The council is second in power, though Jekkal is working on balancing out the system. After almost 300 years of endless campaigning, he one the office of High Dragonier (and the 80 years of service that comes with it). However, a nuclear exchange during the Ruol Civil War resulted in their home forests of Tynnik being devastated. Panicky and setting everything on fire, Jekkal lead the ragtag group across countries and oceans, finally arriving in Orthella, where he and his group were approved for settlement.

I said 1 dragon equals 5 humans. You can have 200 dragons, max.
