the intentional slaughter of non-combatants/civilians;

UNDERSTANDING that such atrocities may be prevented through systematic action by an alliance of nations that observes the internationally recognized responsibility to protect;

CLARIFYING that the International Coalition for Expansion retains the responsibility to actively participate in coercive measures against such oppressive governments, with these actions involving diplomatic and economic sanctions and, as a last resort, military intervention;

RECOGNIZING the need to provide humanitarian aid to oppressed or otherwise wartorn peoples across the globe;

ACKNOWLEDGING the importance of unity and brotherhood amongst ICE member nations both militarily and diplomatically when participating on the international scene to facilitate the liberty and prosperity of oppressed people around the world;

HEREBY DECLARES:
•Member nations of the International Coalition for Expansion to have a set of responsibilities and principles for society:
◦Allow the freedom to practice any non-violent religion, such as, but not limited to, Christianity, Islam, Judaism, Buddhism, Sihkism and Hinduism;
◦No member shall infringe upon the rights of freedom of speech, expression, and thought, which are considered basic and essential elements of political freedom;
◦No member shall infringe upon the right to love whomever one wishes via abhorrent practices such as arranged marriage. Nations with strong religious backgrounds may however prohibit gay marriages, marriages to animals, inanimate objects etcetera in order to prevent ICE from infringing on their religious sovereignty and freedoms;
◦All nations must ensure a fair, speedy and public trial for the detained, being paramount to liberty, and must guarantee criminal defendants a trial date within one month of their arrest at the absolute most; defendants will be provided with adequately skilled legal representatives if they so request, and they may not be charged with additional crimes for refusing to incriminate themselves in testimony;
◦No member state may allow the euthanization/abortion of a child without his/her's parents' consent save for in extreme cases of prolonged suffering;
◦Appeals for exception any of the above standards may be sent to the ICE judicial branch for review;

•The International Coalition for Expansion has the responsibilityto act, whether passive or aggressive, against tyrannical governments, the status of which is to be defined by the ICE member nations involved or the ICE Security Council, whether in cooperation with third parties or not;
•The International Coalition for Expansion has the responsibility to provide humanitarian aid and relief to the oppressed people of the world, supporting them through tyranny and, should it be needed, warfare;
•Any reasonable action, whether diplomatic or economic sanctions or overall condemnation, to be an essential responsibility of the International Coalition for Expansion, including, should the ongoing situation warrant it, last-resort military intervention;
•In order to be fair and just towards the humanitarian/pacifist nations of the world, ICE establishes two different types of memberships within the Coalition, Humanitarian Membership and Security Membership. The Security Membership requires adherance to ALL provisions of this charter, specifically the mutual defense clause (see below) and does not require any humanitarian donations/contributions on the part of that nation. The Humanitarian Membership will require only a contribution to the ICE Humanitarian Branch in the form of significant monetary/financial aid, physical aid in the form of vital supplies (ie, non-perishable food, medical supplies, clothing, blankets, other necessities etc.) or will be required to contribute trained personnel to act as ICEH Aid Workers or Doctors/Nurses. Also, a Dual or Full Membership will require both military AND humanitarian support.
•All member nations of the International Coalition for Expansion are to maintain a mutual defense agreement whereby all nations agree to aid in the defense, whether militarily, financially, diplomatically, or otherwise, of other ICE nations should they come under attack; neutrality may be declared, especially during disputes between two ICE nations. ICE member nations with a Humanitarian Membership however will never be required to participate militarily in the event of them being overtly pacifist or in cases where member states have no standing army.

With the signature of this Charter the Holy Empire of Port Charlotte has the authority and backing of other nations to defend these islands. It is suggested you resolve your differences before anything to extreme occurs.

Lollohian Vokolyia
The islands were very stable and peaceful, with about 300.000 people on the Lollohian territory. About 800 police officers were on the island, along with an additional 6.000 soldiers, of which 4.000 were combat troops, and only 1.000 were active. However, they had been activated, and were defending Vokolyia from possible invasion. All of them were natives that didn't tie up trained troopers back in the homeland.

I will be possible be joining this ongoing conflict if we can come in as a third non affiliated party since I don't have information such as whos on who's side? If I determine that allies of mine are on both sides then I will be a third party affiliate only. If all my allies are on the same side then I will gladly send a detachment of troops for use in the conflict. Until I get what I need I stay watch the conflict overhead with drones.

Eventually after a week of operational tests The Falklandia Republican Naval Carrier Group arrives with a Aircraft Carrier, 2 Frigates, 3 Patrol Vessels and 3 Landing Craft FILLED with Marines.
The Commander of The Marine Corps enters The Lollohian Defence command HQ and apoligises for The delay and asks for deployment orders.
