It may be easier to explain than to give you a link. Or I just prefer to explain.

Biotics is somewhat similar to the force in a way. In Mass Effect, it is explained as exposure to Element Zero and about 8/9 out of 10 cases results in crippling disabilities. But, about 2-10 gain ability to throw and pull objects, create protective barriers and pull objects apart. These abilities can be enhanced by bio-amps in humans. As you say your race is either based on humans or modified to resemble them they would fall into this area.

However some aliens are natural biotics. The Asari because they developed on an element zero rich world.

Ok...I suppose you could have a select few have 'Force Lightning' butI would like to insist on some side effects to this. Like the disabilities that most get. That would explain why so few have biotic abilities. IC, call it whatever you want. Even come up with an original name.

Now to clear one thing up. You have both said the Nare are both descended from humans and aliens who have been modified to resemble humans. We need a sure story. Which is it?

We already got done with the Sense part of the force so onto the Alter part!

Alter Damage:--OPed as heck

Alter Image:--Essentially a non-physical illusion, this is okay. Limit it to masters?

Alter Environment: --No.

Animal Friendship: PONIES IN SPACE!

Battle Meditation: Battle meditation was a Force ability which considerably boosted the morale, stamina, and overall battle prowess of an individual's allies. while simultaneously reducing the opposition's combat-effectiveness by eroding their will to fight. The Nore version can only be used between two people. This is a less refined version of Force Meld.

Deadly Sight: ---No!

OK, while there are other things I am not entirely comfortable with. Like shape shifting and no breathing and basic immortality. As long as they can still be killed I am fine with it I suppose. But I would suggest that they be vulnerable to foreign diseases where they have no defense for.

Add these to the app and I will give it a yes vote. But you still have to convince two others. So take their advice into account.

And as for non physical illusions. If it is limited I guess I can approve.

Alright, fixed disease thing, they can't shape shift, the breathing thing was limited by the fact that if they DO breath during meditation or as part of a ritual they will get air-borne diseases[even if they are supposed to be immune to it, the lungs are "cut off" from the immune system, partially]. The basic immortality is due to genetic modifications, and yes, they can still be killed.

Also, on another note, I don't understand the respiratory system of your race either. If they have no need to breathe, then they must get their energy from somewhere else. Breathing, as we all know, provides air to the respiration process to turn nutrients into energy. If they do not breathe, they must use anaerobic respiration, which requires the ingestion of substances they can convert to energy. An example would be the Givin race from the Star Wars Universe.

I have read the app again. And It will receive yes vote due to the changes. You stated the abilities from Mass effect Biotics are included I assume it includes the drawbacks as well. If so, then you get a yes vote. If not, include the dissabilities most get from the process and then you get a yes vote form me.

And good luck with the other council members. I wont promise they wont ask for additional changes.

Yeah, I included the drawbacks as well! Speshial element and the fact you can use nanites to hack the implants[if they have one, some of the sub-races will] and to disable their abilities temporarily and that some people are unstable, extremely so...

They have an extremely high caloric requirement to be able to access their abilities, even with an implant.*Smiles.*I am like kitty, MEOW! If they go too long without eating enough they become physically ill, if this continues they go into stasis/a coma and eventually die.

Summary of your nation (a Paragraph) [spoiler]Earth was becoming crowded and polluted. With options running out, a filthy rich trillionaire sent himself and 2,000 other carefully selected humans into cryo-stasis, intent on landing on a fertile planet light-years away. In an interview, the Founder was mocked, his dream project called a dim failure. He named his new civilization "Mauretania Nova", meaning the new land of the dim, the dark-skinned. Though many of his chosen travelers were of a lighter complexion, the name stuck, and as Earth tore itself apart, his ship went sailing into the stars. After some years in stasis, they landed on the ideal planet, and began anew.
