A war has broken out between the Klingons and Romulans because a Klingon supply ship was attacked by 2 Romulan warbirds which were attacked by 3 Negh'Vars. This war takes place in the year 2400.
There are 3 sides

Romulans- The New Earth Coalition,
Neutral- Mincaldenteans, Ravenflight, Anhur, Sam the Reaper, Epraria, Prusseuss
You can play any species in the Star Trek Universe even the borg.

I don't know the exact numbers of Romulan ships and troops. I might be a Star Trek nerd, but not not uber one.
