He states that he has done enough fighting, and so his duty as a humanitarian worker allows him to contribute to internationalist aims while also not directly fighting. Ska Meceye is an up-and-coming officer who is one good placement away from a promotion. She is a passionate military woman, who loves her country and the work she does with it. The Ezmwalian contingent is most keenly geared towards direct aid, the expansion of infrastructure, and the construction and manning of hospitals. A 200-man strong security detail offers labour as needed, but also acts as autonomous defence for the brigade if under attack, and can append the ISVC's ground forces as needed.

Ezmwalians are African-inspired, with a deep-seated hatred of colonialism. Ezmwalia has been predominantly socialist since its inception, and while the chain of command is respected, the Ezmwalian soldier may offer critique or explanation to a superior without risk of punishment, and the chain of command is much looser than many militaries. Ezmwalians are mostly secular. Most Ezmwalian soldiers are fluant in Ezmwalian and English.

She will not complain about soldiers who do their work, but will demand better of soldiers who shirk responsibilities. She was brought up in a strict household, and can be said to treat her soldiers as her children, leading to the nicknames "Mother June" and "Mother Colonel". She has learnt not to care about these nicknames, though still does not like them as much as she could. Captain Phessa is a hands-on officer, preferring to get the work done himself to ensure it is done, and seemingly always having time for his soldiers.

A lot of those who have contributed to the ISVC combat forces have either left NS, or become too busy to RP their forces, just giving us blanket permission to use them. Stanislaw Kujawski was a squad leader in the Royal Radictistan Army before deserting to the KPR. He led several ambushes against Radictistani police and military forces in Norcustsur before going into exile to keep up the fight against Radictistani interests abroad. Hans Slutsk was an NCO assigned to a Readiness Battalion of the Royal Security Police before deserting to the KPR.

These men are exiles from Radictistan and have little to lose. Although the government of Radictistan does not at this time put a high priority on tracking their whereabouts, that could change if they are observed to be acting more overtly against core Radictistani interests.

[Saint Marcel]

To the International Socialist Volunteer Corps

The nation of Saint Marcel is a small nation (7 million people approx) that is troubled with hunger, malaria, lack of industrialization, infrastructure, and education. While we are receiving support in education, medicine and infrastructure from other socialist nations, we are also troubled by nations neighboring us that are counter-revolutionary and reactionary. In particular, one country, Daniel-Franklin, opposes us and uses agents to undermine our government. It is a larger country, nearly 7 x our size, and is run by a fascist government with a Christian radical fundamentalist national religion. We cannot match this nation in any way at this time.

What we need is a cadre of professional military personnel. They would need to help us accomplish the following:
1. Provide training in technical support. This would include improving armory services, aircraft mechanics, vehicle maintenance, and naval tech. (Our forces are small so this cadre would not need to be huge)

2. Provide training in infantry, air, naval and armor tactics.

3. Provide officer training. We would appreciate being able to send a contingent of officers and noncomissioned officers from each branch to a foreign training academy if possible.

4. We would appreciate 3 training cadres. One for our frigate, one for our naval patrol boats, and one for our national police force.

You would be assisting us in spreading the cause of the Internationale throughout our region. It all has to start somewhere.

The counter-revolutionary attacks on small nations by fascistic bullies is a sad song that is sung the world over. The ISVC is dedicated to ending that choir and I see no reason why a case such as Saint Marcel's should be overlooked. While a more sizable force is put together to provide the full support in your request, we will put together a small CAIF (Corps Advisory Implementation Force) team to assess your needs and oversee the ISVC support. With your approval, this team can be assembled and despatched within the next few days - in advance of a larger contingent that will be able to provide the required support but which will, of course, take longer to put together.

In order for us to be as helpful as possible, we will require several pieces of information from the Saint Marcelian government. These are:
1. The full strength of the Saint Marcelian defence forces, divided by branch
2. Details on the equipment which support is needed with
3. A briefing on the counter-revolutionary activities of Daniel-Franklin

The counter-revolutionary activities of Daniel-Franklin are as follows:

The three primary missions are relief/alivio, reconstruction/reconstrucción, and socialist education/educación socialista. To meet these ends, the cadre’s first priority on arriving will be setting up a CARES center, effectively a field hospital and a distribution point for humanitarian aid, and information center. Once immediate relief is established, engineers and technicians can assist local reconstruction efforts, including by providing guidance on setting up Salvarojense style computer-assisted economic planning. Throughout all efforts, the cadre works to advance the class consciousness and political understanding of the aided population.
