I think this is not your typical war with a thin casus belli premise RP, so it's refreshing, but...there's not a lot there to develop an RP concept yet.
Who really should care about what happened and why? Did fallout and radiation from the explosion effect neighboring countries? Was there a new type of nuclear weapon being developed?
How could you track most of the evidence if it's dangerously radiated?
What kind of laboratory was it? (officially, of course.) Was it a secret laboratory that wasn't even supposed to be officially dealing with or developing nuclear power?
Is there a nefarious group, like a secret government faction, or a terrorist group involved? IC that probably wouldn't be known yet, but the fact that something along those lines is there to uncover might make it a more appealing RP.
Instead of a two sided debate, if you really wanted to open it up you might consider having participants play a part on a multi-national investigation committee (WA Commissioned?). That way, they could be involved and have more 'skin in the game', as they're playing a character from their own nation, instead of a Russian or Soveinian that they might not understand the motivation or be interested in portraying.
