Kirak, Orthella
The dawn breaks over the city and the people wake up, dreading what's to come. Kirak was once a populous city; a center for both trade and culture. But over the course of a few years, the city has suffered mass emigration. Some blame a recent tax hike, others say it's the increase in unemployment. Whatever the reason, Kirak is turning into a ghost town. More than half of the buildings are deserted, there are only a handful of businesses left, the city is about to die. The new Communist-Liberal coalition government saw the death of this city as an opportunity. They wanted to change the country's policy towards refugees and asylum seekers. Not only that, they wanted to make Orthella the refugee capital of the world. All this empty housing in Kirak seemed like the perfect place to fit the new imported population.

The first group arrived. Quarians. The government didn't bother designating houses for them to live in; they were simply free to claim buildings. The 500 Quarians chose an area in the city's centre, thinking it would be ideal for assuring their prosperity once the city would come to life.

"Have you heard?" a woman said to her husband. "The first refugees have arrived."
"I know," said the husband as he grumpily flipped through a newspaper, "I saw them. I didn't care for the idea of having a bunch of foreigners taking over the city, but this goes beyond that. They're not even human. Aliens, I reckon. They're all in spacesuits, hiding their faces. I don't like it. I don't like it one bit."

Admiral Lea Reegar vas Moreh, the leader of the Quarians chose the top floor flat of a tower block, thinking it underlined her status. She was already plotting how to make the city hers. It would be interesting to see how the leaders of the other refuge seekers, not to mention the local authorities would react to her power plays.

the next group of refugees were the humans from athron they arrived by boat. the first to exit the boat was the elected leader of the athronian humans bert goodman.
bert lead his people to the far right corner of the city. as to avoid conflict with any other refugees

bert took one of the larger buildings as to get a good look at the citys skyline

bert looked out at the skyline seeing the condition that the city was in. he began to wonder what he had led his people into.

with the athronians settled in their new home. bert decided it might be best to form some kind of relationship with the Quarians and their leader in an attempt to keep peace and avoid conflict

Next to arrive were the oppressed peoples of Estonia. They quickly settled in the southwest district of the city, minus a few odd people who settled here or there. Jaakob Kesküla quickly made home to a small house beside all of the others, not seeking to take any power from his people. If he wanted to seek out what caused their problems, he had to think like them, and if he wanted to think like them, he was going to live like them.
Jaakob Kesküla went for a walk to pick out an office building to suit government needs. He found a large, 5 story complex that looked good structurally and fell in love with it. This was going to be his new workplace. He went to round up other officials to tell them where to go.

"Very well, we'll take you up." One of the guards lead him to an elevator and took him up to the top floor. As the door opened, they were met by two more guards, guarding the Admiral's apartment. They opened the apartment door and let Bert in, accompanied by one of the new guards. Inside, the Admiral had set up an office in the middle of the apartment, the doors to all the rooms were closed, concealing the more private details of the Admirals life. The Admiral herself stood by a desk in the middle of the room, looking over a map of the city. "Yes? What is it?"

Meanwhile, a black truck stopped by Kesküla's residence. A tall, middle aged man in a cheap brown suit stepped out. He scanned the area and then walked to the door and knocked.

bert thought for a second then said "what if i was to say that we can supplie you with a large cash flow seeing that many of my people were merchants back home. would that make us worthy of an alliance.
i mean you could use the money to expand hold on this refugee camp?"

20 mins. later: bert arrived back at the athronian main building

"how did it go" said one of the guards waiting at the door

5 mins. later in the center of the main building

The next Refugees to arrive was the family of Worgens. As they stepped off the ship they took in deep breath. Most Worgens didn't travel far from home. But this family was now home. As they began walking they could here ridicule from other passerbys for being in their worgen form. THey dealt ith the same form of rascism in Valorono where most Worgens were not accepted as an official race of Valorono

The Communist Party here is Trotskyist, so I think you'll find yourself at home." He took another sip of his tea. "Now, the Party will provide you and your people with enough food and money to make sure that every Estonian living in Kirak will never go hungry and lives above the poverty line. Of course this must all remain a secret, because if word got out that the Party was playing favours, it'd mean our political death. Are we agreed?"

bert believed that his idea was best.so he decided to go behind whitaker back and promise the Quarians 50 percent of the profits that the athronians make.


20 mins later:
bert walked up to the entrance of the Quarians main building and waited to be led to the admirals office

ooc:i figured i could make a fight between the two leaders bert and whitaker and make the athronians choose sides in the fight

"We are agreed. Would you like to stay for dinner, Mr. Callida? We could discuss different matters of importance, like the infrastructure of the city, how we can upgrade it to function to the maximum potential for our refugees, (Ooc: could you make a detailed map of the city?) and I'm also concerned for my peoples safety, the other groups may be militant"
