Well it has international laws which are for the most part enforced in the civilized areas and it could call together a joint-military effort against any intrastellar threats.

How can it have international laws when it rules the whole galaxy?

As for the Republic, I'd expect it has a sizeable army of its own. It is far from powerless, and could be used as a tool by member states to aid in destroying another one, or at least attacking.

If you ask me, the fact that it is there is enough for all intents and purposes. What it actually does has melted off in the years to become little more than "Make everyone a member and make sure they don't leave". When it was created, it was a great alliance, seeking to create a utopian, intergalactic society where all species lived in harmony. Of course, in today's day and age, it has atrophied into a bunch of guys meeting to discuss things nobody really feels or cares about with little actual purpose. The last meaningful legislation would have taken place decades ago, and the department responsible for maintaining the law would bend it as far as it can go to allow the cash to flow into their private bank accounts. And then, when someone is unhappy with another nation, a few well-placed bribes and the Federation Security Council would suddenly and mysteriously have a unanimous vote for an invasion of that nation.

10 000 years and a lot of membership shuffling tends to diminish things.

Orson - I expect every single member-state to have their own army and navy and such, members are mostly autonomous.

Exactly. And, if one power bloc bribed them more frequently, the Republic could essentially become their puppet, and they could essentially requisition its fleet whenever they wanted.

And Orson: of course you can have your own military. You'd be screwed if you relied on the Republic to protect you.

The Hunzoi will participate in and enjoy said corruption. Hell, the Hunzoi representative will likely host the senate's orgies at his own residence on the capital.
