Chile, Argentina and Uruguay. I mixed the population census of the nations during 1900 - 1914 and it gave me that number. I added 2 more millions because it was a bit small.

So my military pop would be 222,000 (4%)

Can I add 30 thousand to make it a even 250,000 since it still wouldn't hit 5%

2% of the population on the military = 249.079 soldiers. It should be fine now. I used a book i have here which haves ALL the census from ALL the countries on Latin America, so i think i have got the official census.

Sure you can. I have 700,000, but my allies in the Great Alliance put some funding so my economy won't explode.
