There is a set speed but focus overrules it to some degree, stated by concord him self in a private TG. It wont be much faster but it will make a difference.

So basically i could say i want to have FTL +1 Mass production +1 and Weapons +1

If I understand it its +1 = x2 but every catergory that your focus also covers get a percent so FTL would be 1.5 times faster for ship based and 1.5 times faster for stargates. For weapons every weapong group would recieve like x1.001 times better. If you choose lets say something like quality or lethality its basically 1.000001 times better than average, because thats a very broad group.

Or if you choose Railguns lasers, Radiation, chemical, acidic, bio, etc its x2
