I don't think you quite grasp how big 1 million is. To accomplish that, you would need to produce almost 300 ships PER SECOND.

You only need seven thousand two hundred shipyards to reach that rate, assuming all are rather slow and only produce a ship at a time.
There are four hundred billion stars in the Milky Way.
That's a startlingly unadvanced Precusor race.
