[◆] Article I

◕ Organisation for Economic Co-operation and Development shall be defined as the organizational body under the aegis of the International Law as mandated by the World Assembly devoted to the aims as specified in the succeeding articles. For all purposes, the organisation shall be abbreviated as O.E.C.D.

◕ Charter shall be defined as the document enlisting all rules and regulations along with any other information deemed important pertaining to the O.E.C.D.

◕Membership shall be defined as the states(sovereign or otherwise) and/or entities signatory to the charter herein under its legal jurisdiction.

◕ Resolutions shall be defined as articles standing on the same ground as the international law passed by the O.E.C.D. and falling to application of all members.

◕ Observers shall be defined as states hereto not signatory to the charter but prospective participants in the activities conducted.

◕ Secretariat shall be defined as the official section of the O.E.C.D headed by a Secretary General responsible for the daily functioning of the organisation, maintenance of its funds/accounts etc. and execution and implementation of the Resolutions passed.

[◆] Article II: On Membership

The membership is open to all sovereign nations and/or dependent territories/colonies/autonomous regions. Nations need to have a WA Economy Rating of more than 81 (high or very high) to be eligible for membership. Besides, good quality of RP and intention to devote sufficient time to the organisational activities are the prerequisites. Acceptance of membership shall be in the hands of the founder until such a time that the organisation gains sufficient members so as to form the 'Electoral Council', a autonomous body under the Secretariat according to the specifications in the articles below. Membership status entitles nations to participate in all activities of the O.E.C.D.

Observer status may be granted to nations not meeting the eligibility criteria or upon request. The observers shall not participate in daily activities of the O.E.C.D. unless decided by the Secretariat.

[◆] Article III: On Aims and Expectations

The aims and objectives of the Union shall be:

Improve economic and diplomatic ties between member nation; thereby promoting friendly relations between nations.
Help in eradicating poverty and malnutrition from the world by supplying financial aids to developing and under developed countries and finance development programs in member and non member nations.
Achieve the highest sustainable economic growth and employment and a rising standard of living in Member countries, while maintaining financial stability, and thus to contribute to the development of the world economy.
Contribute to sound economic expansion in Member as well as nonmember countries in the process of economic development;
and
Contribute to the expansion of world trade on a multilateral, nondiscriminatory basis in accordance with international obligations.

The O.E.C.D. expects all members to:
Maintain cordial relations with all member nations and respect each other's integrity and territorial sovereignty.
Take efforts to meet all aims and objectives set forth in the charter.
Support as well as provide financial assistance to less developed non-member and/or member nations when the need arises.
Come to the defense of fellow members when called to do so.
Donate money to the Union.
Not to interfere in the internal affairs of other members/

[◆] Article IV: On Secretariat

The Secretariat shall be defined as the official section of the O.E.C.D headed by a Secretary General responsible for the daily functioning of the organisation, maintenance of its funds/accounts etc. and execution and implementation of the Resolutions passed. The Secretariat shall be divided into the following Councils:

General Council: The membership of the General Council shall be granted to all members and observers. The Council shall meet at least once every two years for multilateral talks taking place in form of summits. Each member will appoint one representative to the council who shall be permanently housed at the Secretariat. Resolutions put forth by members shall be tabled before the Council for passage by a majority vote. Grant of loans, donations and monetary funds shall be decided by a majority vote of the Council.

Electoral Council: The Electoral Council will comprise four nations, besides the founder. Acceptance of new members and observers shall be decided by a majority vote of the Council. The Council shall be constituted as soon as the O.E.C.D. gains sufficient membership for its formation.

Treasury: The treasury shall be in charge of the funds.

The Secretariat shall be housed at the Chateau de Ferrieres located near St. Louis, Mizialand. The members shall elect a Secretary General by a majority vote. The Secretariat shall be headed by the Secretary General who shall act as a de facto head of the O.E.C.D.

[◆] Article V: On Resolutions and Funds

All members have been given the power to tabulate resolutions before the General Council. Any amendments to the Charter shall be initiated by a resolution. Resolutions, if passed by the General Council shall gain the status of the international law applicable to all members. The resolutions will be added in the Charter. The rubric of the resolution shall be similar to W.A. Resolutions. Legality of the resolutions shall be decided by the Founder. The Charter does not specifies any rules or limitations relating to the resolutions barring the aforementioned rule related to the tone of the resolution.

One of the aims of the Council state Contribute to sound economic expansion in Member as well as nonmember countries in the process of economic development for the purpose of which two funds have been created. All members are required to donate a certain amount of money in NSD to the funds.

60% of the donation will go to the Non Members Development and Emergency Aid Fund (NMDEA). All loans and contributions granted to non member nations on request will be made through these funds. All request for donation and loans from this fund will be made after due approval from the General Council. The O.E.C.D. shall provide developmental aid to at least two nations per year.

25% of the donation will go to the Members Emergency Funds (MEF). The O.E.C.D. will make certain amount of donations and/or loans to members and observers in case the members and observers are in financial or disastrous emergencies.All request for donation and loans from this fund will be made after due approval from the General Council.

15% of the donation will go towards finances of the organisation.

[◆] Article VI: On Language

The official language of the O.E.C.D. shall be English. Official languages of the member states shall be included as official language of the Organisation.

[◆] Addendum I: 07 August 2013

1. Following a majority vote of the GA, the following provisions (Clause 2,3 and 4) are being included as addendum to the Charter:

2. In case of declaration of war by one member/observer upon another member/observer, the membership of both shall remain suspended until such a time the conflict is resolved. A peace talk will be mediated by the OECD. Should the talk fail, the members will be ejected through a vote.

3. In case of human rights (as defined by the WA) violations - to be determined by a committee appointed by the OECD which apart from the said task shall advise possible methods of human rights improvement, membership shall be suspended until such a time the reforms are implemented.

4. In case of WA condemnation, the OECD will appoint a committee to investigate the accusations of the WA. Should the accusation be found true, the concerned member will be ejected.

Economic Processes Act
Organization Member States

Understanding the wide variety of economic systems and policies to which the Organization’s member states adhere to;

Recognizing that such a separation of vital economic progress among member states creates a separation in the unity for which the OECD stands;

Noting that one of the Organization’s primary responsibilities is to ensure the economic unity of all of its member states;

Believing that, in order to accomplish this goal, the Organization must design a core economic system which is validated in either all or most of its member states, to justify creating such a system;

Hereby Establishes

Article I - Diplomacy

I.i) All member states are to ensure fair economic competition between member states of the Organization;

I.ii) All member states are to ensure that there is no gender/race/sexual orientation discrimination in the economic processes of the Organization’s economic status, and allow full integration of any and all genders, races, and sexual orientation into the economy;

I.iii) All member states are encouraged to communicate to one another in order to create close economic links with other member states of the Organization, thus ensuring economic security for all members;

Article II - Trade Agreements

II.i) All member states are to eliminate tariff barriers between member states of the Organization;

II.ii) Creates the Organization Economic Committee;

§II.ii.i) As an branch of the Organization’s treasury, the Organization Economic Committee (OEC) is to observe all international transactions between member states of the OECD;

§II.ii.ii) The OEC is to be led by two elected members of each Electoral Council state;

§II.ii.ii.i) Should one or both of the elected members to the OEC perish, it is the duty of the respective member state to replace that member as swiftly as possible;

§II.ii.ii.i.i) Should (a) new representative(s) not be elected for the OEC by thirty days’ time, a new representative from that nation shall be elected through majority vote by the existing OEC;

Article III - Disaster Agreements

III.i) All member states are to provide hefty and sufficient economic assistance in times of disaster to other member states, should their fiscal status permit them to do so;

§III.i.i) Furthermore, member states are permitted to either provide the Organization with funds or undergo their own operations to bring disaster aid to nations outside of the Organization which have been affected by a natural disaster;

§III.i.ii) However, should the Organization establish a debate in which it is decided that the Organization will utilize finances within its treasury to assist another nation, any member state of the Organization can request an appeal in order to continue debating on the topic of whether or not to provide a specific state with disaster aid;

§III.i.ii.i) It is hereby strictly prohibited to filibuster any decision of the Organization’s economic services to other nations;

Article IV - Official Declaration

This article officially declares this legislation, the Economic Processes Act, as agreed upon by all members of the Organization as effective legislature for the OECD. This legislation is to be effective immediately after the public release of these antecedent sections.

Circular

1. With the inclusion of sixth of member of the O.E.C.D., the Electoral Council has attained its sanctioned strength of five members. The list of the members of the electoral council can be found in the appendix attached to this circular. All applications posted hereafter for complete membership in the organisation will require a majority vote of the members of the Council. All members of the council are requested to visit the website of the organisation periodically and telegram the Secretary (i.e. me currently), their stance on the pending applications. In case any member of the Electoral Council wish to resign from their post, they should inform the founder at once. If members do not vote within 5 days of the receipt of new applications, their vote will be considered as abstained and the authority for accepting or rejecting such applications will lie with the Secretary.

2. The application form has been revised.

3. Members are requested to nominate their representative for the post of the Secretary. The Secretary will be the head of the Secretariat whose primary responsibility will be to inform the new applicants of the acceptance or rejection of their application. The nomination form for the post of the same can be found attached to this circular. Please nominate your representative if and only if you can devote sufficient time to this post. The Secretary will be chosen by a vote of all members of the O.E.C.D. through an election. The nominations are open till 4^thApril 2013 23:59 UCT.

4. I do not want this organisation to die again. So, all members are requested to participate in the activities that are being conducted. Members must post something (even "Hey, I am active") on this thread at least once a month failing which they will be asked to leave the organisation.

1. Though the nominations for the post of Secretary were to close on 4^thApril 2013, they have been closedas almost all members have posted their nominations. A list of accepted nominations along with their information is attached below. Nominees can withdraw their nomination by 4 April.

2. The Secretary will be elected by a majority vote. Voting will begin on 4 April and continue till 7 April. Each member will have one vote. You cannot vote for your own nominee. You can wither post your vote here or send me a TG regarding it. Votes before 4 April and after 7 April will not be counted.

3. Alongside the information about members on the Roster, their flag have also been added.

4. It has been noticed that some members are reaching the period of maximum permissible inactivity. The list of such members is attached. These members are asked to either post something as a token of their willingness to participate in the activities of the O.E.C.D. within a week of receipt of this circular.
