Yes, that's exactly what I mean.

My suggestions would be the following:

1. Keep this thread for the circulars and general resolutions, as a record. What you might want to do is provide links in the OP about decisions and resolutions so that they can be found easily. That way OOC discussions won't drown them.

2. Have IC threads as needed--conferences and meetings and have one per topic, hosted by countries on a rotating basis. I'd suggest also linking to those threads in the OP.

2. The Charter does specifies that all members and observers of the OECD will meet once in every 2 years (RL time) i.e. we will organise some sort of summit or convocation. What I meant by an IC thread was a discussion thread where "representatives would convene via VTC?" Some NS organisations have it (like the ponies one and TLIN). The "IC Thread" could be organised on similar lines.

When would this happen, exactly? My finals are starting to fly in on me, so I may be a bit indisposed in a few weeks time.
