The situation is becoming worse. Giovanni Alessandro a well known and well liked charismatic young politician has declared himself Emperor Giovanni I and has smashed the Communist and Fascist forces in brutal street battles, democratic forces are now seen as merely Tahiotian puppets and are quickly becoming despised however as the military of Woodstovia has declared neutrality the democratic forces are more powerful than the monarchist forces however Giovanni is quickly gaining support and normal civilians are sabotaging democratic forces even if they do not fight in the brutal street battles that engulf Rome.

The people of Pensalum begin to see past the mask of war that Summers has set up. They begin to realize that Summers is using his powers given by martial law for his own selfish reasons. Unfortunately, their epiphany is far too late. Summers, using some powers he doesn't even have, declares himself eternal Chancellor of Pensalum. Under his jurisdiction, anyone who is found to be related to GKE, or any of its allies are still rounded up. Now however, these townships are changing from prisons into death-row. The "Enemy" is regularly executed by firing squad or hangings.

In addition, the government now monitors all telephone conversations. Many cameras have also been attached to buildings and street lights for surveillance and monitoring.

Pensalum also detonates a nuclear bomb off the cost of the GKE. It is meant to be seen as an outward sign of aggression.

The government was in a panic, as so many governments were reconstructed. It was only a matter of time until the citizens of J&K wanted a change in their homeland as well. However, for now, the government felt fairly confident in having a monarchy with some democracy.
GKE's past crimes were forgiven, as they seemed like they could be a powerful ally. Conflicts in Woodstovia meant the country was powerless to invasion, and Tyberon was also weakened, so any new threats were serious. Pensalum was becoming dangerous, and the government watched closely. One wrong move could mean all-out war.

The chaos that has engulfed Rome is finally over. Giovanni Alessandro has been crowned Emperor and defeated the Democratic forces. Giovanni is a young man only 23 and yet using his charisma he was able to rally the people around him. The people of Woodstovia eagerly await what their new Emperor will do.
