I asked him a long while ago if he would be ok with me taking his colony. All i got was a "I'll think about it..." did not want to seem liking a nag so i left it.

Well, if you asked first it actually belongs to you, except if someone else gets permission to have it, if there is no response within 24 hours, the nation that asked the lands fist will recieve them.
Like Lawsonton, i've asked him somewhere at the start of the second azuran war if i could have his lands, now when marked him as inactive so i messaged him if he already know what he would do then he said he didn't know how to rp so i have to explain it to him, and then quirina also asked for his lands. So if it takes to long for him to understand what to do in an rp i will make his colony my protectorate and if it then still takes to long i will take his lands.

Woooo the war is officially over! But I have a question, he said he accepted my first offer but that included some land being given to me but I'm just gonna guess that he didn't mean that so our borders stay the same.
Another thing, this is PMT surely a heavy winter wouldn't be that much of a threat, just a small increase of deaths for the most vulnerable like the elderly.

Because we don't want biblical esq hellfire raining down on us to decimate our colonies. Whose to say that someone won't just use them to flatten a city with a barrage. If they are used on defenses then an enemy army can just roll in and flatten everything else with ease after our defenses are destroyed. Or just as bad we have mutually assured destruction. Not exactly fun for the non-warlike or the more conventional war practicing nation.

well, they are way less destructive than orbital weapons, they have way less range, and they alse can be countered...sort of

The climate of the continent is pretty varying. The southern regions have hot and mediterranian climates, so they won't be affected very hard by winter, the north however will be affected. If compared to RL nations, the south is like Italia, Greece, etc. and the north like northern germany, poland, etc
