Politics in Kittiwake had always been a more informal affair then in many other nations. In place of the vast conference tables and office like interiors that dominated modern government buildings, all key decisions in Kittiwake took place in a room which more resembled an old fashioned gentleman’s club. The walls were lined with solid oak paneling, housing portraits of former leaders mixed with hunting scenes. Leather bound books lined the rarely used library shelves. The room was dominated by an oversized traditional fireplace around which was scattered several leather chairs and tables. The air was musty, not foul but it smelled of an older life, of times past. Despite the late hour and topic at hand there was a general feeling of relaxation. The desks were littered with empty glasses of whiskey and mugs of coffee, consumed by the men there present.

"My Lord", came a somewhat quiet voice. Those who heard it knew to fear it, for it belonged to a man who had manipulated his circumstances and those around him to become perhaps the second most powerful man in the nation. Gatsby came from the north, from a small agricultural town, which had been long forgotten by most. A regional visit had allowed the Lord Protector to make his acquaintance and more importantly his sister, a breathtaking beauty. The Lord Protector had fallen for her charms and began courting. Their affair quickly became a subject of much discussion among the whispering classes. Gatsby was quick to exploit the situation. His family moved to Powerscourt and he accepted a position as a senior advisor in the Lord Protectors cabinet. In this role he became feared by many for his ability to direct the actions of the government and influence over the Lord Protector. To many he was an unwelcome addition to the politics of Kittiwake, although few would say that to his face. “There is one other topic which we must discuss. The World Assembly legislation on biological weapons poses a dilemma. Despite our nations long aversion to the military, or perhaps because of it, you took the brave decision when you were elected to focus on enhancing our biological deterrent, to protect and save the lives of many Kittiwakese in the event of warfare. We both know it has become a key part of our national defensive strategy, even if its existence has been kept secret. Leaving aside the vast sums of money invested in this program, if our program becomes public knowledge it would destroy your reputation and undo much of the good you have achieved as our Lord Protector”

Stuart Menzies was a troubled man. He stood up and began pacing forward and back, the wooden floors creaking under each step. Finally he stopped and reached for another mug of coffee, then thought better and poured himself a generous dose of whiskey. The existence of this program had long been hidden, despite the regional communities strong belief. With the Assembly legislation passed it would only be a matter of time before Kittiwakes neighbors began demanding inspections. And what then, this program was only the tip of an iceberg. Kittiwake may be a liberal democracy but his three terms as Lord Proctor had been assured through vote rigging, intimidation and the imprisonment of large numbers of his opponents. All this was done while still showing a face of democracy. The truth would destroy him but abandoning the biological program would mean far more then a loss of defensive deterrents. “What would be your consul my friend", his voice was searching, pleading for an answer.

“There is an option, however it will require political strength and determination. A grandstand speech, railing against WA interference in our nation may appeal to the masses who have long grown tired of its interference. This is an opportunity to set the tone, refuse to allow inspectors to defile our nation. If we play this correctly then we can turn the public against the WA entirely. We must see this as a change for a new chapter in our nations history. We need strong leadership, which is what you will offer. Of course this fails to address disposal of the weapons however I have a plan for that as well."

A statement by Lord Protector Stewart Menzies to Kittiwake's news channels regarding the newly introduced World Assembly Biological Legislation

The brave and faithful people of Kittiwake have many grievances, and today we add another to the long list. The World Assembly has long been know as a corrupted and hollow institution, mindlessly imposing the will of bureaucrats on the nations of the world. Its reputation for needless meddling is perhaps exceed only by its reputation for incompetence. Today the beast once more raises its head.

We in Kittiwake are a peaceful people, who wish no more then the spread of faith and goodwill to all, yet we are insulted that we are compelled to allow foreign inspectors onto our sacred soil. In introducing legislation banning the use of biological agents as weapons, it has attempted to insult our nation and those of countless other innocent regions.

Many will ask why we remain in such a debased organization, an organization which represses the will of its member nations. The truth is I am not anti-assembly however just as the beasts of the forests and the sharks of the sea need to taste the reign of man so too must the Assembly be held responsible for their actions. This filthy virus, which lashes out, like a wild beast, and infects all with the stain of their sins, must finally be held responsible for their actions. This we can not achieve as an outsider. We must continue to rise the storm and eventually force its direction into calmer waters.

Is it possible for us to witness a world without the Assembly? You should know that goal can certainly be achieved should its course not be corrected.

Will we comply with this legislation regardless of its foolhardy intentions. I promise to you today that Kittiwake is an open nation which has no secrets to hide however we will never allow foreign agents of hostile nations to set foot on our lands.

I call upon our allies to support our position and our crusade against the overwhelming power of the oppressive World Assembly

I would like to tour the country and start the talks on possible trade and...maybe more between The Estovakian Empire(Red Star Alliance) and The Lord Protector's Dominion of Kittiwake. I personally can't wait to meet you both along with my Minister of Defense, Soverov Kapenski and our star military leader Marshal Georgy Zhukov. The Estovakian Honor system dictates that we meet in person and maybe open the doors between our nations. Of course we may offer more than just that.

The government of Jessjohnesik has limited millitary, it is almost nonexistent. Our only protection is biological warfare, which we have a lot of and cannot be forced to destroy it. We will not comply with this resolution.

The Sultaness's press representative walked into the press conference room, he then fiddled with his papers cleared his throat and walked up to the podium.

"Ladies and Gentlemen I present to you: Your Sultaness Suraya Akir, The Queen of Queens."

The Sultaness came out slower than usual in a slim black dress topped by an al-amira burqa. She took her place behind the podium which had a Syrakhstani flag on it's left side and the flag of the capitol district on it's right side. "Good Morning everyone, I thought would start this press conference off with the good news. The arms manufacturing industry is back and they're hiring for the first time in five years. The economy is getting stronger; however, there are still millions of Syrakhstani's that cannot find a job. Therefore our Job in Asgabhad isn't to sit back and do nothing and it certainly isn't to stand the way, we're going to get things done and we're going to get them done now." As the Sultaness cleared her throat a Revolutionary guard walked through the press conference room to the debriefing room with a folder with 'classified' simply stamped on it. Three papers fell out of the folder onto the floor.

A journalist quickly grabbed the papers without being noticed. Once the Sultaness finished clearing her throat she asked the reporters and journalists if they had any questions unbeknownst to her what she would be in for. A reporter for the Asgabhad times stood up "That's well and all but some foreign nations may argue that the current regime still isn't exactly stable, especially with Ayatollah Mahdavi's influence nearly as great if not greater than your own. What measures are being taken to prevent the Ayatollah from having a greater grasp on the nation." The Sultaness rolled her eyes slightly and looked to the right, "I can assure you the Ayatollah is not a threat to the nation, he is; however, a distraction and will continue to be so long as he's given the attention that you reporters believe he deserves. Next question please." A parade of hands went up in the air and the Sultaness picked one at random "The question is in regards to the nation of Kittiwake. Kittiwake as you may know has made it's stance clear about the World Assembly intervening when it comes to nation's right to choose when it comes to biological weapons. With the recent passage of the biological warfare convention act do you find it unsettling in anyway?" The reporter then pulled out a paper "Especially with evidence such as these aerial reconnaissance photos showing evidence of what look to be prison camps set up throughout the isolated parts of the nation."

An Air force General standing in the back let out noise that sounded very similar to growl he then towered over the reporter and asked "Where did you get that?" The reporter attempted to hide behind his seat, "I, I found it. It was on the floor." The General quickly pulled it from the reporter crumbling the piece of paper in his hand. The Sultaness stepped down from the podium, "All great nations make mistakes, because people make mistakes. If anything our history proves that. I will be meeting with the Leader of Kittiwake later this week until then I can and will not make any further comments. Good Day."

The Sultaness quickly left with her press representative quickly following her. "Ma'm you do know you're not scheduled to meet with him correct?" The Sultaness laughed as they closed the door to press conference room "Yes, I do know; however, now if you'll excuse me it seems I've now choice now but to schedule one."

Back in the safety of his offices the Lord Protector knew that his speech, while certainly striking the desired effect had confused the public. Kittiwake was not a nation known for grandstanding or brining attention to itself. Its faith was based on reason, logic and harmony with nature. Gatsby had convinced him that it was only reasonable that in the face of this great threat he took a determined line, the people needed strength and it was reasonable that he would be the one to provide it. Still he felt uncomfortable, not because he had lied to his nation, that he had done on many occasions over his terms and long before then in his rise to power. No, his discomfort came from the knowledge of what must come next. Long conversations with Gatsby had convinced him that this was the only way forward.

As they saw it there were two problems, the existence of the biological weapons and the existence of the labor camps where hundreds of his opponents and reporters had been relocated to over the years. The camps had been built in remote areas with little or no human population. The work like much else during his reign had been hidden from the public and to a passerby they would look like little more then a forestry camp or farm. They were protected by his most trusted military forces, which were not Kittiwakese but mercenaries hired and loyal only to the wads of cash which lined their pockets and padded their bank accounts each month.

The solution was clear, at least in the eyes of Gatsby and Menzies. One problem would eliminate the other. What they were planning was a human rights violation, the likes of which had never been seen before in Kittwake. Both men knew the genocide they were advocating would forever sully the name of Kittiwake should it be discovered.

The stories had already been prepared for the media. A terrorist attack could offer an easy excuse. It would be blamed on groups operating out of neighboring nations. If all came to fruition then his position would be strengthened to enact further reforms and restrictions, ensuring his rule for the foreseeable future. After all he was the one who only weeks before had preached about defending national sovereignty.

Everything had been prepared, the mercenaries which guarded the camps had been pulled out earlier that morning, locking and sealing the gates. The biological weapons had been armed and positioned. Now they waited for the perfect moment, a moment which was soon to present itself, as had been planned.

Several representatives of foreign governments, including his personal friend from Syrakstan were awaiting an audience. What better time that for a terror attack, orchestrated by foreigners, to be planned then during a meeting with these very foreigners. He did not desire the Syrakstanis to be blamed and would make sure the blame fell elsewhere but the timing had presented an opportunity not to miss.

The weapons would wipe out the camps and in turn be destroyed in the process. The damage to the surrounding environment would be minimal and would dissipate quickly, not that he had any intention of letting investigators into that area. This was the only logical and reasonable course to follow, or at least that is what he had convinced himself. The people needed his strength and rule, nothing could be allowed to threaten that.

He placed the glass of whiskey on the desk. He had been drinking far more in recent months, as the glow of his nose and cheeks could attest to. He gathered his thoughts and picked up the phone. “Please see them in.”

Now the games would begin. The doors opened and he stood to welcome his guests, “Welcome, welcome, we have much to discuss”. As he reached out his hand he cast an eye to the exposed watch. Thirty minutes, he though, stay calm, its only thirty minutes.
