In addition to greatly improving relations with members of the Comintern as well as preventing conflicts due to miscommunication, allowance of the Stoklomolvi Communist Federation observer access to the ISTO would greatly enhance the standing of the ISTO in the eyes of the Stoklomolvi people.

We harbour no intention of espionage against the ISTO. Our motives are not malevolent in any way, shape, or form, and we do not seek conflict with the ISTO.

The debate had dragged on for weeks the majority of the council were unwilling to trust the Dominion’s fate and reputation to another alliance at this time and as such were against Silinky’s press to rejoin their former allies in the ISTO and an alliance of parties under the 2nd Speaker crushed the motion in the council, whilst the issue was swept aside in the bureaucracy by senior members; even when the matter was turned over to the people there was little to be done that could change the outcome. Despite sympathies that remained within some of the halls of power and memories of those people who cared to think of the wider world the vote was lost and Sarrowquand would be unable to apply for membership to the ISTO.

One compromise was achieved, for now the Dominion would apply for observer status. Maybe in time the power of those in favour of international connections and those who favoured the CIS partners would wax once again, for now they could do nothing. The Speakers who had backed this were busy looking at their decreased approval ratings, hoping to find a boost on some soft issue or another whilst the bureaucrats who had supported the ISTO application were buried for the time being under mountains of paperwork, essentially stuck doing lines for their disobedience.
