The Klubtz Statement of 2013 is a declaration of several motives put into effect immediatly by our Supreme Fuhrer Victor Klubtz. This declaration will detail what international measures the UWO has taken to assure that the state be preserved so that the citizens of the state are to grow and prosper in peace for future generations.

I. International law and organizations that strive to put nations under the sphere of "international law" are hereby declared non-exsistant or illegal. Nations and said organizations that strive to promote the ilegitimate "International law" will be sought after by the Armed Forces of the UWO.

II. Nations that promote the invasion of soverignity of other nations that have commited a "crime" under the ilegitimate "International Law" will be sought after by the Armed Forces of the UWO and the victim nation will be defended by said Armed Forces.

III. Nations that fund and arm Rebel groups that wish to overthrow a "Tyrranical" government over said "Tyrranical" governments issue with "crimes" against the ilegitimate "International Law" will be sought after by the Armed Forces of the UWO along with the rebel group that is recieving the funding and arms. This horrible act is seen by the UWO government and leadership as "The Promotion of Terrorism".

IIII. Nations that seek out nations allied and or hold interests to the UWO due to differences in Idealogy and or government policies and customs will be sought after by the Armed Forces of the UWO. The Victim nation will be defended by said armed forces.

IX. Nations which go out of their way to promote unessisary violence and terror which threaten neighboring nations and the stability of the world will be sought after by the Armed Forces of the UWO. Occupation of said nation will ensue.

I. The Central Commitie of International Enlightenment (CCIE) is hereby CREATED. The CCIE will deal with and give solutions to problems with enlightenment in the international community.

II. The Foreign Vangaurd of Reaction (FVR) is hereby CREATED. The FVR will be a base for foreign military volenteer units from around the world that seek to promote and defend the Klubtz Accords and enlightenment worldwide.

III. The Ministry of Oppressed Enlightened Peoples (MOEP) is hereby CREATED. The MOEP will deal with contacting and assisting oppressed enlightened followers from around the world, from humanitarian aid to military training of newly formed paramilitary groups.

The Ministry relied on a department that was aptly named the Media Processing Center to watch and review the news coming from roughly a thousand significant sovereign states and monitor the happenings that took place within them. The staff posted in the center watched for announcements of treaty signings, World Assembly decisions, diplomatic exchanges, open declarations, and other items that they believed to be important. It was here that the Klubtz Statement of 2013 would be destined to arrive if anywhere, for there was not even one official within the Monavian government who had received a copy yet.

Like many departments which needed to operate continuously around the clock, the Media Processing Center employed multiple shifts of workers who were rotated over eight hour cycles. Roughly three hundred persons served in each of these shifts, though only about two-thirds of them actually worked inside the central monitoring room where they collected raw information for the first time and processed it for distribution throughout the Ministry. Shift changes were signaled two minutes in advance so that staffers could have an opportunity to prepare to turn over their posts, but there were always a few who were either tied up finishing something like printing a long document or away dropping off paperwork, so shift changes usually took several minutes to complete.

The collection room where news came in was a high-ceilinged room lined on its north side by a row of broad windows. The monitoring stations were physically isolated and separated from one another by means of enclosing them inside plain metal cubicles that measured three meters square and were painted a neutral shade of light gray. These structures were physically joined into rows of five which were set two meters apart from one another to allow the staff sufficient room for safe two-way traffic. Sets of ten rows were grouped into blocks of fifty that were set three meters apart, thus allowing even more avenues for mobility. The southern wall of each unit was made from glass and contained the door, which bore signs that showed the flags, emblems, and names of the countries and organizations monitored within, thus allowing couriers and staffers to easily identify the focus of each station.

The early afternoon hours of February 15, 2013 were mostly uneventful for many of the monitoring staff. The station where the United World Order and four other Tyrrhenian countries were simultaneously monitored was being staffed by Yulia F. Boyko, a woman who had served in the Media Processing Center for the last seven years and was looking forward to entering a new position with the Ministry’s press staff. Ms. Boyko’s station contained the same furnishings as the others—a robust steel desk, pair of waist-high file cabinets, aluminum-framed corkboard, and overhead lighting. The monitor of her BCM Thunderstorm Silver Series desktop computer measured two feet across to accommodate multitasking needs that included watching multiple news feeds and writing reports.

At two-fifteen that afternoon, Bokyo left her station with a stack of envelopes containing printed sets of declassified government reports issued by the governments of nations she had been watching. She handed the pile to a courier so that he could deliver them to some staff serving the Monavian Foreign Relation Council, a body of nine advisers who served the Minister of Foreign Affairs. Once this errand had been completed, she returned to her station to resume engaging in the tedium of her work, unaware that in mere minutes she would come across a declaration so explosive that Minister Carter would be required to personally respond to it.

Boyko quietly slid the door shut behind her until its tight seal with the jamb forced out an audible hiss of air, leaving nothing other than the ticking of a wall clock and the clatter of keyboards in adjacent cubicles to disturb her silence. Soon enough, these sounds faded off into the background as she grew absorbed in her work again, analyzing another news story regarding the economic effects of the war that the International Coalition for Expansion was fighting in Tyrrhenia. She was but one sentence away from reaching the end of the article when a new window appeared without warning and covered the article up. The dialog box inside the window contained a message.

Boyko lost no time opening the file and quickly reading through the declaration, though she found herself frustrated by the confusing wording that appeared in several places. The text had been translated from Ordric to English using software installed on the server, but this software was far from perfect and was encoded by “experts” whose knowledge of Ordric was poor. After rereading the declaration slowly to better understand it, Boyko printed off a copy and saved the file. Once she had the printed version in hand, she stuffed it into a yellow shipping envelope and taped it shut, leaving her cubicle for the second time in ten minutes to find the nearest available courier.

Less than twenty seconds after beginning her search, Boyko spotted a figure rounding a corner somewhere in the fifth row of her block of cubicles. She quickened her pace, reaching the same corner moments later to find one of the couriers who had frequently passed through these halls over the last several years. “Karina!” she called out.

Karina Malko turned around to see who wanted her attention. “Yulia, what’s going on?”

“The server just caught something bad going on in Tyrrhenia. I need to have this rushed upstairs to the MFRC so that they can evaluate it.”

“They’ll have it right after I finish with this block.”

Carter’s advisers discussed the Klubtz Statement of 2013 for three hours before sending it to him at the end of the workday. Carter placed his copy in a folder which went into his briefcase before leaving so that he could think about the declaration at home. The following day, he contacted several other individuals serving on the Royal Council of National Security Advisers and asked them to review and discuss the declaration at their next meeting two days later. The absence of any international condemnation within Tyrrhenia was markedly strange, all the more so because no public condemnations had appeared in the global media in the three days that had passed since the statement was issued. It was decided that Carter would issue his formal reply on behalf of the Monavian government on February 14, thus providing the United World Order’s regional neighbors with another day to voice their concerns before extra-regional statements came in.

Shortly after arriving at his office on the morning of February 14, Carter wrote out a note asking the MPC floor director assigned to Boyko’s block to inform him if anybody had detected any replies to the statement. After receiving a reply that said there had been no other statements, Carter picked up a sheet of paper and began drafting a declaration of his government’s position. When he had finished this process an hour later, he wrote out a clean copy on his official stationery and addressed it directly to Klubtz before faxing it to the recipient’s office.

Your Supreme Excellency:

Approximately four days ago, the Monavian Ministry of Foreign Affairs received a copy of a document originating from Your Supreme Excellency’s office which bears the title of “Klubtz Statement of 2013.” This document has since elicited the attentions of various offices within the Monavian government and the persons serving in these offices have felt a need to express concerns which they have felt as a result of their interpretations of the Klubtz Statement’s provisions.

I wish to state that the reservations my government has had regarding Your Supreme Excellency’s declaration result from what we believe to be the most likely consequences of applying its principles and the implications thereof. In particular, the Monavian state does not approve the implications of the first clause of Article I, which declares illegitimate the entire framework of treaty agreements, diplomatic courtesies and immunities, and the laws and customs of war that are accepted by civilized states. My government is generally quite perturbed by such a statement as this, and my office is particularly bothered by the notion that the Orderian government will not be honoring the once universally-observed customs of diplomatic immunity, maritime neutrality, or the free passage of civilians belonging to states at peace with one another. My government thus regrets to inform Your Supreme Excellency that it will not accept any infringement on the security which international law affords to the stability of the entire human race, and furthermore will oppose any attempt by Your Supreme Excellency’s government to disrupt the legal functioning of treaty organizations of which the Monavian Empire is a signatory.

My government furthermore finds it necessary and proper to reject the assertion that it is acting outside its rights as a sovereign power when demanding that other sovereign states observe their legal obligations to us, including the honoring of treaty provisions and respecting the integrity of our diplomats. Quite to the contrary, every sovereign state is by default invested with the sovereign right to expect its neighbors to abide by commonly-accepted standards of comity and civility in dealing with one another. It therefore follows that the Monavian Empire remains within its rights when it acts to ensure that other states observe these principles, even if they must be forcibly mandated to do so.

I can offer Your Supreme Excellency the assurance that the sentiments and intentions expressed in this letter are not to be construed in any way as a declaration of hostile intentions and that my government will not perfidiously invade the rights of any sovereign state with which it has peaceable dealings, nor shall it engage in any form of subversion or warfare against another state without just cause. In addition, my government rejects participation in ideological wars and thus has no grievance against the IFA and other organizations of which the United World Order is a member.

Nonetheless, if Your Supreme Excellency’s government engages in any action that is found to be injurious to the integrity of the Monavian Empire, my government will demand satisfaction and compensation from the Ordernite state to the extent required to rectify all damages. Likewise, any attempt to abrogate Monavian diplomatic immunity or infringe on the rights of Monavians traveling abroad while conducting legitimate business will be answered by measures more severe than mere statements of displeasure.

We understand your hostility for the Supreme Fuhrer means what he says and will carry out what will be done to protect our right to soveriegnity and peace. We hope the Monavian Empire will after this statement understand our struggle against foreign aggressors and imperialists. We strive to succeed and prosper in this chaos filled world where war and corruption plauge many nations throughout the world. The United World Order is a bastion of reaction and prosperity of the right. We will overcome others who seek to destroy us and bring famine and corruption to our glorious state. The factories of war will continue to run on forever untill we reach the end of our time, we will continue to produce products of war to defend our glorious state from the very nations who dream death on our people. This statement was very much needed so we can protect ourselves and keep our prosperous state running so we can continue to spread our message through out the world. We hope you understand Minister and that you tell your colleagues this too so they may understand our struggle and that your leadership will understand our struggle.

Eight days passed before the Monavian Ministry of Foreign Affairs received any reply from its counterpart. The reply letter finally appeared in the Ministry’s first floor mailroom at midday on the twenty-second and was promptly set aside by the screening staff so that it could be forwarded upstairs. The leader of the sorting team on shift at the time beckoned to a group of couriers who were about to depart from the mailroom, calling the group over to find out from them where they were destined.

“This one is for the press secretary,” said one.

“I need somebody who can take this up to the fifth floor,” the shift leader replied.

Another courier spoke up. “I’m about to deliver some letters to Dr. Brkovich’s office, then hand this thick packet over to Chairman Farrington.”

“Can you take a detour up to the Minister’s secretary?”

“Yes, I see no reason why not.”

The shift leader gave him the envelope containing the reply from the Orderian Ministry of Foreign Affairs. “Tell the secretary that it was received just after noon today.”

“I will.” The courier departed as another load of mail came into the room. “I have a letter addressed to Cinna’s office,” a disembodied voice shouted in some corner of the room, evidently trying to have somebody take it to Farrington’s secretary. The courier turned around, only to see the shift leader waving him off.

“I’ll have the next guy take it up. You have enough stuff to distribute.”

Carter had been absent from his office throughout the morning. He left at eight for a speaking engagement that kept him preoccupied until eleven, and upon returning his advisers insisted on briefing him as soon as he had a half hour to spare. Lunch and a series of telephone calls tied him up until one-fifteen, so the letter ended up sitting on his secretary’s desk for just over an hour by the time he emerged from his office to ask if he had any mail.

The letter did not take long to read, but the process of replying took longer than he wanted. Carter scanned it into a secure fax machine, sent it to the queen’s office, and then sent in a short note asking for her recommendations concerning the government’s overall position. By two o’clock he had an answer and began writing again, addressing his statement to the leadership of the Orderian Ministry of Foreign Affairs.

To those to whom this letter may concern:

I have received your recent reply to the letter I wrote to you on February 14, 2013 to express my government’s reservations regarding certain potential problems with the Klubtz Statement of 2013. I am thankful that your foreign affairs staff has taken the time to address these concerns and explain the threats posed to your government by states seeking to bring ruin to your people.

I wish to further state on behalf of the Monavian Crown that the Monavian government will officially condemn all wanton acts of aggression directed against the peaceful functioning of your country. The Monavian government will not tolerate attempts by imperialist governments to destroy the liberty, security, and prosperity of your people, nor shall it allow malevolent actions aimed at suppressing the United World Order’s ability to independently govern itself. My government will likewise appreciate efforts on the part of the United World Order to support our sovereignty against opposition posed by the global threats of terrorism and rogue governments which seek to suppress the independence of their neighbors.

Finally, I want to state that my office is interested in obtaining information about the specific forms of corruption and chaos that these “foreign aggressors and imperialists” wish to spread around the world so that countermeasures can be put in place to defend against them.
