Number 1 is possible if you have a foreign aid in your history, number 2 I don't know. You maybe become a vassal state for one of the nations here.

I really don't think you read the OP. It says "Osterr's influence is on the rise and challenging Smoyan influence" your government is part of your influence. So it's an influence battle. Not all about fascism.
