It is with great sadness that the Empire has received this communiqué from your department of Foreign Affairs and has found the wording and threatening nature of this ‘deadline’ most troublesome. The Empire has always maintained the right to defend itself and the right to deploy defensive assets in its sovereign territory whenever and wherever it sees fit. I would like to remind His Majesty King Walker of Apilonia and the Global Community that the Empire of Hi No Moto has conducted no threatening actions towards the Empire of Apilonia or sought the opening of hostilities with its government and its people. The deployment of the Type 6 ABM System is part of a larger defensive review and is aimed at no one single threat in particular, instead ensuring the continued security of the Empire in all sectors.

I would like to remind His Majesty King Walker and the Global Community that the Empire of Hi No Moto was ceded the Aleutian Islands Chain by the Republic of Alaska, the internationally recognised owner of the Aleutian Islands at the time, in 2010 after the regrettable ‘Siberian War’ in the ‘Treaty of Vladivostok', which the Empire had provided to the Global Community upon the completion of its signing.

I and the Empire would like to make it clear to the Global Community and His Majesty King Walker that the Type 6 Anti-Ballistic Missile System that is to be deployed to the Aleutian and Komandorski Islands is a purely defensive weapons system and must stress that it is ineffectual in an offensive role, something which we understand may have been misjudged by the Empire of Apilonia. The Type 6 ABM System is the standard AMB System in the Imperial Armed Forces and is deployed across the Empire to ensure the defence of it’s airspace from any and all hostile weapons and during its 20 years of service has never been used in an offensive role.

The Empire of Hi No Moto understands however, the suspicions that the Empire of Apilonia my have over the capabilities of the Type 6 AMB System and therefore wishes to take the unprecedented step of inviting military officials from the Empire of Apilonia and military officials from across the Global Community to attend a series of tests being conducted with the Type 6 ABM System in the Mariana Islands Chain in an effort to dispel any and all suspicion. All military officials will be able to witness the series of tests that will take place over the course of a four day period staring on March 4th 2014 and have access to certain technical details of the Type 6 AMB System, although the Empire maintains the right to deny access to classified material. Until the conclusion of said tests, the Empire of Hi No Moto is committed to halting the deployment of the Type 6 ABM System to the Aleutian and Komandorski Islands.

Along with this unprecedented step, the Empire would like to establish a correct channel with the Empire of Apilonia to discuss the sovereignty of the Aleutian Islands, which the Global Community would have full access and input to. It is hoped that through this channel, any and all disputes can be resolved or at the very least understood by both sides.

Despite our willingness to approach this situation through diplomatic and peaceful means, I must make it clear to the Global Community that the threatening and outrageous deadline ‘imposed’ upon the Empire by the Empire of Apilonia is sure to have repercussions in the region. Whilst this deadline remains in place, the Empire announces that its forces will be placed on full alert to deal with the threat of a pre-emptive strike, a strike with the Empire of Apilonia has alluded to and effectively promised to carry out if it’s ‘deadline’ is not met. The Empire of Hi No Moto wishes to make clear to the Global Community that this sudden flurry of military activity is purely a response to this threat and defensive in nature.

Myself, the Emperor of Hi No Moto and I am sure the world, eagerly await the reply of the Apilonian Empire to our attempts at a peaceful solution and we hope that they retract their demand for the Empire of Hi No Moto to turn over the Aleutian Islands.

The Official Response of His Majesty's Government:

Imperial Foreign Office
Official Statement by the Secretary of State


His Majesty has directed me to remind you that the Republic of Alaska in 2010 was nothing more than the remnants of its former self, consisting primarily of die-hard supporters and military personnel, that inhabited the Aleutian Islands. The Republic of Alaska was the illegitimate puppet government established by the Coalition that defeated the First Apilonian Empire in 1945, and as such their claim to the Aleutian Islands is illegitimate and as a result their ceding to the Empire of Hi No Moto was likewise invalid. To succinctly restate the Empire’s stance on this matter; at no point has the Apilonian Empire withdrawn its claim of sovereignty over the Aleutian Islands, which were historically held by the Apilonian Empire for centuries. It should thus go without saying that the Apilonian Empire therefore does not recognize the Empire of Hi No Moto’s claim of sovereignty over the islands, and as such the deployment of military forces to the island constitutes a continued and escalating occupation of Imperial territory, the fact that they have only been deployed here now, four years after the Siberian War.

Therefore, put simply, the nature of the weapon’s is irrelevant to the Apilonian Empire, except for the fact that if they had been verifiable offensive weapons the Empire would not be seeking redress through diplomatic means. They are a foreign weapons system that is aiding in the occupation of territory that the Apilonian Empire considers its own, that consideration is not something that the Empire intends to give up.

That being said, His Majesty is extremely gratified to hear that the Empire of Hi No Moto will not be deploying that missile system in question and it’s willingness to discuss the question of the sovereignty of the islands. As a result of this the Apilonian Empire will rescind its previous deadline in order to allow a peaceful solution, to which the Apilonian Empire is always willing to work before military force is used. However, the Empire’s position on the Aleutian Island’s is stalwart and whilst the Empire will retain its demand for the Empire of Hi No Moto to return the Aluetion Island’s to it’s rightful owners, but we will not, at this point, place a deadline for that to happen.

If the Empire of Hi No Moto is sincere in both of its offers then His Majesty is fully prepared to seek out a peaceful solution to this dispute, however fully reserves the right to protect the Empire, it’s sovereitny and it’s citizens by any means appropriate.

Cain and his troops march on Anchorage and other major cities. By the end of the year, the Imperials have regained control of the country. The sole expetion to this is the Aleution Islands where the Republicans withdraw to, the Empire is unwilling to invade as the enemy makes it clear they are willing to make use of human shields. As a result the Islands would remain in enemy hands until their capture by the Empire of Hi No Moto in 2010, at no point did the Apilonian Empire give up its claim of sovereitny.
