The USJR army was horrified to see the treatment of the Mortifer people, but they had a job to do, and that was to aid and help the people there, no matter the problem. The Old Communists party officials, the ones left, were quickly brought to the acting capital, a military base in the mountains, and were ordered to re organize the people, and build a new government, from scratch. Home Front members from the south tried to reach the north with their families, some made it, others didn't. With the wave of refugees, the orders were sent to send supplies via land as well as air and by rivers. This was no doubt the largest aid effort the USJR has undertaken.

In what would later be known as the McCarthy Reformation, the Ceannaire began reconstructing the political system. Formally, him, Remus, and Aengus Mc Tíre shared power equally, being commissioned by the Emperor. Now, the Ceannaire stood at the top, with the Prime Minister Aengus Mac Tíre's position absolved and made into Deputy Ceannaire, while Cu Dearga Remus Kaltenbrunner would be the second-in-command. Owen knew he would not be able to joust the Emperor, and would still have to operate under his jurisdiction.
