A spy in the Stratocracy [Invite Only]

The old political cliche of government officials having secret meetings in dimmly lit, smoke filled back rooms was absolutely true in Orthella. At least it was when it came to the military. It was a tradition started by General Lucas Saren, who was known for his habit of smoking very large, very expensive cigars. He was retired, but his successor, Ruth Orwell, who was fond of slightly smaller, but also slightly more expensive cigars, had continued the tradition. This day, she sat in a particularly dimmly lit room that wasn't quite yet filled with smoke, although they were getting there, and spoke with one of her top spies. The spy was named Miranda Mort. Aside from speaking fluent English, French, Russian, Vakolic and Italian, knowing just about everything there was to know about every culture and government structure in Europe and being a better liar than the Prime Minister, her particular quality was that she didn't look Orthellan at all. She had a fairly round face, red hair, green eyes and freckles. She was also rather short, which didn't quite fit the description of an Orthellan either. The plan was to infiltrate the highest levels of the British government and gather as much information on Lord Protector William Cullen as possible.
"This is your new identity." said Ruth.
"Jessica Stone?" Miranda read out loud with an ambiguous accent. She didn't even sound Orthellan.
"You were raised in the English countryside, not far from Liverpool. You're a devout follower of the Goddess, although you're not zealous. After your mandatory military training, you became a novelist, but so far, you've been unable to support yourself financially, so you've also worked as a receptionist."
"A novelist?" said Miranda and raised a brow.
"We have to add some flavor to your character, don't we? We've already written two books in English for you, as well as a start to a third one. They're not well written, but you're not supposed to be a successful novelist. You should read them to get a sense of your writing style."
Miranda rolled her eyes, she didn't care much for art.
"As for your political views. You consider yourself a Unity Nationalist. This means..."
Miranda cut her short. "...While I wholly support the military's right to rule and view unlimited democracy as mob rule, I hold freedom of religion and expression very dearly. I very much oppose all forms of socialism and believe a capitalist economy, coupled with a strong sense of civic virtue is what will make the Stratocracy stronger."
Orwell smiled. "Good. For now, this is strictly an espionage mission. It will be upgraded to an assassination mission when and if you manage to secure a safe escape from Britain without revealing your true nationality. You will not engage in any form of sabotage, unless I authorize it first, and that will not happen unless I have a guarantee that the sabotage will not be traced back to you or Orthella. Are we clear?"
"Yes General."
"All right, we will smuggle you into Londonium whenever you're ready."
"I'm as ready now as I'll ever be, General." said Miranda in English with a flawless Scouse accent.

[Sovereignty Palace (formaly known as buckingham palace) Londonium. Government District.]

A soft knock at his office door drew the head of states attantion from his papers.

"Come in" Lord Protector William Cullen answered in his deep Scottish accent.

Head Imperator General Brightwell entered the room along with Prime Senator Gwthyer. Both, like Cullen, wore their uniforms.

"I've been trying to reach you all day" Gwyther commented with mild annoyance.

"Sorry, my receptionist passed away recently, new one starts tomorrow" Cullen answered.

The Field Marshal stood and extended his hand towards Brightwell.

"Welcome back to the Stratcracy General, I trust the latest WA police action didn't overwork you"

The fellow founding father grinned and shook his leader and friend's hand.

"I was more worried about you lot going soft with cushy office's and soft beds" Brightwell countered.

Cullen chuckled. All three men were part of the larger "Founding Fathers and Mothers of the Stratocracy" group which had lead the Armed Forces in the Social Militarist Revolution decades ago. They were old comrads.

"So" Cullen asked sitting back down and gesturing for his two officals to also sit " What do I owe the pleasure?"

Gwyther took out a folder from his briefcase marked "Classified" and slid it across the desk. Cullen picked it up and opened it. Gwyther then began to talk.

"Two days ago the 29 Commando taskforce raided a warhouse in one of the occupied zones along the border. It was a standred anti-communist op, the insurgents were using it as a staging area for border attacks. While they were mobbing up they captured a freelance Infomation broker who was handed to the Intel Corps. The broker then told officers that he had heard rumors of an anti-Stratocracy Orthellan black op which was aimed at the highest level of our government"

Cullen looked up at the welshmen and cocked his eyebrow.

"Whats the nature of this op? do we have details?" He asked.

"None, in fact we don't even know if he's telling the truth, he might just be trying to save himself"

"Where is he now?"

"He's been handed over to the Internal Ministry, they are overseeing the case"

[Internal Ministry's security holding facility. Just outside the capitial]

"For fuck sake" Major Dougle O'brian spat " He's outcold.

The two troopers who had been holding the prisioner down winced.

"How the fuck did you manage that? I wasn't evern ready to give him the injection" The Irishmen berated the two.

"I think he though we were gonna kill him" One of the troopers suggested "and fainted" he added.

"Oh shit" The other trooper muttered, feeling the prisoner's chest "He's having a heart attack, he most have been scared shitless"

"Get him to a hospitial for fuck sake, he's our only lead, MOVE!" O'Brian yell'ed.

[OOC: My country does have a deep dark secret that your spy may eventually want to look into, have her look into something called "Special Enforcer Units" or SEU. Not something it's proud of]

OOC: I usually don't do this, but I'm going to do this post from your character's point of view. I might take the liberty to make him say a couple of words, but it won't be anything that matters.
The morning after
Another day, another knock on the Lord Protector's door. It wasn't soft or polite or friendly, like when Brightwell and Gwthyer had knocked the day before. It was firm and deliberate.
"Come in." said the Lord Protector.
The door slowly but steadily opened. What came through it was a young woman, no older than thirty. She wore a black shirt and a black skirt, standing on black heels. She was short, although the heels elevated her slightly. On top of this dark outfit was a head full of the reddest hair Cullen had ever seen in his life, tied up in a ponytail. "Good morning, sir." she said with a distinguished, but not thick Liverpool accent. "My name is Jessica Stone. I'm your new receptionist."

"Ah yes, Miss Stone, nice to meet you" Cullen replied "Please, take a seat" the scotsmen gestured to the seat in front of his desk.

"I did not get a file on you, our internal office say it couldn't be found, strange" The Lord Protector mused, giving her a inquisitive stare. Had he not had so many matters of state to address he would have followed that up, but he's mind was currently too overworked.

"But I'm sure it'll turn up" Cullen said, dissmissing the issue.

"Why don't you just give me a brief personal history and we'll get you too work"

[Internal Ministry. Capital District]

O'brian's superior gave him a frown.

"Why would he have a heart attack?" Colonel Bedford asked.

"We were about to give him a truth shot, but he freaked out and...well you know the rest" The major answered.

Colonel Bedford exhaled in frustration. O'brian was very careful not too cross the ex-senator, the former head of SPEC WEP division had been demoted to colonel and stuck into the intenal ministry a year ago after pissing off the entire Parliament.

"I want you and an armed guard to stay by the broker's hospital bed at all times, if the Orthies are planning a black op, we need to know about it, understood?"

"Yes sir"

Jessica sat down. "Well, I'm from Liverpool. Actually, that's not true, I'm from a small village, just outside of Liverpool. I went to school in Liverpool, though. Didn't like it much. When I was eighteen, I went on to become a novelist. Although, that's not quite supporting me financially. Which is why I'm here." She smiled, a bit awkwardly.

"Mmmmm I see, well welcome to the job" The Lord Protector said with a thin smile.

He then slid a file across the table.

"Your first job is to get this note to the Prime Senator, he's office is down stairs, it can't be missed" He gestured his hand.

"Once your done with that you can see your other duties via your computer on your desk outside, I'll send for you should I need anything, welcome aboard" Cullen told her, getting back to his papers.

"Will do, sir." She took the room and exited the office. On her way, she read the note. She made a mental note of SEU. When she arrived, she knocked firmly on the Prime Senator's door. "Mr. Prime Senator, I have message for you from the Lord Protector."

The Prime Senator's office had at least six different desks in it. Gwyther prefered to have his adviser staff share his work space so he could better relay ideas and decisions.

Admiral Gwyther looked up from the files that his assistant was showing him and turned his head to the northen englishwoman.

"Thank you" He muttered and turned towards her.

Taking the note he read it over, a hint of anger in his eyes. The welshmen took out a mobile phone from his uniform breast pocket and dialed a number. He put it to his ear and waited for three seconds.

"Colonel Bedford, why is a CNN crew digging into SEU unchecked?.........The Lord Protector himself heard about it.........I don't care about Orthellan intel brokers, get CNN out of cornwell or at least stone wall them"

His eyes than looked up at Jessica and nodded "You can tell the LP it's being taken care of, good day"

Cullen looked up at her and give a hint of smile, and then looked at his papers again.

"Yes, he tends to get panicy when the press push for dirty state secrets, not like the WA would ever give a damn" Cullen muttered.

After a moments pause he looked back up at her.

"Speaking of state secrets, would you be willing to do me a personel favour?"

"Sir will do" the Scotsmen told her.

He took out a black folder that was sealed by tape. It had the word's TOP SECRET in red written across it.

"Go to the basement and throw this into the furnace. Once that is done go the palace gates and escort my wife, who is waiting there to my office"

He stood and handed her the file. "Make sure it is destroyed".

[Greater Londinium Hospitial. Security wing]

"I don't know! you can't hold me here anyway, I am a Orthellan Citizen!" The infomation broker shouted angerly at him.

Major Dougle O'brian crossed his arms over his chest and shot the Orthellan teenager a death stare.

"First of, you were found selling infomation on our Armed Forces to Communist insurgance, secondly you were found on the border, our side of it. you are now the property of the Internal Ministry"

The Broker looked away, clenching his teeth.

"Now" O'brian began "If you want to cut jail time, I suggest you answer the question, what did you mean about what you said about a mole?"

The Orthellan just lay there in the hospitial bed (Tied to it), looking at the wall. Then he spoke.

"All I know is what my....friend...told me, he worked with a guy who worked for Orthellan Military intel, he said that he had heard a deep cover mole was going to be planted into a position of trust, and would report all classified data back to the homeland"

The Major stared at him for a while before shaking his head.

"I think your bullshiting to save yourself" He stated bluntly.

"I don't know how much of it is true or not but thats what he told" The broker spat.

The Major put on his officer cap and looked at the Nurse "Put him to sleep, I'll see him again tomorrow"

"Wait...WAIT!" The Broker shouted as the Nurse apporched him.

Jessica smiled warmly. Bingo. "Of course, sir. You can count on me." She took the file and left for the basement. Almost immediately after she left, Cullen's phone rang. As the Lord Protector answered it, he found, to his surprise, the voice of his old enemy, former Prime Minister Lucas Sanguine.
"Hello William, it's Lucas."

Cullen leaned back in his chair, a frown on his face.

"Lucas, if I remember correctly you were given this number to use in the event of a crisis....when you were in power, may I ask why you are calling?"

Cullen kicked himself mentally, Julia (his wife) and told him to get a new number months ago. she always had to be right damn her.

The Lord Protector and the Orthellan former leader had not spoken since the failed peace talks last year.

"Well, you know me. I've alway's viewed human rights violations as a sort of crisis." said Sanguine, almost mockingly. "You have an Orthellan citizen captive. A teenager by the name of..." There was a brief pause. "...Julius Prim. A communist activist. He hasn't reached military age, so he's still a civilian. I'm asking you nicely to release him from custody, before this gets ugly. We don't want the WA in this, do we?"

Unmoved, Cullen stood up from his chair and looked out the window at his capitial.

"I'd be more then happy to tell the WA committee of Human Rights that a self-rightous occupy movment wanna be was giving infomation that put Stratocratic Citizen's lifes at risk to Leftist terrorists"

There was now anger in his voice.

"Mabye if your Country took care of its young and taught them civic virtue he'd be an upstanding citizen rather then a pathetic rebel fighting for an unrealistic cause"

His steel gray eyes looked up at the afternoon sky, a deeply repressed anger burning within them.

"Get the WA involved if you want, our allies will simply veto whatever you throw at us, if we swapped places I can be damn sure you'd be telling me to get lost too" Cullen stated, matter of fact in his tone.

"Now if you are quite done, unlike you I have an economic and Military superpower to govern" He added, no longer hidding the spite.

"Well, it's only a year until he's conscripted. He'll learn discipline soon enough." said Sanguine, calmly. "But the fact remains that he's an Orthellan citizen and as such has the right to Orthellan legal assistance. You are giving him a fair trial, are you not? You don't want to extend the misconception that Britain's a ruthless dictatorship with no respect for human rights."

Meanwhile, Jessica had made it to the basement. She closed the door and scanned the room for security cameras.

"As per our Constitution he will be given a fair trial, and yes he is allowed an Orthellan government Official to represent him, we don't preach rule of law for nothing" Cullen told him.

"But a trial will happen after our internal Ministry is done with its inquiries, not before" He said firmly.

He hoped that his rival wasn't going to use this to get back into power. The stratocracy had enough problems to deal with.

[Contents of the Black File: Overview. Details have been inked]

Subject: Operation Total Black

Objective: The collapse of the Orthellan government and Military in the event open conflict occurs. The Occupation of Orthella

Plan:

Stage one. Complete naval and air superiority over Orthellan waters and air space within a 30 days. Stratocratic Air Force to destroy Orthellan Military command and control in a shock and awe campaign.

Stage Two. A campaign of Rapid Domination. Armoured Units followed by infantry battalions will invade via the coast and isolate all major cities. High Command will then demand Orthellan civilian government order surrender. In the event that the OG refuses surrender, all division are to eliminate all remnants of the Orthellan Military by force. All major Cities will be occupied and Orthellan Government overthrown.

Internal Ministry will arrest all major Orthellan leaders and will set up provisional Government. Orthellan leaders to be sent back to the Stratocracy.

Orthella will either become a part of the Empire, be left in anarchy, or made into an ally of the Stratocracy.

"Ah. You see, there's our problem." said Sanguine. "I know very well what inquiries on behalf of the Stratocratic government. Until he is given a trial or at least a legal representative, you are to leave him alone. His lawyer will be flying over today. I think you'll like him, actually." Cullen could almost hear his rival leaning back in his chair. "He's conservative, a big supporter of the military, has excellent leadership skills. Did you know I'm educated as a lawyer."

Jessica scanned the contents of the file into her phone and then burned it. Her report to General Orwell was going to be interesting.

As Sanguine spoke Cullen reached for his pager and paged for Gwyther.

"Mother fu......" Cullen muttered, grinning as he shook his head.

"You really think you can come here, to my country and dictate our laws to us?" Cullen asked "Ok Sanguine, there's nothing I can do about it, in our Stratocracy no ones above the law, but you can be damned sure that the prosecution will have the best working for it"

Cullen's office door swung open and Gwyther ran in, out of breath.

"Does the word political shit storm mean anything to you?" The Welshmen weaved angrily.

The Scotsmen smiled at the bureaucrat and spoke again to Sanguine "I think you will find Admiral Gwyther a fine and worthy opponate"

Gwyther exhaled and rolled his eyes "Tell him I'll sort out a hotel room for him and will send him a document on how our legal system works, also tell him he'll have a security detail to attend to his needs"

"You catch that?" Cullen asked the Orthellan.

"Dictate?" said Sanguine, mockingly. "No, I'll leave that to you. You are the dictator, after all. No, I'm merely coming over there as a lawyer. I'm not a politician anymore, remember. The Cath... Conservative Party has a new face. A stunningly handsome, but also stunningly unqualified young man has taken my place." Jessica entered the office. "But I digress," the Orthellan continued. "I'll be flying over tonight."
"It's done, sir." she told her employer.

Many considered the fact that Citizens in the Stratocracy had to earn their right to vote via Military or public service to be fascist in nature. The British themselves however considered it to be meritocracy. It was a core value of Social Militarism.

Still, Cullen was not about to get into a political debate over it on the phone.

"You will be given a room in the St Lucia hotel, its a five star establishment very near the Government Sector and the capital Forum, you can have a guard detail if you wish, all the details will be given to you via your Internal ministry escort on your arrival"

Cullen looked up at his assistant and acknowledged her presents.

"See you soon Orthellan" The Protector finished.

And with that he hung up.

Rubbing his eyes he then looked back up to his assistant.

"Thank you for sorting the file Jess, now if you could go to the palace gates and clear my wife into the building" The Scot asked "Sorry for all the leg work" He added with a tired smile.

As she left Gwyther turned to the head of state, frowning.

"Who is she again?" He asked.

"She's my new assistant, Jessica" Cullen answered.

The welsh bureaucrat deepened his frown, clearly annoyed.

"Why didn't I get a file on her?"

Cullen looked up from his desk.

"I didn't get one, but the security office says she's fine, I am capable of independent action you know"

"I'd rather like to look into it if its all the same to you"

"Go ahead then, but focus on the trial"

"Right away, sir." said Jessica with a warm smile and left for the gates. She didn't show it, but she was anxious to complete the workday so that she could report her findings. She met the Lord Protector's wife at the gates and cleared her in. "Good day, Mrs. Cullen. I'm Jessica Stone, your husband's new assistant. At your service."

Julia Cullen, The Lady Protector, smiled politely and shook Jessica's hand.

"Hello Jessica, please call me Julia"

As the Lady Protector passed the red coated Lord Protector honour Guards standing at the Palace checkpoint, the Guards saluted her. She gave them a small smile. As the two women made their way to the Lord Protector's office, they engaged in conversation and swapped backgrounds. Julia Cullen had always been a bit of an enigma to the worlds press, as were hers and William's children.

"He better have a glass of wine waiting for me" Julia said, a tired smile on her face "Haven't stopped today, first I had to drop the kids off at school, then spend eight hours at the charity headquarters, then walk here from Westminster" The Lady Protector rolled her eyes.

Soon enough they reached the LP's office. Upon seeing his wife Cullen seemed to genuinely smile. He then nodded to Jessica.

"Your dismissed for the day Jessica, you've done well, see you tomorrow"

"Thank you, sir." she said with a smile. "I'll see you tomorrow."

As soon as she got to the apartment that had been bought for her, she locked the door and began a thorough search for any hidden microphones and cameras. After she had made sure she was not being watched or listened to, she opened her laptop and contacted the General. "You might want to sit down, ma'am."
"That bad?" answered a rusty voice in the microphone; General Orwell's tobacco stained voice.
"I'm sending you the file as we speak."
"Dear Lord..." It didn't take much to make an Orthellan military officer swear, but to make her take the Lord's name in vain, you needed something big.
"I must say," said Miranda, "I had my doubts about the necessity of this mission. Guess that teaches me to trust your instincts."
"I'll call an emergency meeting right away."
"Wait, I missed out on Orthellan news. Who wont he election?"
"Communists."
"Oh good. So we have full control of the military?"
"No. The other party in the coalition got the Ministry of Defense."
"And that party is..."
"The Liberals."
"Gehem." Miranda swore. The Liberal Party was the only party in the Orthellan parliament that argued for lessening the conflict between Orthella and Britain.
