Decree 5, Provision 2: The maximum ceiling for claims is 6,500,000 mi² (16,834,922 km²). If Give/Take Allowed is "Yes" then this indicates that there is an overrun buffer of 50,000 mi² (129,499 km²).
8 billion people = 6,500,000 mi² (16,834,922 km²) WITH buffer
12 billion people = 6,750,000 mi² (17,482,419 km²) WITH buffer
16 billion people = 7,000,000 mi² (18,129,916 km²) WITHOUT buffer (new hard ceiling)
