So not to be a dick or anything, but it has now been over two months since Byzantium Imperium posted anything in "A Dragon is Rising." Unless there's any activity very soon, I'm going to ask it be retconned due to lack of activity.

I am in extensive physical therapy learning how to walk for the first time in my entire life. I may be absent during this period unannounced, I will not apologize for it, either.

Earth II's History 3.0 Project is finally upon us!

Please take a look at this link. I have deconstructed all of Earth II History and created separate files for each individual player, NPC, and former player of significance. There is a ZIP file within the DROPBOX folder that allows you to download every TXT file in case you want to view them all on your computer.

The goals of this project are threefold:

1) Clean up old and conflicting history
2) Add new history
3) Reform the core that is Roman history

The first step in our project is the review of individual histories. Please take some time and review your history entry for any errors or omissions within them or things you would like to change. You should also review those of NPCs that might be involved with your history as there will be entries there too. Do not fret if you see duplicate entries, this was an entirely manual process.

If you would like to make changes please submit them into the main thread as you would any regular history change form, which can be found here. You may submit changes to your nation or an NPC if it deals with your history as well. At best, use this opportunity to bring your history up-to-date, which is through the end of calendar year 2016.

All changes should be submitted by the end of the day on February 28, 2017. If there are no changes to submit just telegram me that you do not have any changes so I can check you off of the list. If you do not telegram me or submit changes, I will fit in your history accordingly and should there be conflicts, I will defer to my judgement. This date is a HARD DATE so please act accordingly. You will all receive this as a telegram as well.

• February 8, 2012: [Marimaia(Ru)] Anatoly Ilyina is confirmed as Premier of the Soviet Union after the assassination of Dmitri Siloviki. Ilyina adopts a far more conciliatory approach to international affairs and prefers to keep the Soviet Union focused on domestic matters.
  
• April 14, 2014: [Marimaia(Ru)] Khristofor Alexandrovich Zharkov is appointed as the new Chairman of the KGB, becoming one of the youngest men in history to receive such a prestigious and important position within the USSR.
  
• August 13th, 2015: [Marimaia(Ru)] The Tsaritsynskaya Opera Theatre Hostage Crisis occurs, where 34 IFI insurgents take and ultimately murder over 100 hostages - setting off multiple suicide vests and other explosives that are planted throughout the building during an intense 24-hour standoff with Soviet police and special forces. Among the dead is a 6-strong OMON team attempting to establish surveillance inside of the building. During the incident, the Islamic Front of Ichkeria made a demand for a captured IFI operative from the previous year's series of raids to be released.
  
• September 15th, 2015: [Marimaia(Ru)] Chairman Zharkov demonstrates his political aptitude by successfully blaming the MVD for the Tsaritsynskaya Opera Theatre Hostage Crisis during the subsequent inquiry. He argues that the KGB would have resolved the situation with far fewer casualties if they had received proper intelligence from the MVD, and begins to lobby for regular increases in the KGB budget to combat the 'savage and imminent threat' of the Islamic Front of Ichkeria. Interior Minister Makarov resigns due to the excessive blame levied at his ministry.
  
• November 9th, 2016: [Marimaia(Ru)] Given the continued stagnation of the Soviet economy, Premier Anatoly Ilyina calls for a Politburo review of the KGB budget demands in response to Chairman Zharkov's newest request for additional funding. Despite vocal support from Defense Minister Andrey Dvornikov, the budget demands are refused. Zharkov and Dvornikov subsequently begin plotting against the Ilyina government.
  
• December 20th, 2016: [Marimaia(Ru)] Upon returning to Kiev after a flying tour of several Soviet cities, Premier Ilyina is escorted to an impromptu Politburo meeting by Chairman Zharkov where he is forced to resign. The Politburo elect Zharkov as the new Premier of the Soviet Union and General Secretary of the CPSU.
  
• December 21st, 2016: [Marimaia(Ru)] On the ninety-second anniversary of the USSR's founding, Premier Zharkov addresses the nation and announces that the Soviet Union will now be pursuing a much more interventionist and assertive foreign policy. This speech is regarded as the beginning of the era of Probuzhdenie, or 'Awakening'.
  
• December 22nd, 2016: [Marimaia(Ru)] An incident occurs in the Aegean Sea between a Soviet submarine, TK-208 Dmitri Donskoy, and a Layartebian Druid-class patrol corvette. The Soviet crew lure the corvette close by broadcasting a false distress message and then hurl abuse at the vessel when it arrives. The presence of two other October Alliance vessels in the area cause the Soviet vessel to hurriedly leave the scene.

So given that I still have ~200 pages of written history to put into TXT format I am pushing this deadline out one month to March 31, 2017 as I won't be finishing all of it between now and Tuesday evening.

Um...seeing how Val still hasn't specified the provinces he wants to claim, would it be okay for me to add a couple of provinces to my previous claim? I don't want to steal anything out from under his nose, but he's only logged on once (17th February) since the 5th and I'd really like to get going with my own claim. I've been trying to pad out my thread while waiting to hear from him after asking him if I could take a couple of extra provinces, but not knowing when/if he's going to reappear, this seems like the best way to proceed (although I do feel a little bad for doing it, maybe I'm too nice I dunno). I would just like to get my access through the Turkish Straits finalised once and for all, and the most efficient way to do that appears to be having the entirety of them under Soviet control.

So, that would mean that my Turkish province claims are as follows:

Balikesir, Bursa, Canakkale (previously claimed), Edirne, Istanbul (previously claimed), Kirklareli, Kocaeli, Tekirdağ, Yalova. It would look like this: Straits Claim, minus the bits of Canakkale that Layarteb owns, of course. As Byz has confirmed the transfer of Tuva, I have enough land allowance.

In "Reforging the Soviet Star" I've already established that the USSR is negotiating with Constantinople/Istanbul (from when Temnorus was going to be claiming them) because both sides have new governments and Zharkov wants to ensure that the Soviets have proper access. Since the Soviets would be able to just squash Constantinople fairly easily, my thought is to have Constantinople as capital of a so-called "Republic of Mamara" covering the above provinces (roughly the Mamara Region of Turkey) as that would strengthen their position a bit and explain why the USSR hasn't just stormed in. I won't mention the rest of Turkey in my thread so then I'm hopefully not writing someone else's thread (I have an idea about why the RoM formed but that's for another time). Suffice to say that talks will break down, the Mamarans threaten to close the Straits and then *bam*.

Regarding everyone else's access rights provided everything goes okay and I get the green light to claim those provinces, Lacoze will have free passage for all vessels, military or otherwise, due to their position as a genuine Black Sea power. All other powers will have free access for civilian shipping and military vessels under 15,000 tons, for military vessels of over 15,000 tons then permission has to be requested. It's a somewhat looser version of the RL Montreux Convention, the main point about military vessels being "why do you need to send anything that big into the Black Sea when you're not a Black Sea power, hmm?"

EDIT: The 15,000 ton limit is a placeholder as it's the RL limit, there may be some wiggle room
