After having a lengthy chat with Layarteb about some stuff.....

I'm giving up on the USSR. I know, I gave up La Plata to take it but it's been a year and a couple of months now and to be completely honest, it's not the dream claim I had hoped for. It's missing cities that are iconically Soviet, and at the end of the day Earth II's USSR will only ever be a shadow of the real thing. I've tried to make the most of it but there are so many things going against it. No Moscow, no proper Leningrad, no Vladivostok so that's no Northern Fleet and no serious Pacific Fleet. Add to that the fact that the maximum land allowance doesn't come close to covering the territory. I'd even looked at having it collapse so I could just go with Russia minus a couple of small bits (as RL Russia is 17,075,200 km² and the max land allowance is 16,834,922 km²), but again no Moscow, no St. Petersburg, no Vladivostok. Maybe someone else will have better luck with it and be able to look past the inherent handicaps of EII's USSR/Russia, but unfortunately I can't. Hell knows I've tried. I'm not the first person to give up on it, to be honest I doubt that I'll be the last. Anyway, I suggested just leaving it open as unclaimed land so it could be gobbled up and finally put out of its misery but Lay wanted to keep it as an NPC, so here's the NPC listing for it.

  • History Use US date system (month day, year); do not use st, nd, rd, or th.
    • 1642: [Marimaia] The Kingdoms of Spain and Portugal are unified by the marriage of King Felipe de Trastamara and Queen Caterina de Braganza. The new united kingdom is known as the Kingdom of Iberia.
    • 1645-1665: [Marimaia] The Kingdom of Iberia exerts influence and finally military power over Algeria and Morocco, establishing the Iberian Empire.
    • 1680-1790: [Marimaia] Using the existing holding of Goa as a base site, the Iberian Empire slowly but surely expand their sphere of influence over India. The ruling princes are permitted to retain their estates and receive Iberian support in return for swearing fealty to the Iberian crown. Missionaries arrive throughout this period to proselytise and attempt to convert the local population to Catholicism. Due to the sheer size of the native population, conversion attempts are careful and gentle to hopefully avoid full-scale uprisings.
    • 1810: [Marimaia] After almost 80 years of receiving immigration from the Iberian Empire, parts of Brazil break away from Roman rule and declare their intention to join the Iberian Empire. The Viceroyalty of Brasilia is subsequently formed.
    • 1999-2010: [Marimaia] The Goodrule Spanish States manage to oust the Trastamara-Braganza dynasty from mainland Iberia amidst civil unrest and establish a dictatorship of their own. The displaced royalty relocate to India and spend the next decade holding their remaining territories together. Finally in 2010, the Trastamara-Braganza dynasty are able to retake their homeland after sailing back to Iberia at the head of a 'great armada'. In recognition of the loyalty demonstrated by the Viceroyalties, the Iberian Empire is restructured to become El Imperio Dorado, "the Golden Empire".
    • 2018: [Marimaia] The recently crowned Emperor Lysandro I considers seeking glory and international favour for El Imperio Dorado by intervening in the ongoing conflict between cartels and the Mexican government.

Yes, it's a hefty claim. However, it's mostly territory that has gone unclaimed for years at a time, and I rather like the idea that it was the homeland that proved disloyal to the dynasty while the rest of the empire remained true. As a result, Iberia will have many more Indians, Brazilians, and Africans living there than in RL.

Special Announcements

Earth II will be undergoing a massive reset. This is the most comprehensive reset since the inception of the RP in November 2004. Membership is presently closed until this reset occurs. Any new or prospective members will be required to wait until the reset occurs before they can submit an application.

We are wiping the slate clean at Earth II. All established canon and NPC nations are to be wiped clean. Present, active members will have their claims transferred without penalty. Pending, active members will have their claims triggered to established status without penalty. There will be sweeping changes to both the rules and how Earth II is governed. These changes are for the better, designed to inspire new members to join regardless of their status or position on Nation-States. We will be encouraging anyone who has an interest to join. Please note that Earth II still requires a commitment. We have been on Nation-States for over 13 years and we have not lasted this long without committed members! Help us last as long as this site is around, accessible, and active.

In the meantime, these following changes are to be made.
  1. All NPCs will be completely cleared from the map and have their histories wiped from canon.
  2. All established canon will be cleared completely.
  3. All established and presently pending claims will be switched to established claims and carried over to the new reset.
  4. Members can claim up to 5 new claims, not to exceed 100,000 km² total, free of charge.
  5. No new claims exceeding 1,000,000 km² can be made for 3 months.
  6. New claims beyond the 3-month period cannot be made until any existing claims are completed. This does not apply to contested land.
  7. Active members will be allowed one (1) NPC max per 12-month period. The NPC cannot exceed 2,000,000 km². The NPC must be either renewed after this 12-month period or converted into a claim. A renewal requires a reposting of the usage summary as well as updated national factbook and history entries.
  8. The NPC requires a full national factbook entry, a full history, and a full usage summary before it can be accepted into the reset.
  9. The new ceiling for each member is 18,000,000 km², which is to include all established, pending, occupied, and/or contested claims. It also includes the NPC nation.
  10. The Land-Population Matrix is hereby removed from usage. There is no longer brackets to how much land a member can claim; however, the administration still reserves the right to deny large or excessive claims to inexperienced or unqualified members.
  11. All active and pending members have 6 months to demonstrate tangible activity in the form of RP posts of substance and/or in the form of national workshop information, such as history.
  12. All history needs to be completed in a minimum draft format by the end of 2018.

The date of the reset is TBD; however, the reapplication below must be posted no later than 23:59 GMT February 24, 2018, which is this coming Saturday and be completed in full by 23:59 GMT March 3, 2018, which is next Saturday. Any member looking to establish an NPC at the start of the reset is required to have their entry completed no later than 23:59 GMT March 3, 2018, which is next Saturday. The rest will occur shortly after this time.

Use this section to list up to 5 new claims (not exceeding 100,000 km² in total) that you want to add "free of charge."  This means that no RP is required.  Take note that any presently established, pending, or occupied claims will automatically become established so you do not need to liste them.  Use this section to list any land you are wishing to give away into the pool.  Note that this land can be claimed by anyone and there are no stipulations or reservations to anyone claiming it.  It is not required that you give up any land.  Take note that the new ceiling is 18,000,000 km² and you cannot exceed these with any established, pending, or occupied claims as well as any NPC claims.  It does not matter how many claims you cede, you can only claim up to 5 claims with the aforementioned limits.

Use this section if you want to establish an NPC nation as part of the reset.  Players may establish up to one (1) NPC state not exceeding 2,000,000 km².  You must take into this total into account for the total ceiling.  Exceeding the ceiling will require you to cede claims of any type to bring yourself under the ceiling.  To request an NPC nation, fill out the national profile below.  A full and complete history is required of your NPC nation prior to the actual reset.  If an NPC request is incomplete in either the national factbook or its history, it will not be rewarded.  Every field in this section is required.  For the summary of claim, you are required to write why you want to claim this NPC nation and how you intend to use it in your RP.  This will be subject to all limits described in the reset.  The "NPC Summary" is to be used to describe the status of the nation as we have done with NPCs in the past.  The summary should be well thought out and more than a simple few sentences.

[b][size=125]Section 4: NPC History[/size][/b]
Use this section to record the history of your NPC.  All history [b]must[/b] be complete before the NPC can be accepted into Earth II.  The deadline for inclusion in the reset is 23:59 GMT March 3, 2018.  Please make sure you follow the format below.  When writing the PLAYER section please take into account the requirements.  Your main nation is to be listed as your username (Layarteb) and the NPC is to follow the short-form name with the "(NPC)" tag.  For example, the Federation of Mexico is "Mexico" and "Mexico (NPC)" with the appropriate, NPC tag.  When writing multiple nation and usernames it should be alphabetical: "Layarteb, Mexico (NPC)" - as such.  The date formation is Month (written) Day, Year as such: January 14, 2017.  For BC you must write BC but for AD do not write AD as it is implied.  In BC years, the comma is used to designate the number mathematically; this is not done in AD.  For example, the year 11,500 BC is written as such and the current year 2018 is written as such.  The example below is for a single line.  Repeat as many of these lines as is necessary.  Be thorough and be consistent.  Your history should take you from the start of the NPC to the present time.  Do not use ambiguous references.  For example, the Empire of Layarteb is often writen as "the Empire."  This should not be done as it is ambiguous.  Use proper formatting, grammar, and presentation in this history.  It will be reviewed before inclusion.

Section 3: NPC Claims

  • NPC Summary: The Federation of Mexico is a shell of what was once a massive country, the Empire of Nuevo Rica. When it was formed, the Empire of Nuevo Rica reached a peak of approximately 2,000,000 mi² (5,180,000 km²) of territory. Founded in 1537 upon the defeat of the Aztec Empire, the country spread out to encompass all of the Caribbean and South America from Colombia to French Guiana. However, gradual wars and independence movements has whittled the country down to only its Mexican territories. The country's true reckoning came in 1985 with a large earthquake that destroyed not only Mexico City but also the sitting government and the last vestiges of the Empire of Nuevo Rica. Since then, the country's rulers have largely been military generals who have retired their commissions to serve as President of Mexico. Corruption is rampant at all walks of life. The country's economy is virtually dependent on its neighbors. The military of Mexico is capable and well-supported by the Empire of Layarteb. It has modern equipment, which is well-maintained. Training and discipline lack in some areas but overall, the country's military is more than adequate for its needs. The political appointment of general and flag officers however does lead to cronyism, which causes some problems in the military's doctrine, chain of command, and ability to function. Corruption in the military is not uncommon. Since the mid-1980s, the country has been embroiled in a longstanding war on both legal and military fronts against drug cartels, which by 2018 have become subnational entities unto themselves. The country receives significant amounts of aid from the Empire of Layarteb to fight the drug cartels and to ensure the drug trade is kept in check; however, this is a never-ending war with little chance of success.
  • Summary of Use: The Federation of Mexico NPC exists as a failed state within the Empire of Layarteb's sphere of influence. The country's problems with drug cartels will be profoundly influential upon past, present, and future Layartebian history. The country's age alone shows it will have significant interaction with Layarteb going back several hundred years. The NPC will be used as part of both single-player stories and multi-player stories. It will be deeply intertwined with Layarteb on many levels and its form and function will show this much. It is intended for this NPC to act as a playground for the Empire of Layarteb in terms of black operations as well as geopolitically.

Section 4: NPC History
Use this section to record the history of your NPC. All history must be complete before the NPC can be accepted into Earth II.

The history is below in 3 posts, on Dropbox as a PDF, or on Pastebin as a text file.

  • NPC Summary:Much like every other nation, the Persian Empire seeks to grow and prosper, to cultivate improved generations etc. etc., but it's prime external interest is keeping interventionist, imperialists and Westerners out of the east and away from their influence because they view them as nothing better then evil forces of destruction. Special hatred for recent wars of conquest by Westerners has led to increased diplomatic animosity; in particular towards the British, who is someone they have warred with previously and bear a grudge against.
  • Summary of Use: The Persian Empire exists as a regional power within the East, who is interested in expanding both its economy, growing its sphere of influence and then using both to counter anything they view as counterproductive to their society; primarily the West, who throughout history they've viewed as barbarians. Section 4: NPC History
Use this section to record the history of your NPC. All history must be complete before the NPC can be accepted into Earth II.

Take note that this is #1 of 3 posts. To view this history in one document please see here.

  • 11,500 BC: [Mexico (NPC)] Oldest human remains date back to 11500 BC but there is evidence showing habitation going back to 40000 BC.
  • 7,500 BC: [Mexico (NPC)] The oldest mural art dates back to 7500 BC in the state of Baja California.
  • 5,000 BC: [Mexico (NPC)] The first evidence of organized agriculture appears in Tehuacán.
  • 2,000 BC: [Mexico (NPC)] Pottery appears in Archaic era people in Mexico and the Maya civilization begins in Central America.
  • 1,500 BC: [Mexico (NPC)] The Olmec civilization appears along the Gulf lowlands in southern Mexico. The first population center is San Lorenzo, located in the southeast of modern-day Veracruz. A distinguishing feature of the San Lorenzo Tenochtitlán area will be large stone heads weighing 31 tons.
  • 1,000 BC: [Mexico (NPC)] The Maya civilization begins to establish its first sedentary communities. Tikal in Guatemala becomes one of the first along with El Mirador, Tayasal, and Calakmul. The former two are in Guatemala while the latter is in the modern Mexican state of Campeche.
  • 900 BC: [Mexico (NPC)] In Olmec Mexico, San Lorenzo is abandoned in favor of modern-day La Venta. In this population center, the Great Pyramid is built to a height of 110 ft (34 m) making it the largest Mesoamerican structure of its time. It is also one of the first pyramids in Mesoamerica.
  • 750 BC: [Mexico (NPC)] Large structures appear in the Maya lowlands.
  • 500 BC: [Mexico (NPC)] The Olmec civilization reaches its height and Zapotec writing dates back to this time.
  • 400 - 350 BC: [Mexico (NPC)] The Olmec civilization begins to decline. While the true reason is unknown, modern-day archeologists attribute the decline to large environmental changes related to plate tectonics, volcanism, and/or changes in the riverine environment.
  • 300 BC: [Mexico (NPC)] The modern-day city of Teotihuacan is believed to be founded and it grows steadily over the next 450 years. In modern-day Cholula, the Great Pyramid of Cholula begins construction. It will take 1,200 years to be built in honor of the deity Quetzalcoatl.
  • 300 BC - 150 AD: [Mexico (NPC)] As Teotihuacan grows, it establishes a new economic and political order unseen in Mexico to this date.
  • 100 - 200: [Mexico (NPC)] Construction on the Pyramid of the Sun in Teotihuacan
  • 150: [Mexico (NPC)] Teotihuacan becomes a major metropolis and one of the first on the continent.
  • 250 - 650: [Mexico (NPC)] The Mayan civilization begins its classic period with rapid flourishment over the course of 400 years. Large-scale construction projects and urbanism dominates the period with significant intellectual and artistic development as well as breakthroughs in mathematics, astronomy, and writing yet there is plenty of influence from Teotihuacan. The largest Mayan cities have around 50,000 to 120,000 people.
  • 378: [Mexico (NPC)] Teotihuacan intervenes in Tikal and other nearby Mayan cities, deposing the Mayan king with one who was favorable to Teotihuacan. The conquest is led by Siyah K'ak'
  • 426: [Mexico (NPC)] The Copán ruling dynasty is created with K'inich Yax K'uk' Mo' as its first king. It will last through sixteen rulers and while it is located in modern-day Honduras, it is part of the Mayan civilization.
  • 496: [Mexico (NPC)] The Toltec people are expected from Teotihuacan where they are led by Huémac I who brings them to Tula.
  • 500: [Mexico (NPC)] Teotihuacan becomes one of the largest cities in the world and the entirety of modern-day Mexico, Guatemala, and Honduras are affected by Teotihuacan's economic pull.
  • 537 - 572: [Mexico (NPC)] By this point, Tikal and Calakmul have become "superpowers" in the Mayan civilization. This results in the First Tikal-Calakmul War. Though Tikal and its kingdom are not destroyed, the kingdom suffers major losses and goes into a decline.
  • 650 - 695: [Mexico (NPC)] The Second Tikal-Calakmul War occurs with Calakmul leading for the majority of the war until 695 when Tikal won a major victory. The balance of power thus shifted in their favor against Calakmul thereafter.
  • 650 - 950: [Mexico (NPC)] Teotihuacan declines as a political power over the course of 300 years. During the early part of this decline, structures and dwellings associated with the city's ruling class are burned as part of an internal uprising. Some theories suggest an eruption of the Ilopango volcano in El Salvador in 535 led to agricultural devastation precipitating the collapse.

  • October 15, 1758: [Mexico (NPC)] Emperor Carlos II signs a written constitution into force in an effort to stave off massive, civil unrest. Historians argue that his reforms gave power to the people enough to push for this agenda. The Constitution of Nuevo Rica established the Nuevo Rican Congress as a bicameral legislature. Each territory in the Empire of Nuevo Rica was able to elect deputies to the lower house, the Chamber of Deputies. However, in an effort to keep the country's aristocracy from revolting over granting more power to the people, the upper house, named the Senate, is appointment only. The Empire of Nuevo Rica in essence becomes a constitutional monarchy though the Emperor's powers are far from limited.

As a result of his lack of experience, Emperor Pedro I commits blunder after blunder during this period. The Caribbean states ultimately form a loose confederation named the Confederation of Caribbean Communities in an effort to pool their resources. The loss of the Caribbean states shrinks the size of the Empire of Nuevo Rica by a little over 900,000 mi² (233,000 km²). The treaty grants unrestricted passage into and out of the Caribbean Sea to all signatories and sets standard tariffs for goods to ensure equal trade representation amongst the parties. However, the treaty is not well received by the Empire of Nuevo Rica due to the fact that two major, Layartebian naval bases are established in the Caribbean, one in Guantanamo, Cuba and the other in Guadeloupe. The Nuevo Ricans see it as an effort to prevent their eventual reconquering of the Caribbean islands. The treaty also bans the import of any slaves into the three countries, which is only a sore point to the Empire of Nuevo Rica. Though the country does not have an official pro-slavery policy, the government looks the other way to slave traders within its country.

  • Summer 1842: [Layarteb, Mexico (NPC)] The Layartebian Navy and the Nuevo Rican Navy exist at odds of one another as the former repeatedly makes its presence known throughout the Caribbean Sea by stopping certain ships looking for slave traders. At 23:00 hours, a ferry is able to maneuver close to the vessel however in the midst of these maneuvers, the ship finally tears itself asunder. The ferry's crew manage to rescue 86 captives (26 men and 60 women) but none of the slave traders or the ship's crewmen. The following morning, searches reveal significant debris and 46 bodies (42 black, 4 white). No records of the ship are recovered and the rescued captives can only reveal that the ship had an estimated 300 slaves onboard and its origin is surmised to be the Gulf of Guinea.

  • June 12, 1844: [Layarteb, Mexico (NPC)] In Mexico City, Ambassador John Beavers of the Republic of Layarteb meets with Emperor Pedro I about the continuance of the slave trade. Unlike the message sent by Ambassador Torres, Emperor Pedro I admits that the slave trade is continuing but he claims it is being done so illegally. Unconvinced, Ambassador Beavers commissions several clandestine agents under his charge to infiltrate the slave trading ring in the Empire of Nuevo Rica. Ultimately it is not as difficult as Ambassador Beavers expected it to be.
  • January 17, 1845: [Layarteb, Mexico (NPC)] Ambassador Beavers addresses the Layartebian Congress on the Nuevo Rican slave trade. Evidence that he presents shows that the slave trade is not only alive and well but that it is being done with tacit support from the Nuevo Rican government. Taxes are collected by the government on the trade of slaves and government agents assist the process. The evidence is damming.
  • January 21, 1845: [Layarteb, Mexico (NPC)] President Andrew George once again summons Ambassador Arturo Torres to answer for the continuance of the slave trade. Again, Ambassador Torres feigns ignorance. He is thrown out of the President's office.

The act is seen as cowardly by the Nuevo Rican government and military but it starts the war nonetheless.
  • Mid-May 1845 - March 1846: [Layarteb, Mexico (NPC)] Over the course of a year, the Layartebian Navy is the dominant fighting force for the Nuevo Rican-Layartebian War. It sails throughout the Caribbean Sea engaging and sinking Nuevo Rican warships as well as attacking Nuevo Rican naval ports up and down the coastlines. These ships are immediately pressed into service to fight along the Pacific coastline of the Empire of Nuevo Rica. The capture of Panama City however means that the Empire of Nuevo Rica is severed in half by Layartebian forces.

  • January 10 - 17, 1848: [Layarteb, Mexico (NPC)] The Layartebian Army fights the Battle of Mexico City. It is fierce, pitting 7,157 Layartebians against 16,000 Nuevo Ricans. Layartebian forces suffer over 1,600 casualties while the Nuevo Ricans suffer over 2,300. In the end, Layartebian forces capture Chapultepec Hill on January 15. In the Battle of Chapultepec Hill, some 2,000 Layartebians defeat 880 Nuevo Ricans and seize the Chapultepec Castle with Emperor Benito I becoming a prisoner of war. The battle leaves 138 Layartebians dead and 673 wounded while the Nuevo Ricans suffer 675 killed, 105 wounded, and 100 captured.
  • January 20, 1848: [Layarteb, Mexico (NPC)] The Nuevo Rican-Layartebian War comes to a close when the Empire of Nuevo Rica signs the Treaty of Mexico City. The treaty ends the war, forces the abdication of Emperor Benito I, puts import/export restrictions on the Empire of Nuevo Rica for 10 years as punishment for the continuance of the slave trade, cedes the city of Colón to the Republic of Layarteb, and puts restrictions on both the size of the Nuevo Rican military but also the kind of equipment it can possess. The Treaty of Mexico City is completely one-sided but the Nuevo Rican government is forced to sign it under the threat of complete ruination of Mexico City.
  • January 21, 1848: [Mexico (NPC)] Emperor Benito I steps aside as per the Treaty of Mexico City. His cousin, Juan Alcázar is crowned Emperor Juan I. He is handpicked by the Layartebian government in the Treaty of Mexico City to succeed Emperor Benito I because he is considered to be pro-Layartebian. He is 32 years old.
  • Summer 1848 - Autumn 1870: [Mexico (NPC)] In the wake of the crushing defeat for the Empire of Nuevo Rica in the Nuevo Rican-Layartebian War, independence movements throughout the Empire of Nuevo Rica find renewed vigor and a police and military force unable to cope with their growth.
  • October 14, 1870: [Mexico (NPC)] At the age of 54, Emperor Juan I dies suddenly during the night of a heart attack, likely due to advanced atherosclerosis. The country is thrust into a succession crisis as Juan I has only daughters. The closest lineage-acceptable male is just 12 years old and thus ineligible for the throne.
  • November 8, 1870: [Mexico (NPC)] The Empire of Nuevo Rica hastily votes for a constitutional amendment that creates a dual executive with the Emperor of Nuevo Rica assuming the title of head of state while the President of Nuevo Rica assumes the title of head of government. It is a dire effort to save the monarchy. Guillermo Lorca is crowned Emperor Guillermo I at the age of 12. He has no power whatsoever due to his age and all of the power falls upon the shoulders of Luis Soler, the Emperor's chief advisor.
  • November 10, 1870: [Mexico (NPC)] Enrique Padilla is appointed by the Nuevo Rican Senate to be the first President of Nuevo Rica. Per the constitution, only the Senate may appoint the President and the President must come from the Senate body. This keeps the presidency with the aristocracy of the country and greatly angers the populace who see it as a major snub to the Chamber of Deputies. Virtually no one in the country approves of the 12-year old Emperor. The President is appointed for a 3-year term and there are no term limits.
  • December 1870 - July 19, 1876: [Mexico (NPC)] Over the course of 5-1/2 years, while Emperor Guillermo I ages, the Empire of Nuevo Rica is led by two men, Luis Soler and President Enrique Padilla. Together they work to make as many reforms as they can to keep the country from crashing. It has never fully recovered from the Nuevo Rican-Layartebian War.
  • July 20, 1876: [Mexico (NPC)] Emperor Guillermo I has his 18th birthday and looks to inherit the power of his office; however, through the actions of Luis Soler and President Enrique Padilla, he learns that all of the powers of the monarchy are gone.
  • July 24 - 25, 1876: [Mexico (NPC)] In an attempt to regain his powers, Emperor Guillermo I orders the Emperor's Guard to arrest Luis Soler. During the attempt however, the Emperor's Guard turns on the Emperor forced Emperor Guillermo I to flee the city. When Nuevo Rican citizens awake the next morning they slowly learn of the coup.
  • July 30, 1876: [Mexico (NPC)] Luis Soler and President Enrique Padilla enter into a power-sharing agreement in Mexico City but neither man wants to give up too much power to the other.
  • August 5, 1876: [Mexico (NPC)] Emperor Guillermo I is captured and arrested. He is brought to Mexico City and imprisoned. Luis Soler wants to have him executed but President Enrique Padilla is more cautious, fearful that it will cause a revolt.
  • August 10, 1876: [Mexico (NPC)] Against the direction of President Enrique Padilla, Luis Soler has Emperor Guillermo I executed. When he learns of this, Padilla has an arrest warrant issued for Soler. Soler is captured the same day and thrown in prison leaving Padilla as the sole source of power in the country.
  • August 14 - 18, 1876: [Mexico (NPC)] The Nuevo Rican Congress establishes a new constitution for the country. In the constitution, the monarchy is abolished and the President is the sole source of executive power. His term is extended to 6 years but there are no limits instituted. The President is now elected out of the Senate but candidates for presidency must be approved by the Chamber of Deputies in a majority vote. This is done to give the illusion of power to the people indirectly voting for the President as they directly vote for the Deputies. At 46, President Enrique Padilla secures another 6-year term on August 19, 1876. Under the new constitution, terms begin on July 1 and end on June 30 to coincide with the Nuevo Rican fiscal year. Voting for the President will take place during the first 5-day week of June with the winner announced that Friday.
  • Autumn 1876 - Summer 1890: [Layarteb, Mexico (NPC)] Independence movements throughout the Empire of Nuevo Rica grow in power and popularity amongst the people. Many of these are said to be funded and supported by the Republic of Layarteb.
  • July 1, 1882: [Mexico (NPC)] President Enrique Padilla wins another 6-year term as President. By the end of this term he will have served as President for 18 years across two, 3-year and two, 6-year terms.
  • July 1, 1888: [Mexico (NPC)] President Enrique Padilla wins a third, 6-year term as President of Nuevo Rica. Despite his dominance of the office, many of his allies in the Senate are too old to continue and over the next three years, over two-thirds of them retire leaving his next election in jeopardy.
  • August 1 - October 19, 1890: [Layarteb, Mexico (NPC)] Rebellion breaks out in Panama against the Nuevo Rican government. Mexico City accuses the Layartebian government of using Colón to train and hide rebels.
  • October 20, 1890: [Layarteb, Mexico (NPC)] The Empire of Nuevo Rica declares war on the Republic of Layarteb over Panama thus sparking the War of Panamanian Secession.
  • October 20, 1890 - March 15, 1891: [Layarteb, Mexico (NPC)] The War of Panamanian Secession rages across the Nuevo Rican state of Panama. Nuevo Rican forces invade from both Colombia and Costa Rica. While the land invasions are successful in putting a large presence of Nuevo Rican troops into the country, the naval campaigns of the Nuevo Rican Navy are abject failures in the face of the dominant Layartebian Navy.
  • December 1 - 14, 1890: [Layarteb, Mexico (NPC)] The Battle of San José de David in western Panama sees the Nuevo Rican Army defeated largely due to their outdated tactics in relation to that of the Layartebian Army. The Layartebian Navy sinks two Nuevo Rican warships en route to Panama City.
  • February 8 - 28, 1891: [Layarteb, Mexico (NPC)] The Battle of Panama City rages across 20 days. Nuevo Rican troops are largely able to cross from Colombia to Panama City with little combat. Skirmishes and ambushes planned by the Layartebian Army are more to slow down the advancing force and whittle away their numbers. However, the plan was to allow the army to pass into Panama and then cut them off from reinforcement and resupply, which occurs to their rear flanks. Nuevo Rican troop positions are bombarded with artillery throughout the battle and multiple resupply ships are sunk before they can reach the Panamanian coastline. The Nuevo Ricans are forced to surrender at Panama City.
  • March 10 - 15, 1891: [Layarteb, Mexico (NPC)] The Battle of Santiago represents the final battle of the War of Panamanian Secession. The Nuevo Rican government in Panama, having fled to Santiago, puts up a last stand against Layartebian troops over the course of 5 days. They eventually surrender.
  • March 18, 1891: [Layarteb, Mexico (NPC)] The Nuevo Rican government begrudgingly grants independence to Panama and the Republic of Layarteb acts as guarantor to the independence of Panama. The Treaty of Colón is not as punitive as the Treaty of Mexico City however.
  • April 25, 1891: [Layarteb, Mexico (NPC)] In Panama, the Layartebian government signs the La Chorrera granting the Layartebian government the concessions it needed to dig a canal across the isthmus. It also allowed the stationing of Layartebian forces in Panama as part of the Treaty of Colón. The first Layartebian base to be opened is Fort Amador on what would become the Pacific entrance to the Panama Canal.
  • June 1, 1891: [Layarteb, Mexico (NPC)] The first surveys of the Panama Isthmus were done in preparation for the construction of the Panama Canal. In Layarteb City, several construction firms were vying for the ability to build the canal, knowing it would be highly profitable.
  • February 8, 1892: [Layarteb, Mexico (NPC)] In a much-publicized ceremony, the first cuts of the Panama Canal Project are made at Culebra. The construction was to be handled by the Panama Canal Company, a joint Layartebian-Panamanian venture. Much of the workforce was provided by Panama, a major victory for the government to combat the spectre of large-scale unemployment now that the Empire of Nuevo Rica's economy was no longer driving the country. Work was overseen largely by the Layartebian Army Corps of Engineers but there were six Layartebian firms involved in the construction and materials procurement included a 6-year old company named The Manchurian Construction Company. Eventually this would go on to become one of the largest conglomerates in the world.
  • July 1, 1894: [Layarteb, Mexico (NPC)] Enrique Padilla loses his bid for another term. The Nuevo Rican Senate elects Juan Otero, a lord from Venezuela, to be the first non-Mexico born ruler of the Empire of Nuevo Rica. Otero's family lineage has distant ties to José Luis Lorca, the only Nuevo Rican President to claim such an ancestry. For all of the past, President Otero addresses the Senate on the tone of reconciliation with the Republic of Layarteb, recognizing that the Treaty of Mexico City is harming the country and the Layartebian support of independence movements will mean the end of the country.
  • February 11 - 15, 1895: [Layarteb, Mexico (NPC)] For the first time ever, the leaders of the Republic of Layarteb and the Empire of Nuevo Rica meet face-to-face. The meeting is held in George Town on Grand Cayman and it is attended by President Mathew Gallo of Layarteb and President Otero. During the summit, the two leaders talk of reconciliation and an end to the Treaty of Mexico City. In the end, President Gallo promises to issue a repeal vote to the Layartebian Congress. The Confederation of Caribbean Communities also favors the repeal.
  • February 27, 1895: [Layarteb, Mexico (NPC)] The Treaty of Mexico City is finally repealed on the promise that the Republic of Layarteb no longer support independence movements throughout the Empire of Nuevo Rica. The Empire of Nuevo Rica pledges not to invade Panama as a result.
  • Summer 1895 - Early Winter 1900: [Layarteb, Mexico (NPC)] In Colombia and Venezuela, independence movements grow despite a cessation of Layartebian support in accordance with the Summit of George Town. The Nuevo Rican government is unable to contain the movements and they spread into modern-day Guyana, Suriname, and French Guiana. Surprisingly, the movements in Central America do not gain in this environment.

Section 4: NPC History
Use this section to record the history of your NPC. All history must be complete before the NPC can be accepted into Earth II.

Take note that this is #2 of 3 posts. To view this history in one document please see here.

  • July 1, 1900: [Mexico (NPC)] Mauricio Garza Vargas replaces Juan Otero as President of Nuevo Rica after confidence is lost in the latter in the wake of the surge of independence movements in South America. President Vargas promises a swift campaign against the rebels. He will be elected for a record 5 terms serving through June 30, 1930 when at the age of 79, he steps down from a sixth term.
  • September 5, 1900 - May 31, 1908: [Mexico (NPC)] The Nuevo Rican National Police and the Nuevo Rican Army engages in a systematic campaign throughout the South American territories aimed at curbing independence movements. Leaders are arrested and jailed, underground meetings are shut down, and restrictions are put in place to prevent the dissemination of subversive literature. These have the exact opposite effect.
  • June 1, 1908 - January 9, 1928: [Mexico (NPC)] In a 19-1/2 year war, rebels in Colombia achieve independence from the Empire of Nuevo Rica. The Republic of Layarteb remains quiet during this time so as not to encourage the rebels per its obligations from 1895 but at the same time it does not wish to lend its support to the government in Mexico City.
  • October 10, 1913: [Layarteb, Mexico (NPC)] Construction of the Panama Canal is officially completed. During the construction as many as 75,000 workers were assigned to the project with a peak of 40,000. Over 5,600 died due to disease and accidents during the construction however making it one of the most dangerous construction mega projects in history. All told, the cost is §375 million at the time.
  • January 7, 1914: [Layarteb, Mexico (NPC)] The Layartebian merchant ship Suffolk becomes the first ship to transit the Panama Canal. Its route is symbolic in that it originates from Miami and stops in Havana, Colón, Panama City, and Puerto Vallarta.
  • June 30, 1923: [Layarteb, Mexico (NPC)] An elderly Juan Otero, former President of Nuevo Rica, resurfaces on the public stage to give an impassioned speech in Caracas calling for the independence of Venezuela from the Empire of Nuevo Rica. His speech resonates with Venezuelans of all walks of life and political tendencies but it does not bring support from the Republic of Layarteb since the most dominant revolutionary group in Venezuela is a communist-aligned group. The Empire of Nuevo Rica and the Republic of Layarteb together agree to stifle the independence movement in Venezuela out of fear of a communist takeover of South America.
  • May 1, 1927: [Layarteb, Mexico (NPC)] Communist rebels in Venezuela Ciudad Bolívar launch a series of attacks against government and police buildings sparking the Venezuelan War of Independence. The Empire of Nuevo Rica, which is already losing the war in Colombia is desperate to hold onto Venezuela and the Republic of Layarteb pledges support.
  • January 10, 1928: [Mexico (NPC)] Begrudgingly, Mexico City grants independence to Colombia and focuses its efforts on Venezuela. Shockingly, Colombia's new government is supportive of Venezuela remaining a part of the Empire of Nuevo Rica.
  • May 1, 1929 - February 24, 1936: [Layarteb, Mexico (NPC)] Just 16 years after the completion of the Panama Canal, construction on a third set of locks is approved by the Panama Canal Company. The cost is §450 million and it takes almost 7 years to complete construction.
  • July 1, 1930: [Mexico (NPC)] Eduardo Guzmán becomes President of Nuevo Rica after 30 years of rule by Mauricio Garza Vargas.
  • August 11, 1932: [Layarteb, Mexico (NPC)] A dire assessment published by the Layartebian Congress shows that the Republic of Layarteb and the Empire of Nuevo Rica are unlikely to win in Venezuela. The assessment suggests the establishment of two countries split along the Orinoco River. At the time it is rejected by Mexico City though there is some belief that it is amenable to the people of Venezuela.
  • May 28 - August 16, 1934: [Layarteb, Mexico (NPC)] Venezuelan rebels lay siege to a major base of the Nuevo Rican Army in the river settlement of La Paragua. Air support from Nuevo Rican bombers and Layartebian fighters was largely negated due to the heavy rains during the June - August period. The Battle of La Paragua is famous for being the last stand of the Nuevo Rican Army in the Venezuelan War of Independence.
  • August 27, 1934: [Layarteb, Mexico (NPC)] Eleven days after the defeat at La Paragua, Venezuela is granted independence by the Empire of Nuevo Rica. It is granted independence as a singular state however and differences and tensions immediately show themselves between those favoring communism and those favoring republicanism.
  • Spring 1935: [Mexico (NPC)] Ravaged by two very hard-fought wars of independence, the Empire of Nuevo Rica enters into negotiations with the remaining South American territories for independence.
  • September 19, 1935: [Mexico (NPC)] Guyana, Suriname, and French Guiana are granted independence as the Republic of the Guianas.
  • July 1, 1936: [Mexico (NPC)] In an upset, President Guzmán is narrowly elected to a second term as President of Nuevo Rica. He was expected to lose the vote of the Senate due to his willingness to grant independence to the Guianas without a fight. However, it appears after the vote that many in the Senate were unfavorable of the idea of fighting another long war to maintain the states. Guzmán's victory is by a margin of only 5 votes.
  • Autumn 1936 - Summer 1942: [Layarteb, Mexico (NPC)] In Venezuela, tensions grow between the political entities of the country. West of the Orinoco River, republicanism is the dominant form of government supported while east of it, the dominant form is socialism.
  • July 1, 1942: [Mexico (NPC)] President Guzmán is elected to a third - and final - term as President of Nuevo Rica though not by narrow of a margin as 6 years earlier.
  • September 29, 1942: [Layarteb, Mexico (NPC)] Venezuela is partitioned along the Orinoco River in West Venezuela and East Venezuela. The states of Amazonas, Bolívar, and Delta Amacuro go to East Venezuela and the rest to West Venezuela. Despite some celebrations that this move may stifle a civil war, it is noteworthy that communist sympathizers exist in large numbers in the states of Anzoátegui, Guárico, Monagas, and Sucre. The government of West Venezuela is put under the direction of President Juan Carlos Roche, who is nothing short of a dictator. The government of East Venezuela is put under the Venezuelan Politburo with Oscar Aponte serving as General Secretary.
  • Spring 1942 - Autumn 1945: [Mexico (NPC)] In the Empire of Nuevo Rica, an economic recession sets in as the country's growth rates decline to -6% over the course of the three years. This gives rise to the Nuevo Rican mafias, a number of criminal syndicates that flourish with a rapidly growing black market. It will not take long for these syndicates to begin widespread sale of marijuana and heroin.
  • October 1942 - January 1958: [Mexico (NPC)] The Empire of Nuevo Rica runs a nuclear weapons program and a chemical weapons program with the object of developing both types of weapons.
  • December 20, 1945: [Layarteb, Mexico (NPC)] In Venezuela, the Vietnamese Liberation Army (LVA in Spanish) is formed as a mass political organization designed to bring about a communist revolution in Western Venezuela. They have both a political and a military wing with the latter initially numbering approximately 10,000.
  • Spring 1946 - Summer 1949: [Mexico (NPC)] Criminal syndicates from Mexico spread into Central America and Colombia. In Colombia, they find that cocaine can be a large source of revenue.
  • July 1, 1948: [Mexico (NPC)] Pedro Méndez is elected by the Nuevo Rican Senate to be President of Nuevo Rica. He is seen as a compromise candidate by the Senate after four straight days of deadlock in the voting process. Beyond anything he will prove that he is not to be discarded as an "interim" choice.
  • Summer 1950: [Layarteb, Mexico (NPC)] The Venezuelan Liberation Army establishes itself as a threat in a series of bombings in Caracas. By now, the LVA numbers approximately 50,000 men and women with the vast majority of these people in the Venezuelan rural regions.
  • September 5, 1950: [Layarteb, Mexico (NPC)] The Layartebian Congress passes a comprehensive bill outlawing drugs. The bill imposes many federal restrictions on the import of certain drugs for medicinal purposes as well as imposing federally-mandated minimum sentences for offenders. President Alan Penny signs it into law the following day and during his address to the nation he cites not only drug abuse as a looming threat but also the "crime associated with drug addiction and drug abuse." In the Empire of Nuevo Rica, the government agrees to issue crackdowns on the syndicates that deal in drugs.
  • Autumn 1950 - Spring 1954: [Layarteb, Mexico (NPC)] The situation in Venezuela destabilizes over the course of 3-1/2 years. The LVA and the East Venezuelan People's Army (EPEV in Spanish) infiltrate the entirety of West Venezuela and launch a coordinated campaign of guerilla warfare against West Venezuela turning everywhere into a battleground.
  • November 9, 1950 - September 15, 1955: [Layarteb, Mexico (NPC)] The First Drug War is fought between the Nuevo Rican National Police and the criminal syndicates throughout Mexico and Central America. The Layartebian Federal Justice Agency also supports the action. Despite the vast majority of the action being law enforcement based, politicians and media organizations in both countries referred to the campaign as a "war" as a way of galvanizing public support for the campaign. Throughout the 5 years, 69 law enforcement officers are killed and 284 are wounded. Over 8,000 syndicate members are killed and arrested
  • July 1, 1952: [Mexico (NPC)] President Méndez, proving himself worthy of a second term is re-elected to the office of President of Nuevo Rica.
  • May 11, 1954: [Layarteb, Mexico (NPC)] In Caracas, LVA insurgents numbering in the thousands launch a systematic attack throughout the city, taking the West Venezuelan military and government by total surprise. Over 550 West Venezuelan troops, politicians, and police officers are killed against losses of approximately 300 - 400 for the LVA. The surprise attack is considered the true start of the Venezuelan Civil War. the following day, the government of West Venezuela declares war against East Venezuela and looks for international backing, which they rapidly receive from the Republic of Colombia, the Republic of Layarteb, and the Empire of Nuevo Rica.
  • July 31, 1954: [Layarteb, Mexico (NPC)] The first Layartebian forces arrive in West Venezuela. Codenamed Detachment 109, the deployment consists of just 24 personnel initially though it will eventually grow to over 350 men by the end of the year. At the same time, the Nuevo Rican Army deploys two battalions of men into West Venezuela. For their part, the Colombians deploy a large portion of its armed forces along the border with Venezuela to prevent interdiction into West Venezuela by LVA and EPEV forces. For the majority of the war, the Colombian National Army will hold the border along with Layartebian and Nuevo Rican units acting in support. Several airstrips will be built by Layartebian Seabees in Eastern Colombia to provide Layartebian and Nuevo Rican aircraft with forward bases to attack into East Venezuela.
  • August 1954 - September 1958: [Layarteb, Mexico (NPC)] Over the course of four years, the Venezuelan Civil War intensifies. By September 1958, the Layartebian commitment to the war is over 6,500 men. The Nuevo Rican detachment is even larger at almost 24,000 men. This bolsters the West Venezuelan force of 120,000 men. Manpower for East Venezuela is estimated at 30,000 to 50,000 for the LVA- half of which is in West Venezuela - and over 200,000 men for the EPEV forces.
  • October 15, 1954: [Layarteb, Mexico (NPC)] On the same day but in two separate battles, the Republic of Layarteb and the Empire of Nuevo Rica suffer their first casualties in the Venezuelan Civil War. For Layarteb, the battle occurs in the settlement of Santa Rita when a joint Layartebian-West Venezuelan patrol comes under ambush from LVA guerillas. One Layartebian soldier is killed and another wounded in the incident. Nuevo Rica suffers two killed and one captured near Uracoa in an ambush also perpetrated by LVA insurgents. Sergeant Joaquín Díaz of the Nuevo Rican Army becomes the first POW for the LVA though he is never repatriated. Based on evidence captured following Venezuela's fall to Layarteb in 1983, Sergeant Díaz likely died in March 1964 after 10 years in captivity, presumably from dysentery. His fate will be a fate common to over 800 soldiers who are captured during the war and never recovered afterwards.
  • February 13, 1956: [Layarteb, Mexico (NPC)] In the midst of Carnival celebrations in Caracas, LVA insurgents commit 9 attacks killing a combined total of 481 people and wounding over 1,000, virtually all of them civilians. Of the 9 attacks, 5 are car bombs, 2 are shootings, 1 is a grenade attack, and 1 is an assassination of the city's mayor, Francisco Izarra.
  • February 16, 1956: [Layarteb, Mexico (NPC)] In response to the February 13 attacks, the Layartebian Navy stations a carrier battle group off East Venezuelan waters.
  • March 1, 1956: [Layarteb, Mexico (NPC)] The Republic of the Guianas pledges non-intervention in the Venezuelan Civil War but the country lacks the capability to prevent LVA insurgents from crossing the border and using the thick jungle to hide weapons and supply bases. The Republic of the Guianas is adamantly against allowing the Empire of Nuevo Rica or the Republic of Layarteb from conducting search missions along the border area. Throughout the war, specialized units of Layartebian and Nuevo Rican commandos will infiltrate western Guyana and attack LVA and EPEV bases.
  • April 19, 1956: [Layarteb, Mexico (NPC)] Two East Venezuelan MiG-15s attempt to intercept a Layartebian Navy patrol of F9F-8 Cougars. A brief dogfight ensues and both MiG-15s are shot down marking the first engagement between East Venezuelan aircraft and the Layartebian Navy.
  • March 11, 1958: [Mexico (NPC)] The Empire of Nuevo Rica detonates its first atomic bomb. The device is placed on a barge approximately 10 mi (16 km) southeast of Isla Socorro in the Pacific Ocean and detonated at 09:48 hours. The device yields 25 kilotons. The Empire of Nuevo Rica will go on to field 120 nuclear and thermonuclear warheads along with a stockpile of approximately 1,000 tonnes of chemical weapons including 700 tonnes of nerve agents and 300 tonnes of blistering agents.
  • July 1, 1958: [Mexico (NPC)] Diego Meza is elected President of Nuevo Rica after President Méndez opts out of the running. In a closes session of the Nuevo Rican Senate, President Méndez tells the body that the war in Venezuela cannot be won without adopting total war tactics against the forces of East Venezuela. He suggests that the use of atomic weaponry might be useful so long as it can be guaranteed not to galvanize the East Venezuelan populace against the war.
  • July 1, 1959: [Layarteb, Mexico (NPC)] The Republic of Layarteb begins independent combat operations in West Venezuela, operating in search of LVA insurgents and their supply networks. The majority of Layartebian action is focused around the Orinoco River border. Layartebian patrols will frequently come under attack from LVA ambushes.
  • August 17 - 18, 1959: [Layarteb, Mexico (NPC)] In a military coup, President Juan Carlos Roche is overthrown and executed. West Venezuela is taken over by a junta ruled by General Agostino Sojo. The coup is initiated with support from both Layarteb and Nuevo Rica after it is learned that President Roche was ready to declare a ceasefire in hopes of negotiating a settlement with East Venezuela. General Sojo and many others who are involved in the coup are fully aware that East Venezuela is not willing to negotiate but rather looking to buy time. Dozens of Roche's supporters are rounded up during the night and imprisoned or executed by the putschists.
  • Early 1960s: [Mexico (NPC)] In northern Mexico, chiefly the states of Baja California and Chihuahua, a man by the name of Emilio Ruiz emerges as the first major drug lord in Mexico. He is the first to utilize planes to smuggle drugs into the Republic of Layarteb. Though his organization is the first "cartel" in Mexico, it is not officially known by any name.
  • Autumn 1960 - Spring 1963: [Layarteb, Mexico (NPC)] Layartebian and Nuevo Rican forces build up in West Venezuela with the former reaching 90,000 men by spring 1963 and the latter reaching 30,000 men. By this point, the West Venezuelan Army (EOV) reaches 250,000 men.
  • May 18, 1963: [Layarteb, Mexico (NPC)] The Republic of Layarteb and the Empire of Nuevo Rica each declare war on East Venezuela following the revelation of intelligence linking East Venezuela to communist revolutionaries in both nations. The opening strikes come mainly from the Republic of Layarteb, which launches 3 carrier air wing alpha strikes against East Venezuelan air bases as well as multiple bombing missions from bases in West Venezuela and Colombia. Over 300 sorties are flown in one day but the Republic of Layarteb loses 3 aircraft to anti-aircraft fire resulting in 4 airmen down, 2 of whom are presumed killed as no parachutes were spotted by other aircraft in the vicinity.
  • Summer 1963 - Early Winter 1967: [Layarteb, Mexico (NPC)] In four years, the fighting in Venezuela gradually escalates and manpower increases on all sides. By the beginning of 1967, the Republic of Layarteb has over 250,000 men in-country, the Empire of Nuevo Rica has over 35,000 men, and the EOV numbers approximately 400,000 men. On the opposite side, the LVA has a force size of 125,000 men and the EPEV has a force size of 240,000 men. As the war gradually intensified, combat losses for East Venezuela mounted exponentially against the better trained and better equipped Layartebian and Nuevo Rican forces. EOV casualties mount in higher rates than to either Layarteb or Nuevo Rica but not as quickly as for the LVA and the EPEV.
  • May 1964: [Mexico (NPC)] A far-left paramilitary group is formed in Colombia in opposition to the government. They grow in popularity in the rural regions and utilize marijuana as a source of income. They are known as the Revolutionary Armed Forces of Colombia - People's Army or FARC-EP or just FARC. Their headquarters is near the city of Uribe in the Meta department. They will exist for over 30 years until the Layartebian invasion of Colombia in the 1990s. In the early years, the FARC is allied with the East Venezuelans and they obtain a large amount of weaponry from the LVA and the EPEV along with training and funding for the purpose of overthrowing the government in Bogotá.
  • July 1, 1964: [Mexico (NPC)] Diego Meza is re-elected for a second term as President of Nuevo Rica.
  • February 4 - April 3, 1967: [Layarteb, Mexico (NPC)] LVA and EPEV forces launch the First Carnival Offensive taking the entire coalition by surprise. Approximately 40,000 men (most of them LVA) attack every major city and military base throughout West Venezuela during the night of February 4, the first night of Carnival. The battle will last 58 days and result in tremendous casualties for the LVA and the EPEV; however, it will dramatically change the public's perception of the Venezuelan Civil War, especially at home in Layarteb where daily demonstrations and protests against the war paralyze the country. In the first phase, the coalition suffers 4,539 killed, 17,606 wounded, and 765 MIA. The LVA and the EPEV suffer as many as 8,500 killed and 10,000 wounded. Despite the lower numbers, the LVA takes a major hit.
  • May 11 - June 21, 1967: [Layarteb, Mexico (NPC)] The LVA and the EPEV launches the Second Carnival Offensive throughout West Venezuela. Though Carnival is well over by this point, the name is applied since it is seen as an extension of the first offensive. The second offensive goes disastrously wrong for East Venezuela. Approximately 60 targets are struck throughout West Venezuela across two waves in May and early June. The city of Caracas is virtually demolished in the fighting with as many as 7,000 homes destroyed, 300 civilians killed, 2,850 wounded, and as many as 75,000 rendered homeless. Coalition casualties include 1,106 killed. East Venezuela suffers exorbitantly higher casualties with 15,000 killed and over 100 captured. The vast majority of the losses are to the LVA.
  • August 23 - September 29, 1967: [Layarteb, Mexico (NPC)] The Third Carnival Offensive occurs over the course of 63 days. Once again, the LVA and the EPEV attack all across the country, primarily against key border towns to draw forces out of the cities. Several Layartebian and Nuevo Rican firebases are put under heavy attack. In the end, the LVA and the EPEV fail to make any military gains and suffer tremendously more than the coalition. In all three phases of the attack, the LVA and the EPEV suffer as many as 30,330 killed, 41,050 wounded, and over 2,500 captured. The LVA ceases to exist as a combat-capable force and what few members are left are rolled into the EPEV where they are largely assigned to penetration units. Over 7,000 civilians are killed and over 12,000 are wounded across the three phases. Virtually the entire LVA and EPEV are put into use across the three phases. Air strikes made by coalition aircraft are extremely effective and devastating though as many as 62 are destroyed or shot down and a further 215 are damaged.
  • January 1968: [Layarteb, Mexico (NPC)] East Venezuela, after having suffered tremendous casualties in the war so far has no choice but to begin drafting men as soon as they come of age. In addition, they draft older men and assign them to work logistics. Few veterans of the early days of the war remain but East Venezuela is able to add as many as 60,000 men annually to their numbers. This is far more than the coalition can muster. The year of 1967 will be the bloodiest year of the war though 1968 offers significant casualties on its own.
  • January 18, 1968: [Layarteb, Mexico (NPC)] General Agostino Sojo is assassinated by East Venezuelan agents and he is replaced by General Cencio Gallardo Muñoz, a ruthless tyrant who makes his predecessors look kind. He is corrupt beyond measurement and he is also a drug dealer selling cocaine, marijuana, and heroin. He is the number one drug lord in Venezuela and his network extends into Colombia. Rumors persist that his illegal drug trade is supported by Layartebian intelligence agents.
  • February 9 - July 29, 1969: [Layarteb, Mexico (NPC)] The Battle of Firebase La Macanilla occurs over a 170-day period. The firebase is located just 12 mi (20 km) from the Orinoco River and it is the largest firebase in West Venezuela supported by over 3,000 Layartebians. The base is a major fixture and a major target for East Venezuela. Over the course of 170 days, the EPEV and what remain of the LVA muster as many as 50,000 men to directly attack the base and a further 8,500 men to support them in a rear flanking position. East Venezuela is hopeful that they can successfully take the firebase and end the war by dealing a tremendous blow to coalition troops. They are wrong and the battle occurs across a sizeable area that extends into Colombia. Over 22,500 coalition troops support the base during the battle. In the end, the EPEV is forced to withdraw amidst tremendous air strikes and significant ground combat. Coalition troops suffer 1,400 - 1,750 killed, 4,500 wounded, and over 125 captured. EPEV forces suffer anywhere from 2,775 to 7,500 killed and over 20,000 wounded. The firebase is not lost and the EPEV are taken by surprise by the coalition's ability to resupply and reinforce the firebase. Over 50,000 tons of bombs and over 79,000 artillery rounds are dropped and fired in defense of the base. The only success that the EPEV has is the amount of troops drawn away from other targets to fight in defense of the firebase.
  • November 3 - 23, 1969: [Layarteb, Mexico (NPC)] In the last major battle of 1969, the EPEV makes a last ditch attempt to deal a death blow to the coalition by attacking the area around Uracoa where a major coalition presence of 8,000 troops is based. They attack with only 3,000 men however, such is the state of their forces following the Battle of Firebase La Macanilla. The battle sees only 217 coalition troops killed, 720 wounded, and 17 captured. As many as 20 helicopters, 1 transport aircraft, and 1 fighter jet are lost but EPEV forces suffer 500 - 832 killed and 500 - 1,000 wounded. The battle is particularly hard fought with dozens of men being awarded the highest medals for valor and heroism. For the Republic of Layarteb, 9 men receive the Medal of Honor and 14 the Distinguished Service Cross or the Air Force Cross. Over 2 dozen Silver Stars are given out after the battle.
  • Late Winter 1969 - Spring 1971: [Layarteb, Mexico (NPC)] The tide of war turns politically in favor of East Venezuela. The coalition is tired of fighting for West Venezuela and casualties are mounting. At home in both Layarteb and Nuevo Rica, the political protests are so great that life has been dramatically altered. Soldiers returning home join the protests and many feel as if the nation they are returning to is vastly different than the nation they had left less than a year or two earlier. Soldiers who have endured four and five tours of duty remark that returning home for leave is worse than the hairiest ambushes or the spectre of being captured and tortured by the enemy.
  • July 1, 1970: [Mexico (NPC)] By a very narrow margin of just 3 votes, Diego Meza is re-elected for a third term as President of Nuevo Rica. Many in the Senate are opposed to his persistence in the Venezuelan Civil War.
  • May 1, 1971: [Layarteb, Mexico (NPC)] The coalition announces a withdrawal plan, which is a major, public victory for East Venezuela. Propaganda from East Venezuela claims that the coalition is losing the war as evidenced by their withdrawal plan. The plan sees a gradual decrease in the number of coalition troops over the next 4 years; however, it calls for an uptick in air support for the EOV. The EOV is expected to take a more direct role in the conflict rather than act as second fiddle to the coalition. In the same vein, the EOV will double its forces by instituting a massive draft and shortening training time of troops.
  • November 1971 - December 1972: [Layarteb, Mexico (NPC)] The coalition withdraws as many as 72,000 men from West Venezuela.
  • January - December 1973: [Layarteb, Mexico (NPC)] Over the course of 1973, an additional 95,000 coalition men are withdrawn from West Venezuela. By the end of 1973 there are only 105,000 coalition troops in-country; however, West Venezuela's forces balloon to 525,000 men. They will eventually top out at 555,000 men.
  • January - December 1974: [Layarteb, Mexico (NPC)] Over the course of 1974, the coalition shrinks to just 32,000 men with 40% being Layartebian. At home in Layarteb, a civil war is brewing despite the withdrawal from Venezuela.
  • Mid 1970s: [Mexico (NPC)] In Colombia, two large cartels appear in 1976 and 1977. Rivals to one another, they will quickly dominate the cocaine trade into the Western Hemisphere. They are centered around Medellín and Cali respectively and named such.
  • Early 1975 - Late 1978: [Mexico (NPC)] The Nuevo Rican military launches a targeted operation against drug trafficking syndicates in Mexico. Their prime target is Emilio Ruiz.
  • January - May 1975: [Layarteb, Mexico (NPC)] The coalition withdraws the last of its troops except for just 5,000 Layartebian advisors left on the ground. The EOV reaches a strength of 555,000 men.
  • May 13 - September 10, 1975: [Layarteb, Mexico (NPC)] East Venezuela seizes upon the opportunity of the coalition withdrawal and launches the biggest campaign against West Venezuela since the Carnival Offensive in 1967. They had planned to launch this 2 years earlier but successful campaigns by the coalition had put a major dent in their supplies and manpower. The offensive is aimed at completely capturing Caracas. The EOV puts its full 555,000 men into the battle while the EPEV musters approximately 500,000 men. Anticipating that the coalition will not make good on a promise to defense West Venezuela, the offensive begins along the Orinoco River and gains traction very quickly. However, the coalition does not lest West Venezuela down. On July 29, coalition forces launch the largest air campaign of the entire war against East Venezuela. It is sustained through the end of the offensive, a total of 43 days. Over 80,000 tons of bombs are dropped on East Venezuelan targets, devastating the country's ability to fight. The offensive fails miserably for East Venezuela. EOV forces suffer only 10,000 killed and wounded while EPEV forces suffer as many as 45,000 killed and wounded and over 150,000 captured. Over 75,000 civilians die in the offensive though, mostly in West Venezuela. After the offensive, East Venezuela is barely recognizable as a country. The air campaign was known officially as Operation Boomerang Escalator but it was just referred to as "Bomb Everything" for the ferocity of it.
  • July 1, 1976: [Mexico (NPC)] Héctor Rodríguez is elected as President of Nuevo Rica. He is a compromise candidate in the wake of President Meza's decision to stand for a fourth term.
  • March 22, 1977: [Layarteb, Mexico (NPC)] The last Layartebian troops leave West Venezuela amidst the spectre of all-out civil war at home.
  • Spring 1977 - Summer 1985: [Mexico (NPC)] The Empire of Nuevo Rica suffers a tremendous economic depression as a result of the Layartebian Civil War. Throughout the time, independence movements resurface in the Central American states who believe that they can do better without Mexico City's influence.
  • September 15, 1978: [Mexico (NPC)] Nuevo Rican police serving a search warrant engage in a gun battle with Emilio Ruiz and kill him.
  • Late 1978: [Mexico (NPC)] Esteban Amaya along with Enrique Guzmán and Rodolfo López take the reins of the remainder of Ruiz's organization and move it to Guadalajara. In doing so, they take the disorganized ruins of Ruiz's organization, which has been summarily beaten by the Nuevo Rican military, and create the first Nuevo Rican cartel, the Guadalajara Cartel.
  • Spring 1980: [Mexico (NPC)] In Tamaulipas, a second Nuevo Rican drug cartel is formed. It is aptly named the Gulf Cartel for its presence along the Gulf of Mexico. A third cartel in Oaxaca forms around the same time but it is much smaller than the other two and it focuses its operations on marijuana and cocaine trafficking operating out of Oaxaca and Chiapas. The Gulf Cartel has actually been around since the 1930s as a smuggling and black market syndicate but the transformation to a drug cartel makes it a truly new organization.
  • Early Winter 1981 - Late Winter 1984: [Layarteb, Mexico (NPC)] In response to pressure from Layarteb, both Nuevo Rica and Colombia exert pressure against the Colombian drug cartels. Those cartels form alliances with the Mexico-based cartels to provide additional avenues for export of cocaine, heroin, and marijuana into Layarteb. The Medellín Cartel allies with the Guadalajara Cartel while the Cali Cartel allies with the Gulf Cartel.
  • July 1, 1982: [Mexico (NPC)] The Nuevo Rican Senate elected Javier Navarrete as the President of Nuevo Rica.
  • April 4 - 7, 1985: [Layarteb, Mexico (NPC)] In a combined operation between Layartebian and Nuevo Rican authorities, Enrique Guzmán and Rodolfo López are arrested in Costa Rica and Puerto Vallarta, respectively and just 3 days apart dealing a major blow to the Guadalajara Cartel. Esteban Amaya goes into hiding in Guadalajara city but opts to split up the trade areas to prevent one arrest from taking it all down.
  • September 19, 1985: [Mexico (NPC)] At 07:17:50, a magnitude 8.0 earthquake strikes Mexico. The epicenter is only 12 mi (20 km) deep and it is 226 mi (363 km) from the heart of Mexico City (Zócolo Plaza). The damage is devastating and there are two very large aftershocks, a 7.5 Mw the following day and 7.0 Mw on April 30, 1986. Interesting enough, most buildings with 1 - 5 or over 15 stories suffered series damage however, buildings with 6 - 15 stories were virtually leveled throughout the affected areas. This largely had to do with building codes with most of the damaged buildings having been built during the timeframe of 1957 - 1976 when construction started to go upwards versus outwards. So vast is the earthquake that it is felt over an area in excess of 318,500 mi² (825,000 km²). The death toll exceeds 10,000 but anywhere from 250,000 to 700,000 people are rendered homeless. The damage to the infrastructure is immeasurable.
  • September 20 - November 19, 1985: [Mexico (NPC)] The Nuevo Rican government's response to the earthquake is atrocious. In the wake of the earthquake, a curfew is put in place to stop looting and the army is put onto the streets in Mexico City; however, they are soon taking part in the looting themselves. The Empire of Layarteb, unable to provide much in the way of aid, offers to send reconstruction teams and the Army Corps of Engineers to assist with clearing the rubble; however, in a shock, this is turned down by President Navarrete who fears "losing face" to the people.
  • November 20, 1985: [Mexico (NPC)] President Javier Navarrete is assassinated by his own guard in a coup that puts Colonel Pedro Villanueva in power under a military junta. Colonel Villanueva quickly requests support from the Republic of Layarteb for earthquake relief but by now the crimes and transgressions of the Nuevo Rican Army in Mexico City have become public. The Republic of Layarteb is hesitant and sends only reconstruction teams and not the more capable and more experienced Army Corps of Engineers, which numbers over 37,000 personnel.
  • December 16, 1985 - June 11, 1986: [Mexico (NPC)] Over the course of 6 months, the Central American states of Nuevo Rica declare independence and achieve it with little fight from Mexico City, which is wholly unable to resist. They take with them military equipment of the Empire of Nuevo Rica and a sizeable portion of the country's only functioning economic areas. The devastation in Mexico City is barely even touched by this point. They establish Guatemala (December 16), Nicaragua (January 2), Costa Rica (January 4), Honduras (February 10), El Salvador (March 9), Belize (May 1), and the Yucatán State (June 11). The Yucatán State consists of the former Mexican states of Campeche, Chiapas, Quintana Roo, Tabasco, and Yucatán.
  • June 12, 1986: [Mexico (NPC)] The Empire of Nuevo Rica ceases to exist as a legal entity where it is replaced by the Federation of Mexican States or just Federation of Mexico. The country has shrunk from its largest point of approximately 2,000,000 mi² (5,180,000 km²) 300 years earlier to just 636,887 mi² (1,649,530 km²).
  • Mid-1988: [Mexico (NPC)] A fourth Mexican cartel emerges, this one in Colima.
  • April 8, 1989: [Layarteb, Mexico (NPC)] On a tip from Layartebian authorities, the Mexican police - with a force of 300 men - arrest Esteban Amaya in the city of Culiacan, thus dismantling the Guadalajara Cartel. However, Amaya's fallback plans are initiated and the Guadalajara Cartel, while it ceases to exist, gives birth to four other cartels: the Juárez Cartel, the Sinaloa Cartel, the Sonora Cartel, and the Tijuana Cartel. These 4 cartels soon begin to grow and dominate other areas of Mexico. It won't be long before they are butting heads with one another leading to new alliances and shifting alliances at that between them and the other cartels.
  • July 1990: [Layarteb, Mexico (NPC)] The Second Drug War begins officially when the Layartebian government and the Colombian government form a partnership to defeat the Cali Cartel and the Medellín Cartel. It only ends when the Empire of Layarteb opts to invade the state of Colombia and annex it, destroying both the Cali Cartel and the Medellín Cartel in the process. The Empire of Layarteb is able to plant several double agents within both organizations, some of whom are able to get close to the leaders of both cartels.
  • Autumn 1990: [Mexico (NPC)] After spending almost 2 decades growing marijuana and opium poppies for other cartels, Vincente Ramos forms the Millennium or Milenio Cartel in Michoacán. Like other cartels in Mexico, they find allies in the Colombian cartels.
  • January 7 - 11, 1991: [Layarteb, Mexico (NPC)] In Layarteb City, President Pedro Villanueva of Mexico along with the Emperor of Layarteb and their associated justice officials sit down for a series of meetings concerning the growing drug trade, chiefly from Mexico-based cartels. The Empire of Layarteb has taken one of the harshest stances in the world against drug use but efforts to penetrate the cartels in Mexico with double agents have largely gone awry. It is the impression of the Layartebian government that corruption in the Mexican government is feeding information to the cartels concerning the activities of the Empire of Layarteb. At the end of the meeting, a secret working group named Task Force NOVEMBER is formed to compartmentalize the fight against the cartels. Not even the highest-ranking officials in government are to be read in on the task force to keep it as secretive as possible. Eventually, Task Force NOVEMBER will include Colombian officials and agents as well. The agreement also allows members of the Mexican Special Forces to train at the School of the Americas in Layarteb.
  • March 2, 1992 - June 2, 1995: [Layarteb, Mexico (NPC)] With tactic approval from Mexico City, the Empire of Layarteb invades and/or annexes the entirety of Central America from the southern border of Mexico all the way to the border of Colombia. This is done largely in response to cartel-activity in these areas This conflict is considered part of the Second Drug War.
  • June 9, 1993: [Layarteb, Mexico (NPC)] In the midst of the Layartebian invasions of Central America, Felix "El Duque" Sánchez is captured by Layartebian forces. He is the leader of the Sinaloa Cartel and one of the most wanted men in Mexico. In a deal with the Mexican government, he is handed over to Mexican authorities where he is sentenced to life in jail. Despite his arrest, he still manages to run the Sinaloa Cartel from jail.
  • December 2, 1993: [Layarteb, Mexico (NPC)] Task Force NOVEMBER locates the whereabouts the Juan Pablo Vélez, the leader of the Medellín Cartel and kill him during his attempt to elude the task force members. He is killed in Medellín. Though this deals a major blow to the cartel, it does not dissolve. Instead, it continues its reign of terror in Colombia. Worst of all, the cartel opens links with the Colombian government.
  • November 11, 1995 - November 10, 1998: [Layarteb, Mexico (NPC)] In a 3-year conflict that includes a 163-day and a 932-day insurgency, the Empire of Layarteb invades and annexes the state of Colombia in response to uncovered links between the Colombian government and the drug cartels in the country. Particularly bothersome in the relationship is the status of three Colombian members of Task Force NOVEMBER who are double agents for the Cali Cartel. With the end of this war, the Second Drug War concludes.

Section 4: NPC History
Use this section to record the history of your NPC. All history must be complete before the NPC can be accepted into Earth II.

Take note that this is #3 of 3 posts. To view this history in one document please see here.

  • Summer 1996 - Autumn 2006: [Layarteb, Mexico (NPC)] Mexican drug cartels grow in power and influence over a 10-year period with the destruction of the Colombian cartels. As cocaine becomes less available with the Layartebian annexation of Colombia, these cartels turn more to synthetic drugs such as methamphetamine but heroin remains a staple for them.
  • Spring - Autumn 1999: [Layarteb, Mexico (NPC)] Leadership of the Gulf Cartel shifts to Julio César Serrano who finds himself in a violent turf war against other contenders for the cartel's leadership. He creates a mercenary unit to be his personal bodyguards and to carry out assassinations for him. They are called Los Zetas after the code names of the members, all of whom are army deserters from Mexico's top special forces units, many of whom were educated in the Empire of Layarteb at the School of the Americas specifically to fight against cartels. It is a huge blow to the prestige of the Mexican Special Forces, one that will take a long recovery time.
  • December 31, 1999: [Mexico (NPC)] After over 14 years in power, President Pedro Villanueva steps down following a loss of confidence vote by the Mexican Senate. He is replaced by his Vice President, Camila Tovar, the country's first female President. However, she will not last long.
  • June 10, 2000: [Mexico (NPC)] Financial improprieties are revealed by Mexico's largest newspaper implicating President Camila Tovar with embezzlement and bribery. She steps down the following day and the Mexican Senate appoints Melchor Fuentes to be the President of Mexico.
  • June 11, 2000: [Mexico (NPC)] President Fuentes shocks the nation of Mexico when he calls for a reform of the constitution to allow for direct election of the President of Mexico. The people are so stunned by the announcement that there is only a muted, initial response. However, as the year endures, the idea becomes so popular with the people that the Mexican Senate is forced to comply. There are still no term limits and the Mexican President's term of office remains at 6 years.
  • November 4, 2000: [Mexico (NPC)] In Mexico's first democratic election for President in the entire history of the country and its predecessors, President Melchor Fuentes wins by a landslide 92% victory. There are widespread accusations of voter fraud by his opponents but he endures and takes the oath of office on January 2, 2001. His largest campaign promise is sweeping action against the drug cartels, which have made life in Mexico almost unbearable.
  • Early 2001: [Layarteb, Mexico (NPC)] Sometime in early 2001, La Familia Michoacana is formed within the Gulf Cartel, specially to act within the state of Michoacán. It was formed as a group of vigilantes meant to provide another combat unit for the Gulf Cartel. They are trained by Los Zetas and they become infamous for their brutality and their violence. Eventually they attain a cult-like status, torturing and murdering their rivals as "Divine Justice." Members must go through a very thorough indoctrination where they must abstain from drugs and alcohol, dedicating themselves to "the family."
  • January 2, 2001: [Mexico (NPC)] President Melchor Fuentes takes the oath of office of President of Mexico in an expensive but extremely well-protected ceremony in Zócalo Plaza. A big state dinner is held at the National Palace that evening under heavy guard from Mexico's premier special operations unit and the President's Guard.
  • January 9, 2001: [Layarteb, Mexico (NPC)] Felix "El Duque" Sánchez breaks out of a maximum security prison in Mexico. He is assisted by a prison guard in the process. His escape was carefully masterminded and rumored to have cost over §2.5 million. His escape is a major blow to the prison system's credibility but it will hardly be the first.
  • July - August 2001: [Layarteb, Mexico (NPC)] Task Force NOVEMBER successfully locates and arrests the leader of the Sonora Cartel. In doing so, the cartel is surprisingly weakened. A power struggle ensues but it quickly ends when the Sonora Cartel merges into the Sinaloa Cartel.
  • June - November 2003: [Layarteb, Mexico (NPC)] Arrests made by Task Force NOVEMBER ultimately dismantle the Colima Cartel and their remnants are swallowed by the Sinaloa Cartel.
  • November 2, 2003: [Layarteb, Mexico (NPC)] In Puebla, Mexico, a new cartel forms but not in the same spirit as the other cartels in Mexico. The foundation is quiet and the leadership of the cartel is entirely unknown. They do not advertise their presence but rather embark upon a slow marathon approach, aiming for longevity instead of presence. The cartel is somewhat similar to the FARC in that it adopts a far-left ideology. Drugs are seen as a source of revenue for the cartel as it builds its presence and operations. They look to form a competent, well-equipped army and they hope one day not to control the entire landscape of the Mexican drug trade but to take over the government of Mexico and replace it with a leftist country. The cartel is founded after the Day of the Dead and it is one of the first cartels to show a strong link to La Santa Muerte, an unusual link for a leftist group. Quietly, they refer to themselves as Los Soldados de Puebla or "The Soldiers of Puebla." Their leader is named only La Araña or "The Spider." It is rumored that La Araña is a woman.
  • Spring 2006: [Layarteb, Mexico (NPC)] La Familia Michoacana separates from the Gulf Cartel and focuses its attention solely on the state of Michoacán. Their primary export is methamphetamine and they build a series of labs in the state and take special attention to protecting the state from the other cartels. By now they have become a pseudo-religious cult, making their presence and their values known. This makes them a major target for the Mexican government, especially considering how violent they are to those they deem deserve to be killed.
  • Autumn 2006: [Layarteb, Mexico (NPC)] The Empire of Layarteb begins to exert major pressure on the government of Mexico to take a harder stance on the drug cartels, which have been doing nothing but growing in power since the mid-90s. By this point in time, the drug cartels and the areas they exert complete control over have become microstates within Mexico.
  • November 4, 2006: [Mexico (NPC)] President Melchor Fuentes rallies for a second term in office; however, he wins only 59.2% of the vote. There are 9 candidates running for office.
  • December 11, 2006: [Layarteb, Mexico (NPC)] The Mexican government and the Mexican military, with considerable support from the Empire of Layarteb launches what becomes known as the Third Drug War. It will be the longest, bloodiest, and most damaging of all of the drug wars fought to date. The aim of the war is to disrupt cartel operations by arresting leaders, destroying factories and supply warehouses, and destroying networks. • January - May 2015: [Layarteb, Mexico (NPC)] The CJNG Cartel begins to amplify its war with Los Zetas and the two cartels go tit-for-tat with one another not unlike how Los Zetas and the Gulf Cartel did; however, CJNG proves itself to be as violent and brutal as Los Zetas are.
  • July 11, 2015: [Layarteb, Mexico (NPC)] For the second time in his life, Felix "El Duque" Sánchez escapes from a maximum-security prison. He escapes through a tunnel leading to a construction site over 1.5 km away from the prison. His disappearance is discovered at 21:22 but several hours elapse before an alert is ordered. Yet again, prison officials are accused of being part of the escape and many are dismissed or arrested. A nation-wide manhunt goes into force.
  • Summer - Early Winter 2015: [Layarteb, Mexico (NPC)] Violence in the Third Drug War does not abate but it does drop to levels unseen since the start of the war. This is attributed to major arrests of cartel leaders as well as the deaths of many cartel members, lieutenants, and bosses. Still, the death toll continues to climb.
  • January 8, 2016: [Layarteb, Mexico (NPC)] In a joint operation led by Task Force NOVEMBER, Felix "El Duque" Sánchez is captured for the third time. This time however, President Morales hands him over to the Empire of Layarteb. The Empire of Layarteb imprisons him in a supermax facility located in the Gulf of Saint Lawrence. The prison, named Nova Prospekt Prison, is infamous for its high-value prisoners. It is located on New Prospects Island or Entry Island. Here he has no chance of escape. During the raid to capture him in Los Mochis, 5 of his bodyguards are killed. Sánchez is the last of the original 22 cartel bosses who have over ₱30 million rewards for their arrest or death; however, his specific reward is ₱90 million. Two more will be added to this list shortly after his capture, both of whom lead the Sinaloa Cartel following his third arrest.
  • January 29, 2016: [Layarteb, Mexico (NPC)] In a major operation, 24 members of the Sinaloa Cartel are killed or arrested in Sonora. Task Force NOVEMBER oversees the operation.
  • February - August 2016: [Layarteb, Mexico (NPC)] Violence in the Third Drug War increases dramatically as the death toll rises throughout the year. It will end with 23,000 people killed as a low estimate. The worst of the cartel infighting and cartel rivalries occurs during the spring and summer months.
  • June 27 - 30, 2016: [Layarteb, Mexico (NPC)] Mexican and Layartebian officials meet for the Havana Cooperative Agreement V. The fifth such meeting sees a major shift in the attitudes of both sides. The Third Drug War is increasingly becoming an economic burden with an impact of §134 billion in 2015. Revenues from drug cartels are estimated at between §15 and §30 billion per year. Both sides agree to take the fight to new battlegrounds and give law enforcement broader powers to fight cartels.
  • September 2016: [Layarteb, Mexico (NPC)] Los Soldados de Puebla find themselves in a unique position. Double agents for the cartel have infiltrated the Gulf Cartel, Los Zetas, and CJNG. In the latter two, some have risen to the lieutenant level meaning they are only just under the highest positions. In the Gulf Cartel however, they find themselves lagging behind. Arrests and assassinations assist the LSP double agents in their advances.
  • November 8, 2016: [Layarteb, Mexico (NPC)] The Havana Arms Deal is negotiated in Havana, Cuba between President Morales and the Emperor of Layarteb. The Havana Arms Deal is a blanket designation for all past arms deals with Mexico as well as future arms deals.
  • December 2016: [Layarteb, Mexico (NPC)] The year ends with over 23,000 more deaths to add to the Third Drug War, bringing the total killed to over 180,000 for the 10-year war yet it will be 2017 that is a "banner year" in the Third Drug War.
  • January 9 - 12, 2017: [Layarteb, Mexico (NPC)] Over a 4-day period, Los Soldados de Puebla begin to make their initial moves throughout Mexico. They are aiming to put Operation Tlacopan into action after a 5-year wait. By this point in time, the cartel has enough members within CJNG and Los Zetas that they are within both cartels' inner circle.
  • April 13 - 16, 2017: [Layarteb, Mexico (NPC)] During the Easter holiday from Holy Thursday to Easter Sunday, Los Soldados de Puebla enact Operation Tlacopan. Hitmen from the cartel systematically and successfully assassinate every boss and lieutenant in both CJNG and Los Zetas who do not conform to the idea of a super-cartel united under LSP. The killings are brutal beyond belief that they include not only the bosses and the lieutenants but also their families and their associates. Over a 4-day period, over 252 people are killed by hitmen from LSP. In addition to the killings, the hitmen also raid personal arms stashes and the private fortunes of those they kill. The cartel nets millions upon millions in the 4-day period. As a final act, the hitmen burn down all of the homes of the dead bosses and lieutenants.
  • April 17, 2017: [Layarteb, Mexico (NPC)] Mexico awakens to the news of the grim weekend. Within CJNG and Los Zetas, LSP's double agents are now elevated into positions of power and control over both cartels. Anyone who dares to question them or attempt to stop them is killed along with his family, friends, and associates. Like the bosses and the lieutenants, they are also robbed and have their homes razed to the ground.
  • April 17 - May 1, 2017: [Layarteb, Mexico (NPC)] Over a 2-week period, Los Soldados de Puebla consolidate CJNG and Los Zetas by culling the ranks of anyone and everyone who does not wear fealty to LSP. It is estimated that both cartels are reduced in personnel by one-third with over 30,000 people killed just between the two cartels.
  • May 2, 2017: [Layarteb, Mexico (NPC)] Los Soldados de Puebla make their presence officially known after 13-1/2 years of existence. They publish a lengthy manifesto written by their collective leadership describing their ideology and their threat to the Mexican government that they will one day topple the government and instill a true, socialist state. Both Los Zetas and CJNG cease to exist as functioning entities and they are merged into LSP, creating a super cartel with an estimated force size of approximately 75,000 to 90,000 members. It is the largest, single cartel in Mexico. La Araña is specifically named as the leader of the cartel though his or her identity remains completely unknown.
  • May 16, 2017: [Layarteb, Mexico (NPC)] In a demonstration of their capabilities, Los Soldados de Puebla launch 9 attacks throughout Mexico: 3 against the Federales, 3 against the Mexican Army, and 3 against the Gulf Cartel. In each attack, highly-trained units of cartel gunmen attack outposts or other targets in a coordinated, professional manner as if they were a military unit. The unit cohesion is extensive and the weaponry used far more advanced than any cartel has used previously. The attacks result in 92 dead with no losses to LSP.
  • May 23, 2017: [Layarteb, Mexico (NPC)] President Morales and the Emperor of Layarteb meet for a prescheduled summit in Layarteb City. During the meeting, the two discuss Los Soldados de Puebla. Unable to wait for the next HCA meeting in 2018, President Morales pleads with the Emperor of Layarteb for additional resources. The Emperor of Layarteb offers an immediate dispensation of §500 million to Mexico to fight LSP.
  • June 5, 2017: [Layarteb, Mexico (NPC)] The Mexican Federales find a tractor trailer parked on the side of Highway 150D between Puebla and Mexico City. Witnesses report that the trailer had been there for 9 days before it was inspected by the Federales. Inside are the rotting, decomposing bodies of 92 people. It is impossible to identify all of them but a coroner is able to match the DNA on three to high-ranking lieutenants in Los Zetas. No message is left but LSP is assumed to be the perpetrators.
  • July 9, 2017: [Layarteb, Mexico (NPC)] In Ciudad Victoria, Tamaulipas an attack is orchestrated against a warehouse owned by the Gulf Cartel. The attack leaves 17 members of the Gulf Cartel dead in what investigators described as a SWAT-style raid. Initially it is believed that the Mexican Army has hit the target with a commando unit but a calling card is left signifying that the warehouse was attacked by Los Soldados de Puebla. LSP has seized drugs and weapons from the warehouse.
  • August 21, 2017: [Layarteb, Mexico (NPC)] Layartebian and Mexican commandos belonging to Task Force NOVEMBER execute a raid in Guadalajara that is the first success against LSP. The raid sees 5 LSP members killed and 2 captured, José Camacho and Pablo Santacruz. Camacho is a known member former of Los Zetas while Santacruz is an unknown individual with little to no criminal history. They are brought to a Layartebian warship for interrogation. It will take 6 months before either of them reveal any useful information. When they do, they reveal that Los Soldados de Puebla is training and retraining every member absorbed through the CJNG-Los Zetas merger. They reveal that LSP is training them in boot camps just like conventional soldiers and then providing them with advanced training. Their program, it is revealed, is modeled after the Imperial Layartebian Marine Corps. The revelation is frightening.
  • August 23, 2017: [Layarteb, Mexico (NPC)] In response for the Guadalajara Raid two days earlier, Los Soldados de Puebla publish their second-ever missive. In it, they declare reckoning for the Empire of Layarteb and name each of the commandos involved in the operation, revealing a major breach in OPSEC somewhere down the line. This throws Task Force NOVEMBER into complete and total disarray.
  • October 3, 2017: [Layarteb, Mexico (NPC)] Layartebian authorities uncover a secret tunnel leading from Oaxaca into Chiapas. It is through a sparsely populated area of dense, jungle foliage. Following the tunnel back into Oaxaca, Layartebian commandos uncover a secret drug factory. Later that evening, an airstrike decimates the factory. The airstrike is carried out without Mexico's permission for fear of corrupt agents in the Mexican government warning the cartel. An investigation afterwards reveals that it is an LSP factory for making methamphetamine.
  • November 3 - 4, 2017: [Layarteb, Mexico (NPC)] On the 14th anniversary of LSP's founding and the day after All Soul's Day / Day of the Dead, Los Soldados de Puebla celebrate by committing their most brazen act yet. In Oaxaca, a small team of LSP gunmen set up an anti-tank launcher approximately 4 km east of the city on a hill. During the night, they launch an anti-tank missile at Oaxaca International Airport. The missile is targeted against a Mexican Army helicopter parked on the target and it successfully destroys the helicopter. The following day, investigators uncover a mass grave in an abandoned mine on the other side of that very mountain. It contains as many as 592 bodies, all of them likely slain members of CJNG.
  • December 31, 2017: [Layarteb, Mexico (NPC)] On New Year's Eve, a hitman from LSP kills Mayor Salvador del Paso of Mexico City by shooting him in the back of the head with a sniper rifle. The year ends with over 40,000 deaths for the Third Drug War, throwing the total of those killed since December 2006 over the 200,000 mark. The emergence of Los Soldados de Puebla marks an unimaginable escalation of the Third Drug War.

  • NPC Summary: The Confederation of Yemeni Emirates is a small country on the southwestern portion of the Arabian Peninsula. The country was officially formed in its present state on May 22, 1996, with the signing of the Unification Treaty of Aden. This treaty unified the twenty emirates of Yemen into a single confederation ruled from the port city of Aden. Human settlement in the region dates back to 5,000 BC with Islamic influence on the country going back as far as the year 622. Presently, the country is ruled by twenty tribal kings or emirs who act as state governors do but who have near absolute authority in their respective tribal territory. Each of the twenty emirates of the country appoint three representatives to sit in the Yemeni legislature, named the Federal Legislative Council, and the country has an Islamic-style justice system though it does not embrace sharia law as a whole. Some of the emirates however do practice this religious law. The country features a dual executive, each of which are appointed to their position by consensus vote amongst the twenty emirs who form the Federal Executive Council. There are no terms of office. The other emirs serve as functionaries in the executive branch of the country. Islam is the official religion of the country and adherents to Sunni Islam make up more than 53% of the country's populace while adherents to Shia Islam make up approximately 45% of the country's populace. The remaining 2% are adherents of Christianity, Judaism, Buddhism, Hinduism, and other religions, including tribal religions. The country does not embrace the freedom of religion but it does not active persecute non-Muslims. Politically, the country is stable. The emirs wield immense power within their emirates but as this is largely a tribal society, fierce and often deadly rivalries exist. The country's economy is officially considered under the definition of dirigisme. It is a capitalist economy in which the state plays a strong, directive role. Corruption is rampant however. Militarily, the country has an outdated force that is subject to significant amounts of nepotism. The vast majority of soldiers are not well paid though high-ranking officers live a life of lavish luxury. Employment by the military offers only "job security" and the ability to make money via corruption. Equipment is maintained just enough to keep it functioning but there is little room for modernization in the country's budget. The active forces largely exist to protect the country from invasion of lesser-capable or equal-standing nations. They number approximately 80,000 men. They are backed up by a sizeable and extremely corrupt National Police of 50,000 men. Approximately 20,000 militiamen serve strictly as soldiers of the emirs. Like most Islamic societies, the country is not a bastion of human rights. Women are subjugated but they are not completely enslaved. In most of the emirates, women are capable of working, driving on their own, and going out without chaperones. In the more rural regions, this is not the case and women in these areas are required to cover themselves completely. The biggest problem existing within the country is the present of the Islamic terrorist group Al-Shams. Al-Shams has burrowed itself into the rural regions of Yemen where they use the terrain and the religious fervency of the rural populaces to their advantage. Al-Shams' forces largely outclass the military, the national police, and tribal warriors in training; however, they are incapable of defeating all three entities to take over the country completely. They wield immense power over some emirs who support their cause secretly be providing funding and resources. The country's biggest international gripe is with the Empire of Layarteb, which occupies the island of Socotra off of the Yemeni coast. In addition to this, the Empire of Layarteb has unilaterally acted against Al-Shams within Yemen's borders on multiple occasions.
  • Summary of Use: The Confederation of Yemeni Emirates NPC exists as a place for all members in Earth II to use. It is not to be invaded and replaced without major discussion amongst all members of the community. The purpose of this NPC is to provide a home for our Al-Qaeda-like terrorist group named Al-Shams. It also exists to provide a sandbox of activities for all members. The country's problems with Al-Shams present an interesting dynamic for members. While some emirs support the jihadist group, most do not. Due to Al-Shams capabilities however, the military is ill equipped to fight them without facing major casualties, the National Police is too corrupt and unmotivated to stop them, and the tribal forces are too untrained, undisciplined, and unexperienced to fight against the jihadists. All threads and stories within this NPC should be cleared with the Earth II moderator(s) ahead of time just to ensure the most accurate information. No legitimate or well-plotted thread will be denied.

  • NPC Summary: Al-Shams is a worldwide terrorist group similar to and modeled on Al-Qaeda. Their base of operation is in the Confederation of Yemeni Emirates and they are engaged in a war against all non-Muslims. Unlike Al-Qaeda however, Al-Shams does not regard Shia Muslims as heretical. Instead, Al-Shams believes that a union between Sunni and Shia Muslims against the heretical, non-Muslim nations of the world would provide it with the most manpower to fight successfully. The group is led by a 4-man executive group, which seeks advice and support from a 10-man Shura Council. Until 2016, that council was led by Mullah Shahir Alhasan Najjar but he was killed in a joint Layartebian-British raid in the Chitral Region of Pakistan. The group is led by Sheik Syed Hassan and Sinan Mahir Aswad. Their operations are directed by Humam Tariq Qureshi and Rabah Hakem Moghadam. Al-Shams' leadership is devoted to the cause, which is the ruination of Western society and the implementation of a worldwide, Islamic Caliphate. Al-Shams has many branches and affiliate groups that swear loyalty to Al-Shams. In doing so, they bring upon themselves resources, financial and logistical support, and the inclusion into the wider, Al-Shams network across the globe.
  • Summary of Use: Al-Shams is usable by all members of Earth II. They are directly linked with the Confederation of Yemeni Emirates NPC. The main group of Al-Shams is controlled by the Earth II moderator(s) to ensure that they remain an NPC within our group. If you want to RP with the main group, please ask us for help and assistance. All members are free to create their own affiliate or branch groups of Al-Shams within their own claims and/or NPCs. In this instance, doing so gives you 100% control over the group you create.
