Well, supposing I have 12 star systems under my control, plus 7 alien NPC ones, all of these will be inside one square?

Pardon my saying but twelve is a very small number for an interstellar civilization in my opinion - unless you're a young one.

It was an example- I'd most likely have around 25 or 28, the more even the number the better.

This is, of course, banking on how old the "Great Terran Empire" (Where all Humans came from) that fell was and if Toishima could use the technology left over from that time. Toishima itself is about 3800 years old, not counting the GTE time.

Since there is likely to be only three of us voting, then all it would take is two of us to come to an agreement.

Yep. I'll add you to the list.

Oogium, one sub-square will be able to hold three spheres of influence. There should be more than plenty room for everyone inside. My biggest qualm with the FAR II map was that it was too massive for realistic IC interaction to occur. By crowding together civilizations, we can hope that IC conflicts over depleting resources may occur.

So, how large are we going to want these empires to be? If they've set up a Galactic Republic, I'd say about 100 systems at the least.

Well, this actually brings us to the "human question", which is, how are humans around? To answer this question, along with yours, the short answer is yes, you may. Humans are all descended from Earth (Terra?) which was an ancient and star-spanning empire, until the sudden collapse years ago due to the ecological destruction of their planet. Their colonies, for the most part, still survive, harbouring legends of Terra.

The following is a brief idea I thought up based on this premise:

Millennia in the past, the Humans first grew and developed on an ancient, forgotten planet. This world is known by many names, from Terra, Diqiu, Chikyu, Yer, Zemlya and so on. While the Humans were a pioneering species, intending to find out all they could about the galaxy around them, they were a very rigid and selfish species, unable to accept that there are things beyond their comprehension or that they were no longer the superior race the moment they left their home planet. Humanity's main gift was their diversity and their perseverance. Culturally and biologically diverse, and with the will to carry on after being defeated time and again, Humanity spread throughout the galaxy.

Taking baby steps, Humanity established various colonies and took control of many stars within their sights, ignorant of the alien species out there. Human colonies soon appeared in what they believed was every corner of the Galaxy as they prospered and grew further. In reality, they had only conquered a miniscule part of the Galaxy at this time, in terms of size. With little concept of conservation in the face of progress, the ravenous humans left countless world strip-mined and covered in smog, including their own home planet, which was a planet-wide city where the seas were green and, on a good day, you could see the top of the apartment building next to yours. Even so, the people were rich and were well-fed with exotic alien meats or cloned livestock.

Eventually, it was Humanity's own selfishness and diversity that cost them the most. With no knowledge of the alien species out there, the armies that the diverse Human nations had been building in preparation were for naught. With no other enemy, they began to turn on each other, tearing each other apart until the only remaining pockets of humanity were small colonies still out there and the immediate sphere of influence around their home planet. Finally, the countries sealed their fates by saturating each other in nuclear weapons, turning the smog-covered wasteland into a smog-covered irradiated wasteland.

Out there, though, Humanity still thrives on some colonies and colony fleets. Their home planet is gone, only whispered about in legends and tales. Some say it is still out there, but any effort to find it would be for naught. The air is not breathable, the water is toxic and filled with impurities, whatever useful minerals there once were have been extracted and the ground is made of compressed garbage and ruins from millennia past. It is now literally the third rock from the sun, for that is all is is now.

I'm hoping that everybody who does a human nation will not go for standard human - that there will in fact be differences between each sub-species in a sense.
