Description of your Claim:

The Telrosian Union's station, Sanctum, is a state of the art, completely new design of orbital stations for the purpose of pursuing diplomatic and economic endeavors in foreign space. The design was commissioned by the government several years ago, seeking one that could mixed defensibility, economic and diplomatic comfort, and an impression of awe, seeing as this would be one of the first moves for the Union to be recognized by the greater galaxy. A Dryadali architect, Achiq Yupanqui, won the resulting contest with a design that has managed to mix all three into a perfect package. This design uses the shape of a diamond, a white hull with blue lights seen shining and blinking all over from all the equipment and lighting, to provide sleek, vibrant surfaces that can glance some enemy fire and provide a maximum range and number of defensive weaponry and laser shielding that can be brought to bear on its six kilometers worth of surface. Covered in heavy and pulse laser turrets, plasma missile tubes and point defense lasers and Cloudburst missile launchers, it is a veritable fortress when needed. For the sake of stability and peace, they are made to be deployable, to be revealed only when trouble rears its head.

From each corner on the side, an array of factories, shipyards and trade stations branch out from the main 'trunk', providing a host of entertainment, purchasing and production venues for the Liu Xiu system. The main structure itself is host to a large facility to house a diplomatic station that can handle many meetings of various levels at the same time, provide the creature comforts for any species that comes aboard, and the space set aside for any nation or organization who wishes to rent space so as to gain rapid contact with the Union for any such purpose as is needed. The facility houses up to over three hundred Union employees, with a company of Union Marines to serve as a defensive garrison, due to much of the station's administrative and production systems being handled by widespread automation.

It also comes with the TUS Ikram, a Saber-class Frigate of the Union Navy as additional garrison, which dedicates two months of every year to aiding the Polyarchy in patrolling the Liu Xiu System exclusive, as part of the deal struck for getting an Enclave and an outpost in the system.

In addition to its massive Enclave station at Kappa 7, the Union also requisitioned a somewhat large asteroid out in the Double Belter. This facility was represented by the Quetzal Corporation, a major producer of weapons, information technology as well as being one of the leading companies in research and development. They are often given contracts by the Union given to improve or invent new technologies for them. This facility is just exactly that to the outside eye, it is built into the rocky surface of the asteroid, utilizing the outer shell as additional armor in case of any attacks. In the absence of any official Union protection, and with rules relaxed out there, they have deployed a network of anti-ship weaponry and satellites around it to keep the facility secure from raiders and pirates. Two heavy laser turrets, three missile tubes and a point defense network, along with ten or twelve missile satellites are what the Corporation has managed to develop.

Here, they develop new technologies and/or produce information technology for the various powers and Enclaves in the system, as well as the Union government. They have been pursuing new lines of technology by wooing scientists from other nations to work for them and purchasing technologies that they can study and attempt to improve upon. As with any in the Double Belter, however, there are always secrets and people playing close to the legal line. Some would say that they also produce weapons there, despite the ban, and have quite a black market going on there for weapons, armor and other such items. There is no such proof, so they are just rumors relegated to bitter former employees and business rivals.

New Macau: New Macau, an enclave located on the surface of Jiwao, is a city of approximately 9,000,000, covering much of a small peninsula and island in the northern tropical zone of the planet. It possesses a single space elevator, connected to Ziyou Station, a massive, state-of-the-art orbital station that itself houses approximately a hundred thousand people.
However, New Macau is a large and lively city, one of the P.A.P.H's major financial and commercial centers. It is also exempt from many of the Hegemony's tariffs, laws, and trade restrictions, and is thus a major center for casinos and luxury item manufacturing and retail.

Ziyou Station: Home to a hundred thousand people, Ziyou Station is the Hegemony's busiest spaceport, busier even than the Shanghai-Shenzhen Elevator or Yokohoma Station. It is comprised of five massive wheel-shaped structures, all five of which rotate to provide artificial gravity. The wheels in the center and at the top and bottom house the Station's massive cargo processing centers and docks, while the other two are home to its sizeable population. The "spokes" of each wheel are massive tubes, which each lead to a smaller wheel that encircles the elevator. These smaller wheels are, in reality, massive docking systems. The elevator, when docked, connects to the Station at five points, two of which carry passengers, three of which carry cargo. When the elevator is not docked, powerful magnet arrays on the wheel-docks and the elevator thread keep the station from drifting into the thread.
Approximately ten miles above the station is the thread's secondary counterweight, on the end of the elevator. This counterweight is connected by secondary threads to the station, and itself contains the main computer that controls the elevator, as well as a small habitation pod for maintenance personnel.

Couple of problems with the application of yours;

1. IC'ly, the right to an orbital elevator on Jiwao is held solely by Piraeus City. If you wanted to acquire one, you'd have to negotiate with the Polyarchy for the rights to be disseminated. OOC'ly, that won't happen because then that would destroy the main industry of the city of One Man Cripple, and that would cripple, if you'll pardon the pun, what is intended to be a major shared setting.
2. Jiwao doesn't have any tropical zones. There's a reason the local planetary sport is skiing.

What I would suggest is that you take your space station and build biodomes on it. Having the only tropical environment in the entire system would make a booming tourism investment for your nation.

The town of Ecumen used to be known as Griffstown, and is still called that by many of its long term residents. Founded as a mining outpost, it has gained notoriety in the last year for the quantity and diversity of its religious residents.

Griffstown was like many less advanced asteroid colonies of the Double Belter until very recently; networks of depressurized tunnels operated by boring robots and suited space-jocks passed through the entire body of the asteroid, refining stations across its surface allowing for materials to refuel passing ships and load cargos onto them, or shoot canisters of products with a bank of mass drivers to distant destinations in the system at low (comparatively) non-hazardous speeds.

The start of the transformation from what the colony was to what it is now was a mining accident, where several dozen miners from different species had attempted to fix a damaged borer, which unknown to them, had hit a fissure in the internal makeup of the asteroid, which broke away under the efforts of the damaged only for several hectares of the asteroid to break open, several of the ill equipped miners were cast into the void. Depending on the version of the story one hears, this was five or six people, each of whom reported being rescued by a ‘being of light’ akin to emissaries from their own cultural myths. Some of the more embellished stories claim this being spoke to each of them in their own tongues, but there has yet to be any substantive, rational correlation of the story, and the identities of the miners shift with the telling.

Within a month the humble Shrine of the Salvation had appeared on the outer side of the asteroid, and soon after that, other religious groups began to flock to the mine, bringing with them money, new bodies and causing considerable conflicts with the existing miners. The religious delegations tended to come either from incredibly mainstream religions prevalent everywhere, or very small fringe cults, with religions that predominate in just one or two nations being very rare.

The influx of people soon forced an expansion of the facilities of Griffstown, and soon enough local bylaws rendered the original mining crew a minority in their old home, with that came changes in leadership, and of name. Ecumen was chosen to represent the supposedly unifying spirit of the Griffstown Angel.

The great diversity of faiths that have flocked to Ecumen mean that there is simultaneously a strong tolerance of rival faiths but severe social stigma toward atheistic or sceptical beliefs. Likewise, peaceful communities within the asteroid colony’s centrifugal interior rub shoulders with violent activists, who regard the outpost as a ‘fortress of light’ for their work.

This of course has led to a local economic revival of the settlement, between the pilgrim trade – a lot of souvenir tat calls Ecumen “The Holy Asteroid” - and the revival of commercial activities caused by the expanded workforce, but this has not substantially benefited the original inhabitants.

Of course while normally neighbouring colonies would be pleased with the opportunities that come with this, the fear of terrorism caused by the more enthusiastic residents of Ecumen is enough to dampen much local ardour to the asteroid, with the regularity of visitors and residents to Ecumen reporting ‘visions’ of one sort or another being enough to make some wonder if there isn’t something in the air system.

In the last few years the colony has greatly expanded and its original mining systems have been accelerated, to provide a large empty space within its spinning mass, to form a centrifugal gravity surface. Bacteria and water harvested from its carboniferous base-material are becoming prevalent in the growing inner surface, and project leaders claim that its inner surface will bloom within three years (more than a few natives have taken to calling this the New Garden of Eden, despite its early state.)

Many species seem attracted to Ecumen, although humans make up the majority of the population, a wide variety of species seem to find their way there. A particular point of interest to xenologists is that in the entire galaxy Ecumen is the most likely place to see the rare aliens called vorlons, with up to three being present at any one time. What their motives are, and their interest, is unspoken, though it is generally presumed to be religious, though they do not speak of their faiths except in the most cryptic terms. Their sleek transport ships are regular visitors to the colony, occupying one of its large hangar bays. Reports vary on whether these are a number of individuals or the same three leaving and returning, but the names Nakosh, Ulkail and Uler are commonly associated with the three vorlons.

Suggestions for using Ecumen: Anyone that wants a locale for a slightly crazy fringe cult can shove it on Ecumen with my blessing, likewise it’s a decent place to get a ship repaired cheaply or get access to charity medicine.

On Taen, at each entrance to Crashtown, stands a hand-painted sign with the four laws of Crashtown: "No Murderin’," "No Rapin’," "No Theivin’" and "No Slavin’." The latter usually appears painted on more recently than the others.

The society of the small settlement is notoriously lax on other issues, and with its community diverse enough that it can agree on no other laws. Although it is less than a year old, no one knows who the original settlers, the tight-lipped guild, were, and it is widely suspected they were originally mutineers from some minor government. What is known is that the area is built around The Ship, a warship of unknown origins; five hundred and sixty meters long, the vessel appears almost perfectly, and mysteriously, landed on the planet, The entire structure is long, built around a pair of massive drive pods, and banks of forward facing torpedo weapons, and study, powerful turreted weapons of which only the dorsal examples survive.

The term around the ship is quite literal; crashtown is a dive by any standard, with a number of crude and often malfunctioning habitats built directly onto the ship, taking advantage of its large and seemingly reliable air processing systems.

The Ship provides atmospheric, water and power systems for both the inhabitants of crashtown and its score or so of domefarms, its dismantled carcass allowing Crashtown’s residents to have established their colony at relatively low costs, and thus giving them the opportunity to expand relatively quickly.

This does not come free, however, and the secretive Guild, officially the Ship’s Company, charges for access to its resources, keeping the majority of the population dependant on their monopoly on essential services; Crashtown is an easy place to move to, but a hard place to earn a living thanks to the Guild, who are widely claimed to be the original crew of The Ship and who assert that they have the means to control it fully, though more typically they will merely stop the resources to any individuals who fail to pay their service fees. The Guild maintains a standing force of almost three hundred ‘prods’ armed with less-lethal weapons that serve as a police force for the settlement, but for the most part the Guild restrict their interests to acquiring fees and making sure to turn an appropriately blind eye to the more capable residents’ activities.

The most important thing the Guild do, for the residents, at least, is maintain early warning systems and some of the Ship’s original munitions; while unable to harm a warship, such systems are hoped by many to deter any casual attempt to search the settlement by official forces. The effectiveness of this claim remains to be seen.

Foremost among those are information brokers, most particularly the firm Cala and Sons, who occupy the ship’s communications system, and use its originally sophisticated (and inventively maintained) communications and electronic warfare suites to transact their business securely.

They directly support and are the major interest for a number of privateers, bounty hunters and pirate factions that purchase information in Crashtown, and likewise make trades of their goods and services; and of course, where they go, services to match also exist, from gunsmiths to deposit companies, a number of commercial ventures that straddle the line between business and gang dominate much of the downtown life of Crashtown. More respectable fringe businesses operate here too, low-cost xenoarcheologists and explorer parties can often fill up their numbers from talented spacers with a mark on their record that keep them from more respectable haunts at Crashtown, and almost anything can be found despite the settlement’s small size.

Naturally not everyone has the interest or will to be involved in such activities, and the majority of the population not involved in the fringe economy or the service industries that cater for it are instead employed in the twin trades of agriculture and brewing, with ales and space rations leading the export potential of Crashtown. These businesses are booming, and recent waves of refugees from the Gamma Quadrant’s recent chequered past have boosted Crashtown from a mere pirate’s den into a small boom town that feels every bit the frontier town; there are few riches in Crashtown, but there are opportunities nonetheless.

Suggestions for using Crashtown:

Need somewhere for a renegade to lie low, or a pirate ship to take on supplies? Crashtown’s your place; government agencies can raid it on foot and with smallarms, so long as they don’t shoot up the place too much, but please contact me before blasting it off the map. The locals don’t stop governmental agencies making arrests though (for all their bluster) and it’s entirely possible to chase a suspect through the streets with minimal official interference.

Nation Name; The Imperial Star Republic of Vocenae
Name of Enclave/Outpost; Greywinter
Description of your Claim; Located on Jiwao, this planetary enclave serves as both the administrative hub of the current colonization push of independent Beta Quadrant settlers into the Gamma Quadrant, and also the official presence of the Imperial Star Republic within Gamma. Built to withstand the fickle cold temperatures of Jiwao, Greywinter is built primary within the side of a sheer cliff face, overlooking three massive landing pads that sit on the barren plain. These landing pads are built to handle the load from a single Wayfarer class colony ship each, and while offering little to n o protection from the elements, are well built and only a short walk away from the main customs office, which is a semi-circular building that also serves as a basic wall between the landing pads and the rest of the enclave. It is connected to the main facility via a emergency service tunnel (and is more often than not the primary causeway for enclave personnel who would prefer not to be exposed to Jiwao's elements). Immediately beyond the customs office lies a smaller walled compound that is comprised of six small shuttle hangars and six much smaller landings pads. These are local and small scale transportation around the planet and to the station in orbit. Beyond these structures is the primary facility.

The primary structure of the facility is built deep within the cliff face, and houses the enclave's internal storage warehouses, maintenance bays, temporary civilian housing, a single medical facility, a large cafeteria and the administrative and diplomatic facilities. Appearing from the outside as three large off-white slabs of steel jutting from the cliff face, the enclave bears no exterior decoration save for the Imperial Star Republic's flag emblazoned on the central slab. Located on the lowest floors of the enclave, the maintenance bays and supply warehouses are unremarkable and were not designed to be anything other than what they are. In the two maintenance bays there is always a constant workforce that make sure that the shuttles, starships and facility systems continue to stay in perfect working condition. The enclave's on-site power core is also located deep beneath the maintenance bays. The warehouse supplies the enclave with it's own imported and locally purchased food, as well as processing water from the nearby glacier. While the exterior and interior service areas are built for purpose and to withstand Jiwao's somewhat harsh environment, the offices and habitation quarters of the facility are designed to feel organic and welcoming to both staff and visitors. Temporary civilian housing includes several hundred small, but very clean, apartments all linked to a large circular common room where colonists and other visitors have access to entertainment media and the civilian cafeteria.

The primary staff quarters are designed for long term habitation of staff and their families and, as such, are larger apartments that include several rooms including a kitchen, a entertainment room, two bedrooms and a single washroom. These apartments are built deep within the mountain and are constructed in a series of rings around the primary staff cafeteria and entertainment facilities, though staff and their families are free to schedule trips to other locations across Jiwao when appropriate. The administrative section of the enclave is located on the uppermost floors of the facility and are fairly typical of any government office. It is here that administrative personnel manage the running of the facility, communicating with the outpost in orbit, and receiving foreign dignitaries.

Name of Enclave/Outpost; Expedition Point
Description of your Claim; The outpost is part of the starport ring above Jiwao and serves as the official point of arrival and departure for colony ships coming from the Beta Quadrant. Other than being plastered with Vocian propaganda, it is fairly unremarkable and designed to handle large numbers of colonist transfers and shipping supplies down to Greywinter.

The Double-Belter is home to many groups, the miners, the traders of varying degrees of scrupulousness, pirates, hired security, all manner of surveyors, spies and soldiers from one star-faring nation or another, and for the past few months; it has played host to a new party. In the months immediately following the first contact between Confederate security forces and Corporate Militias from the Huerdaen Star Empire, wider contact with the rest of the civilized galaxy has prompted a number of political reactions within the Confederacy. As the Confederate Senate has squabble amongst itself and shown a degree of confusion and panic over the Confederacy’s perceived position of weakness in the galaxy, the Directorate and the Confederate Security Intelligence Service have pursued a slow, even hand in dealing with the wider galaxy.

With remarkable speed and efficiency, the CSIS has set up intelligence missions across the Quadrant. Although the scale of operations in many areas is still limited, the CSIS has already managed to gather useful information on galactic cultures, economies, politics, societies and to an extent, militaries; information is golden in the new era of Confederate foreign policy. Despite the rapid expansion of CSIS operations outside Confederate territory, and the oncoming expansion of the organisation itself alongside other Intelligence Agencies tied to the Executive, the abilities of the CSIS to operate far from Confederate space are still limited. The Liu Xiu star system presents to the CSIS a unique opportunity; a meeting point between many important powers, not only from the local Quadrant, but from the wider galaxy. With CSIS manpower limited, the Liu Xiu system has rightly received an emphasis for intelligence personnel deployments, with the main goals of the mission there being more or less identical to the organisations new mission across the galaxy; collect alien technologies of interest, gather intelligence on galactic civilisations, identify threats to the Confederacy and its interests, and act accordingly on information gathered.

In keeping with both the recentness of the CSIS incursion into the system and the secrecy of the operations there, there are very few locals aware of the CSIS presence. Despite this, the presence has quickly led to the rise of rumours and anecdotes about men kidnapped in the night, weapons and spaceship parts bartered for in the back alleys and strange new men stalking the shadows of the system, though what they look like and who they are, none can say. Rumours of a new criminal organisation, a new spy agency or shadow organisation and even rumours of a mysterious cult persist as conjecture towards identifying the newcomers. The rumours hold that there exists either armies of these mysterious agents, or that the new force in the system is but a single man. In actuality, the CSIS presence consists of ninety seven agents, and a changing number of temporary personnel being rotated in and out of the system as needed.

The main base of operations for the CSIS in the Liu Xiu system, ‘Room Two-Oh-Seven’, is nested somewhere in the Double-Belter, hidden amongst the comings and goings of a mining and trading population at one station or another; its exact location is a tightly guarded secret. Because CSIS operations in the system encompass a wide range of areas, the personnel of the CSIS mission in the system are spread out across a few dozen safe houses across Liu Xiu. It is unclear how the Confederate mission objectives in the area will change in the coming years, as the Confederacy enters a new era of foreign, military, economic and social policy, with its status as a junior faction in a dangerous galaxy casting a shadow of paranoia and uncertainty over Confederate interests, the CSIS must be prepared to do as it has always done in the Frontier; adapt and survive, to overcome. For now however, the CSIS is content to do as spies do, and wait and watch from the shadows in the dark corners of the system.

I am planning on submitting an application, probably for a large habitat similar to a Bishop Ring out near Kappa 7. Would this be too large an enclave? It'd have around a billion beings, mainly humans, who lived largely rural agricultural lives.

Description of your Claim:
Paatala 668 is a Bishop Ring in orbit of one of Kappa 7's larger moons (usually designated by the Utæ as Zhao 266). It uses an array of spaceborne mirrors to focus sunlight onto the Ring's surface, and these mirrors can be manipulated to provide a basic day-night cycle. Paatala 668 is home to around a billion inhabitants, primarily humans, who are primarily engaged in agriculture along the ring's fertile, warm, and moist surface. The ring has only a few major bodies of water, and of these, only one is salty. The climate is generally tropical to subtropical.

Paatala 668's interior is essentially a giant memory farm, tended to by robots. The computers tucked away inside the ring provide the necessary storage for the AIs that govern the ring settlements themselves, as well as some extra functions for the Regency's government as a whole. The station frequently does have extra data storage capacities, though, and these are often rented out to the people of the Liu Xiu system as Cloud computing space and the like, or for shadier operations.

The ring's exterior is a resilient blend of layers of carbon nanotubes and graphene, as well as some radiation shielding. Most of the radiation shielding is provided, however, by Zhao 266's magnetosphere, which Paatala 668 orbits within. The ring's exterior is dotted with point-defense lasers and other anti-collision systems to ensure the security of those on the interior surface.

Senkaku, I apologise for not making it clearer, but Liu Xiu's only been an open system for one-to-two years now, and prior to that it was all small-scale independent operations, so there's no way you could have set up a billion-strong colony in that time, not to mention that it's so far out of proportion that the idea of 'neutral' doesn't seem to apply then.

EDIT; Also, Kappa 7 doesn't have any moons. At some point I will go into some detail about what other celestial bodies are in-system.

Description of your Claim; A representative of the Principality in the Milky Way Galaxy, KM-2515 is founded by the more business-orientated element of Soros Detachment which seek to expand both private and the Detachment commercial interest into the greater expanse of the galaxy. The effort, part private and part national interest of the Congregation seek to provide information and good services throughout the Liu Xiu system by capitalizing on Principality unique virtual storage technology.

KM-2515 carries the tone of Principality pre-fabricated space outpost with sturdy and blocky architecture made to be modular in appearance; in a fair distance, the outpost looked nothing more than a collection of hexagonal blocks with a defined spinning-top like shape that suggests it rotates for gravity but on the contrary the outpost have its own gravity generators to do so. Majority of KM-2515 components are specialized Principality-standard storage modules, accompanied by occasional spear-like antennas in optimized locations. There are three specialized ship docking bays, each radiating like a spoke from the center of the outpost.

KM-2515 only have two primary commercial presence, consisting of Cocoon Transmatter Services and Ligtel Refiners; Cocoon Transmatter Services represent seventy percent share on the outpost while the rest belonged to Ligtel Refiners and smaller independent private ventures, such as L-90 Mercenaries and free slots offered for others that wished to set up shop inside the outpost.

As reiterated, Cocoon Transmatter Services provide specialized D-Terminals (or simply D-T) for users to use as a communication device and a virtual storage system. For a small fee, the user can use D-T to both communicate and purchase or transfer physical goods between D-Ts and the outpost itself. The user can also use the D-T system to anonymously post information or buy for one as long the user is within the reception of the outpost or another D-T unit that is within coverage of the outpost.

Ligtel Refiners on the other hand provide refining services to most common astro-resources utilizing Principality relativistic matter processor technology, to quickly and efficiently output refined products as requested by a client for a certain fee. The same outpost also serve as a common trading place; for a small fee, the outpost can buy or sell products as requested by interested clients. KM-2515 is gravitationally anchored near Kappa 7 although it can move to a new location if it's required.

Ladies and gentlemen, creating Liu Xiu has been a great pleasure for me. I'm glad that I've helped contribute in some small way to the tightly-knit community that is NSFT. Making an 'arena', for want of a better word, where people can build up character arcs and interact with others who previously they may not have had the chance to.

But for various reasons, Dreadful Sagittarius will no longer be an active roleplaying nation. Temporary or permanent, I do not know, and so Liu Xiu must find a new home.

Vocenae, who undoubtedly a great many of you know, has kindly agreed to take over Liu Xiu for me. Like the current incarnation, he has agreed to maintain the rules and standards, be they ever so humble. I'm sure that under his care, Liu Xiu will become an even greater setting for the benefit of our fractious, but wonderfully creative community.
