There's no calculator that I'm aware of (though I wouldn't be terribly surprised if one exists somewhere). I was just pulling that number out of my ass because it sounded silly.

Early Technical = Car w/ Machine Gun

They were mounting guns on tractors in the Crimean War and on railroad cars since pretty much the invention of the machine gun. Wouldn't take much to just bolt one to a car frame. Some might be a bit more professional and/or purpose-built than others, but any redneck with a drill, some rivets and/or bolts, a machine gun, and a bit of ingenuity can build one in his back yard.
