Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): The 29th/V Great Viet Volunteer Division is, in essence, an enlarged division which capable of acting as independent military unit. Being an enlarged and mixed force each sub units would have different characteristics and have different roles. The 198th/V composed mostly of highly motivated students, workers, sailors, party's members or even ex-military personnel thus it serve as both training unit and to bulk up the division. The 238th/V Infantry Rgt is regard as the cornerstone of the division and capable of both attack and defense especially if support by various specialized companies. The 258th/V in the other hand will work best as a highly mobile unit ideally with support from the armor and air units. The commando company is fully air deployable if require. The PUR units had the ability to fight as guerillas units if threatened by the enemy. Otherwise, they would do recruitment, propaganda plays and skits, and organize and mobilize the villages for the revolutionary cause.

We are appreciative of your effort. A few helpful things I'd like to point out. You have listed one division, but the makeup of that division is 15 regiments (approx. 75,000). One military division is about 10,000-12,000 personnel, and that's full strength. So, your division is actually close to a small army corps.

If that's what you want to contribute and can afford to do so, I'm not going to stop you, but keep in mind that depending on your RP population and military size, that could be stripping away a good portion of your defense. Please also be aware that the ISVC cannot be guaranteed to be on your doorstep in case of attack, including your contributions to it. Just want you to be aware of all the facts before you make your final commitment.

I believe we're using different definitions of a regiment. I took volunteer regiments to be about battalion sized (800-1000 soldiers) like in French Foreign Legion. That would make size of said division to be actually close to 15 000 troops.

Commander of Revolutionary Forces

Noting that the position of Commander of Revolutionary Forces is currently vacant. The current Acting Commander is Joffard Tozimbga of The Cardwith Islands. The ISVC has not seen any combat roles under his Command thus far, though he has succeeded in maintaining the organization. It is established that following the First International Socialist Congress Central Committee Election, it is expected that the new Commissar of Revolutionary Action would appoint a Commander in Chief of the International Socialist Volunteer Corps or ISVC. So far there has been only a single request for the assignment. This individual is the current Acting Commander, Joffard Tozimbga. Without a CIC (Commander in Chief) the International Socialist Congress is incapable of effectively dealing with threats to its members and socialist groups across the world.

Realizing that Acting Commander Joffard Tozimbga is a talented and dedicated socialist military commander. He has served in the Cardwithian War of Independence from Hutanjia previously. During the aforementioned conflict Commander Tozimbga proved effective in both conventional and guerrilla warfare. He also showed great prowess in motivating both rural and suburban socialists to commit to overthrowing their oppressors. This aforementioned quality will be especially useful to the ISVC, as many modern-day conflicts are between socialist irregular forces. He is more experienced than other potential candidates, who may be unwilling or incapable of taking the post if appointed.

Understanding that the International Socialist Volunteer Corps will be more effective in responding to threats with an appointed Commander in Chief. Currently, ISVC response time and deployment are hindered without a long-standing commander. Because Joffard Tozimbga is already established in ISVC HQ it will be less costly to allow him to formally take on the duties of Commander in Chief. His prior-combat experience and natural aptitude for command make him overly fit to fulfill the duties as CIC of the ISVC. Additionally there are multiple deputy-commander positions that can be fulfilled and it would be easiest for Tozimbga to appoint them as he oversaw the integration of many candidates into the Corps.

With the prior points understood Acting Commander Joffard Tozimbga is formally appointed as Commander in Chief of the International Socialist Volunteer Corps (ISVC). His or her responsibilities as dictated by the congress and the Commissar of Revolutionary Action shall include the following;

->A) The Incorporation of potential ISVC Units into the Corps following an application approved by the current Commissar of Revolutionary Action and/or the ISC Chairman. This incorporation should be done in a timely and realistic manner.
-->1a) The CIC may also reorganize units within the ISVC divisions in order to ensure an effective fighting force. The the Commissar of Revolutionary Action should be made aware of any changes involving five or more units through a one month period. Both the Commissar of Revolutionary Action and the Chairman may strike down proposed changes, however only the Commissar of Revolutionary Action must give a reason why. Should the CIC wish to challenge a strike down from the Commissar of Revolutionary Action, they may petition the Chairman to reverse the decision. Should a reversal take place, the Commissar of Revolutionary Action may call for a vote from all units involved in the reorganization to challenge the decision of the Chairman. Should the Chairman wish to challenge the vote, a wider vote from all full members of the International Socialist Congress may be done. The decision of this last vote is final.
->B) The Deployment and and Commanding of ISVC units following a bill of Intervention or Support written or signed by the Commissar of Revolutionary Action.
-->1b) The CIC may circumvent the waiting for a drafted bill by requesting emergency military involvement from the Chairman or the Commissar of Revolutionary Action. If emergency military involvement is granted by the Chairman, a bill does not have to be drafted formally for the ISVC forces to be deployed or for support to be given. If the emergency measures are granted by the Commissar of Revolutionary Action then a bill must be drafted by the Commissar of Revolutionary Action even if the war has concluded as long as there is at least one (1) ISVC casualty.
->C) The promotion of deputy Commanders in order for the CIC to fulfill his duties if he cannot himself. The aforementioned Commanders may assist the CIC in fulfilling his duties and leading the ISVC's vast forces.
-->1c) The appointed deputy-commanders may be the commanding officers of units within the ISVC, however they may only be appointed if a suitable replacement may be found. Deputy Commanders may not relegate all their duties to an lower-officer, and must remain with their unit for as long as they are listed as the units CO.
->D) The replacement of damaged or lossed ISVC equipment.
-->1d) The CIC may request funds from the International Socialist Congress in order to restore lost, damaged or unusable equipment. This may include but is not limited to Naval Ships, Aircraft, Small-Arms, Medical supplies, Artillery, Mortars, Sandbags and Ammunition. Approval may be granted by the Chairman or the Party-Secretary. If the Chairman and the Party-Secretary are unavailable, then the CIC may request the funds from the Commissar of Revolutionary Action.
->C) Keeping discipline, military readiness and training within the ISVC's units.

The Commander in Chiefs terms will last until any of the following events:
->The incumbant Commissar of Revolutionary Action is replaced
->The Commander in Chief is relieved of his rank by either the Commissar of Revolutionary Action or the Chairman of the ISC
->The Commander in Chief is rendered unable or unwilling to fulfill his responsibilities
->The Commander in Chief is convicted by a special ISC court of a high crime such as Treason or Murder

Some questions and concerns for you, and please don't take this as harsh criticism, but some things don't make sense right now.


1. The Commander of the force has the same name as the Representative you sent to the Congress. Assuming they are the same person. Preferably, we'd like you to choose for them to either be the rep in Congress OR the commander, but they can't be both in the field and in the Congress at the same time. I'd recommend picking either a new Commander or a new Rep, but CO might be easier at this point.

2. What are the pilots and aircrew for? Are you also donating planes or are they to fly and maintain other nations' planes that have been donated to the Corps? Same with the sailors and naval officers? Do ships come with them?

3. Could you further explain the artists? What media do they use as material for their art? How would they assist the cause?

4. Are the meal prep specialists also cooks and chefs? (Not important, but I'm curious. Never seen someone volunteer personnel of that caliber before.)

This division is made up of everyday citizen volunteers, who have completed conscription, military training, and have joined their local People's Militia branch. The PA is a paramilitary government-organised citizen force, similar to that of Cuba's National Revolutionary Militia (Or to "Dad's Army") which brings Ressian communities together through co-operation in military training and furthers the Ressian patriotism in citizens. Most are over 30, the youngest in this Division being 32 and 3 months, however all have been deemed fit for foreign service, for an indefinite period of time.

The 1st is an amalgamation of the Militia Branches of Senica County, Piešťany County, and Hlohovec County of the Trnava Province, specialising in Medical, Recon and Engineering work. Mechanised divisions are best suited to flat and universally traversal terrain, however without the tank and armoured vehicles, could deploy almost anywhere.

Any cultural or other biographical details that would be helpful to RP your volunteer force and its leader (much appreciated): "Death cheaters" is the specialized medical unit of the Leprach Liberation Army, the armed wing of People's Revolutionary Party, a political-militant organization that aims to overthrow the Capitalist government of Leprach. The armed wing has been waging persistent yet unsuccessful war against the government since it's formation.

The medical team is tasked with providing field medical support to the forces deployed in area of operations thereby preserving the war fighting capability. The unit capabilities include resuscitation, stabilization and evacuation, emergency diagnostics, damage control surgery, blood banking capabilities and patient holding. In addition, the unit can also provide limited rehabilitation and recovering services.

Comrades!

The ISVC is a truly wonderful and inspiring initiative, reminiscent of the great deeds of internationalist heroes of old. Working men and women from all across the Earth joined in a struggle against capitalism and imperialism in all their insidious forms. Our Proletarian State, the Workers' Soviet Federative Socialist Republic, would be remiss not to contribute to this cause. We continue to affirm our unshakable determination to the causes of proletarian internationalism and Socialist revolution.

As we speak, millions of Soviet people express their enthusiastic support for the ISVC. Thousands race to recruitment stations in order to sign up as volunteers. Workers restlessly toil overtime to outperform the plans and supply the volunteers with powerful and reliable weaponry. Not all of these contributions will reach the ISVC immediately. We do not wish to overshadow the contributions of other esteemed Socialist states and organizations, or overload the logistical capabilities of the force as-is. However, be assured that there will always be a sizable Soviet reserve for the ISVC to fall back on in the case of emergency. We will further expand our contribution as the Volunteer Corps grows and matures.

Currently, the Soviet people have assembled a volunteer force numbering nearly ten thousand men and women. It includes ground, aerial as well as naval detachments. While this force is authorized and fully supported by the Soviet Government, it consists almost exclusively of volunteers with prior military experience. Most of its equipment and materiel was donated by factory workers who have been working over-plan to manufacture surplus equipment for the volunteers.

Dear Sirs and Ma'ams,
please allow me to, before plunging into the main point of this message, to introduce myself: I am Ava Cumann of the Tribe of Waterford and I represent the Cabhair Group, a group of wealthy industrialists and businesspeople from the Free Lands of the Selkie. While their mere existance might be seen as the complete antithesis of what the ISVC stands for, one should keep in mind, that the business ethics of Selkie-Businesspeople have always been founded on respect for the workers and their work, sustainable development of the communities one works in and with, as well as giving back to said communities.
Main goal of the Cabhair Group is to improve the conditions of education and thus living within warzones.
As such, I was tasked to write to you about a proposal of the Cabhair Group: The ISVC is joined by a detachment of Cabhair Group workers, mainly by those of the educational profession, aiding in the humanitarian efforts of the ISVC and working closely together with the ISVC on those matters. These people and the materials they need would be supplied and financed by the Cabhair Group, while the transport might need a bit of aid every now and then.
Of course, I do not need to mention, that said group of wealthy industrialists would greatly appreciate it, if their involvement with ISVC would not be announced too publically.

Selkie might appear to be laid-back people, but they take education very, very serious, especially the basics like reading, writing and basic maths. With good heads on the shoulders, they would focus the education they provide on the most immediate needs ("These kids need to learn how to add, subtract, multiply and divide - bugger off with ya differential and integral calculus!"), and offer further classes for those interested and talented enough, for example in different foreign languages and other subjects.
Presenting the parents with the chance for their kids to improve their lifes by the simple means of a relatively solid education (none of them will leave the Cabhair Group's schools as Doctors, but they will be on a good way there), and getting the kids somewhere, where they can't cause mischief, thus freeing up the parents as well.

The Precision-II-class Gunboat is designed as a vessel for many applications, from being a patrol boat and submarine hunter to COIN-Operations, as well as an insertion craft and fire support platform. Her Captain and her crew are very well aware of that orientation of their vessel and know, how to operate and maintain these sturdy vessels... as well as how to modify them, if that is needed.
