As for paying for it, our economy is more than sufficient to spend 400 billion. Plus, it is more than likely that not all of that will even be spent, so the remaining money will go back into the economy.

I would choose your words a little more carefully next time. Unfortunately, the economy's still not what it used to be, and it's recovering at a snail's pace.
