You could go for another nation's Telecom Sats. As for a Decommissioned ones, none are decommissioned. They stay in orbit until it becomes terminal then the IPN destroys them. Hydrazine is aboard most of them and the DSA does not want it to crash on earth. That would be BAD.

I'm assuming Drago's wall won't be constructed for more than a decade seeing as how Israel's West Bank barrier (26 ft high) began in 2002 and still hasn't been completed. Suicide attacks to slow the construction are frequent but still, it would take more than a couple years to build a 50 foot high and ten foot thick wall.

Also, you can't just hit my rocket, its on the opposite side of the world, and to rendezvous with it would take A LOT of fuel. (It is 1,500 kilometers above the ground, and its orbiting at a different velocity.)
