Well, the Pact, I imagine, would be created in a similar manner to AMEN, with each participating nation having a say in how/what/where/why the alliance/organization is created. We wouldn't simply carry over AMEN, as that would irritate latecomers, and isn't what the organization is intended to be (cooperation among all, not a few early birds dictating the rules to everyone else).
